MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH
TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, FEBRUARY 10TH,
1947 at $ O'CLOCK.

The meeting was called to order by the President , Mr.
Beale Travis .
Upon motion of Mr. Minchew, seconded by Kr. Bull the
minutes of January 13th, 1947 were approved as read.
Mr. Meeritt reported that we are very much in sympathy
with the Chamber of Commerce request for donation, but
OS find that we have no funds available for this purpose.
It was the opinion of the Town Attorney that the Town
Charter does not permit donation for indirect advertis-
ing. The matter was discussed and upon motion of Mr.
Minchew, seconded by Mr. Williams the Town Clerk was
instructed to notify the Jacksonville Beaches Chamber
of Commerce that our charter does not permit ud to make a
donation as requested by that body.
Mr. Thonpson reported that he had examined the suit of
the Atlantic Beach Holding Co. vs Adams , et al and that same
is still dormant , no action having been taken since about
1940. If the Town should want to take any action, he sug-
gested that we have that suit dismissed and file a new
suit in the name of the town. There was considerable dis-
cussion and suggestions, and upon motion of Mr. Minchew
seconded by Mr. Williams , the matter was tabled until
after we get plans for the sewerage system from the
engineers.
Mr. Williams reporting on the Zoning for Section "H"
1111 advised that they had looked over the property in that
section and a tentative map had been prepared , which he
requested Mr. Frazier to explain. Therewas: considerable
discussion of this matter, and upon motion of Mr. Minchew,
seconded by Mr. Bull the Town Supervisor was insVructed to
notify the interested people in this Section that there
will be a preliminary hearing for the Zoning of this
Section on February 17th, 1947 , $ F.M. at the Town Hall;
and that future steps be determined following this meeting.
On the subject of concrete steps , Mr. Frazier repoeted that
he had proceded as instructed at last meeting and secured
drawings and specifications and called for bids. Only one
bid had been received and it was from the B.B. McCormick & Sons .
This bid was opened and upon motion of Mr. Minchew, seconded
by Mr. Williams it was referred to the Finance and Taxation
Committee for study, tabulation and they are to report back
to the Council at the adjourned meeting on February 17th
their recommendation on this matter.
Mr. Bull , reporting on drainage advised that the County
411 Engineer don't know when they will get the survey done ,but
will get to it as soon as possible. Discussion as to a
Drainage District was held , and it was the concensus of
opinion that that is not the method to follow. Mr. Bull
suggested that we go ahead and get the survey plans from
the County Engineer and that we get easments from the prop-
erty owners for the right-ofpway and proceed f rom there
when this much is done . All members agreed on this .
There have been no other suggestions as to Charter changes
received in this office. It was brought out that we would
have to have an outline of any changes that we want ready
for a hearing with the Legislators , which should be adver-
tised by posted notice . The matter was referred to Mr.
Thompson to draw up a bill covering the changes in Council46
and Mayor set-up, and the method from using warrants to
checks .
Mr. Travis r .ported that he still hadn't been able to get any
information on insurance rates , and Mr. Rosborough advised
that h4 had talked with Mr. Goodloe who promised to do some-
thing about it . Mr. Rosborough and Mr. Travis are going to
get with Mr. Goodloe and go over the Town.
Upon motion of Mr. Minchew seconded by Mr. Merritt the
Town Supervisor was advised to go ahead and place an order
for a new Police car, taking a 1946 model if he can get
it.
Upon motion of Mr. Bull, seconded by Mr. Merritt , we will
install a noew;,,rezeiver set in the new car.
The Treasurer ' s report was read and upon motion of Mr. Merritt ,
seconded by Mr. Williams it was approved. The balances as of
February 1 , 1947 were :

Upon motion of Mr. Williams , seconded by Mr. Minchew the follow-

. Mr. Frazier' s report as Town Supervisor was presented and
filed.
The new Red Cross Building for the Volunteer Life Saving
Corps was discussed and it was the concensus of opinion
that we get out a letter to the Taxpayers asking for dona-
tions to be sent to this office and forwarded to the
committee , or if sent direct that they designate that
Atlantic Beach be given credit . Also advise in the letter
that this donation can be deducted on income tax.
Upon motion of Mr. Bull, seconded by Mr. Minchew Ordinance
#95 covering the straightening mf Second Street was passed •
on third and final reading. Mr. Rosborough and Mrs. Grage
were instructed to sign the Quit Claim Deeds for the Town
to Robert William Gavin and Barbara Ann Gavin, his wife ,
and to Atlantic Beach Holding Company.
A letter dated January 17 , 1947 from Mr. J.E. Pace,
City Auditor, was read. This letter covered the matter
411, of number of street lights allowable under the franchise.
It was the concensus of opinion that nothing could be
done relative to the assessment on pt . of Lot 7, Block 33
belonging to Mrs . Roy Kooker, but that it should be equalized
on next Tax Roll.
A letter from Mr. George Bull on Beach Erosion was read,
and Mr. Frazier was 1 istrvctedto write the United States
Engineer at the direction of the Mayor and Town Council,
asking for some definite information on this subject.
The condition of the streets was discussed, and the matter
was referred to the Public Works Committee and the Town
Supervisor for recommendations , especially the North end
of Beach Ave.
Mr. Merritt moved adjournment until Monday, February 17th,
1947 at $ P .M.
