COUNCIL HELD AT THE TOWN HALL ON MONDAY , DECEMBER 20TH, 194$

The meeting was called to order by the President , Mr. Ganzel
who called for the reading pf minutes.
Upon motion of Mr. Bremer , Seconded by Mr. Mason the minutes
of the regular meeting of Becember 6, 194$ were approved as
read.
Upon motion of Mr. Bremer, seconded by Mr. Rawls the minutes
of the adjourned meeting of December 13, 194$ were approved
as read.
The chair recognized visitors present. Mr. Harry Hatcher
entered a protest against the assessment on the 1948 tax
roll on his Lots 23 ,25 ,27, Block 6. It was advised that the
assessments cannot be re-opened for this roll , but can be
considered in making up the 1949 roll. It was suggested that
Those wishing to protest their 1948 assessment , put same in
writing to go on record, so that they will be on file when
work is started on the 1949 tax roll .
A letter was read from Mr. McCotter, City Manager of Jacksonville ,Beach,
to which he attached his report on Beach Erosion as given to the Beach
Erosion Conference at West Palm Beach. The Town Clerk was instructed
to acknowledge receipt of letter and report , and file same for
reference.
A letter was read from Mr. Gatdner Gillette adyising that he felt
a winter resident should be named in his place on the ettizens
street committee , but that he would be glad to give whatever sug-
gestions he might have to the committee. Regrets were expressed
at his inability to serve at this time , and Mr. R.E. Herrington was
appointed in his place. Mr. Lawrence advised that this committee
had been waiting organization until an appointment was made in Mr.
Gillette's place , and that they would meet at an eraly date now.
A letter was read from Mr. C.P. Wilcox advising that he would be
glad to serve on the citizens Zoning Committee.
Mr. George Bull advised that he is getting to-gether the information
as requested on the proposed Saltair streets and will advise as soon
as this information is ready.
A letter was read from the Atlantic National Bank advising that
Stevens-Southern Co. had discounted Inv. #48803 ip amount of
$1904.43 for the pump plus freight charges. The Bank discounted
a collateral note for that amount payable in 60 days . The discount
charge is $15.86 and documnetary stamps are $1.90, total of $17.76 .
Upon motion of Mr. Bremer, seconded by Mr. Mason, the Town Clerk
was authorized to forward warrant in amount of $17.76 to the Bank
covering the discount charge and documentary stamps .
The Mayor presented copy of Resolution sent by the City of Jackson-
ville Beach to the Florida Rd. & Util. Comm. in re : toll charges
between Jacksonville and the Beaches.

fore upon motion of Mr. Rawls, seconded by Mr . Mason the

ging and Riprapping Roll which was ' adopte d by
the Town Council on May 24th, l948, for collect-
ion by suit.
BE IT FURTHER RESOLVED That the Town Attorney
may, at his discretion, attempt the collection
of such accounts as it may be possible to collect,
within a reasonable length of time, before filing
suits.

Upon motion of Mr. Rawls, seconded by Mr. Mason Ordinance #122
entitled " An Ordinance Prohibiting the discharge of Firearms, etc"
was passed on 3rd and final reading. Upon motion of Mr. Rawls ,
seconded by Mr. Bremer, this Ordinance to show maximum fine of
" 50." and/or maximum inprisonment of"30 days:
There was a discussion on the changing of the days for garbage
collecting to Monday, Wednesday and Friday, as decided on at
the last meeting, and Mr. Bremer advised that he had received
very unfavorable reactions to the idea, and that he therefore
was not in favor of cutting down to 3 days a week for collecting
garbage. There was further discussion, and Mr. Bremer moved
that the motion to reduce garbage collection to 3 days a week
which was passed at the last meeting, be rescinded. There was
no second to this motion, and the action taken at the meeting
of December 13th, 194$ reamins in effect.
Mr. Frazier advised that Mr. Gordon came down and went over the
streets and will submit a report on his findings and recommenda-
tions .

Mr. Ganzel appointed hr. A.J . Craig to serve with the Citizens
Committee on Zoning.
Mr. Bremer advised that Mr. Ray Willis will have a good little
fire engine available in a few months, and would like for us to
keep it in mind.
Mr. Bremer advised that the bulldozer which his uncle has loaned
us for use on the streets , etc . is for sale, and he would suggest
that we get as much work as possible done with it within the next
week or ten days . Mr. Frazier advised that Ile has used it on Sherry
Drive some, and that he has an operator and will use it as much
as possible this next week.
The Town Clerk advised that Mrs. Eugenie Courreges ,Lot 2 Block 25 ,
and Mrs. Ethel Green , Lots 2 ,4 & 6, Block 9 had requested widow's
ememption for 1948, and Mr. Rawls moved that in line with Town
Attorney's opinion that these ememptions be allowed. This was
seconded by Mr. Bremer and carried.
Mr. Goodling reported that the Citizens Waterworks Committee had
met , and wished to make further study of plant site before making
recommendations. He will file report with the Town Clerk.
The Citizen's Drainage Committee presented a written report , which
was referred to the Public Works Committee who will study and
call for a meeting with the citizens committee and then make recom-
mendations as to further action on drainage. hr. Geo. Bull advised
that the services of Mr. Bailey of the Hercules Powder Company
are available on explosives.
There was a discussion of the payment due Mr. Adams on the water-
works as shown in the Conditional males Agreement of Oct. 13th , 1947 ,
and upon motion of Mr. Mason, seconded by Mr. Bremer the Town Clerk
was authorized to make payment as covered by this agreement , plus
interest , on December 31, 1948, payment to be from the General Fund.
Upon motion of Mr. Rawls, seconded by Mr. Bremer Approval was given
for the payment of the balance of the bills listed for payment
in November, all to be paid from the General Fund except those for
meters and parts which are to be paid from the Waterworks account.
Upon motion of Mr. Rawls, weconded by Mr. Mason approval was given
for payment of the bills listed for December 1948 as follows:

Upon motion of Mr. Rawls, seconded by IJIr. Bremer approval was
given for payment to Payne-Garrison-Younger & Co. of $450.51
covering down payment on insurance policies and additional
earned premium on workmen's compensation policy.
Mr. Rosborough expressed appreciation for Mrs . Rosborough of
the letter wrttten from the Council and officials while she was
in the hospital.
All papers received on tfucks and cars referred to Mr. Rawls
for study and recommendations from his committee,
Upon motion of Mr. Mason, seconded by Mr. Bremer , Mr. Rosborough
was asked to make arrangements for a $1000. Bond for Mrs. Dorothy
S . Fermenter who serves as deputy Town Clerk and Tax Collector
when Mrs. Grage is out of the office.
Upon motion of Mr. Mason, the meeting adjourned to the regular
meeting night , January 10, 1949.
