02-17-47 v MINUTES OF ADJOURNED MEETING' OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL, FEBRUARY 17, 1947 , 8 P.M. Present : Beale Travis N.A. i inchew W.D. Merritt W.E. Williams , Jr. Harcourt Bull, Jr. , Councilmen and G.L. Rosborough, Mayor Ftank Thompson, Town Attorney C.R. Frazier, Town Supervisor Adele S . Grage , Town Clerk The meeting was called to order by the president , :Mr. Travis. First consideration was the hearing on preliminary plans for Zoning Section H along I4ayport Road, Levy Road, and the Kestner Road. i',:r. Frazier explained the reason for calling the meeting was to start whatever planning and actions necessary in order to Zone certain parts of that Section, and to get the owners' ideas and suggestions . He pointed out the suggested Zoning Areas on the tentative map, and advised that these were merely suggestions , to be used as astarting point . Those present who were heard from were J.E. Campbell , G.H. Skaggs , P .S. Clarson, and A.G. Penman. They agreed that would like to see homes as nice as those already there , built along these roads . They also suggested that 500 square feet was about the right minimun area for them, and that plans should be submitted to the Town Supervisor for approval. Mr. Penman requested that his property right along the East side of Mayport Road be zoned for busiress. Mr. Skaggs advised that they would like to have a bisiness area for about 1200 feet beginning at Atlantic Blvd. down the west side of Mayport road. There was a delegation who live lust outside the • Town on Mayport Road who requested that some restrictions be put Qin the bi ildingof ahacks4ng built across the road from them in the colored section #nown as Donner's sub-di- vidion . Mr . Travis thanked all those present for their interest , and advised that the Council would study the matter further. The Town Attorney was requested to find out just what would be the correct procedure in line with the Charter. The Council then went into business session, and upon motion of Mr. Bull , seconded by Mr. Williams the map and work as completed by Mr. Durden was approved amd the Clerk was instructed to pay I'.'r. Durden the balance due him in full. Mr. Frazier outlined to the Council the facts relative to Mr. Shore ' s house on Lot 4 Block 63 , which has been converted into a two-family house. Mr. Shore ' s permit to build carried special notation that same was "Single Family" , and the same notation was on the plur.ber' s permit . It now develops that the house has been converted to two family apartments, and 3 additional plumbing fixtures installed without permit . This is in violation of the Zoning Ordinance. kilrmmx ilimmxo xidrxxklaii4 xaxisdixiayxitxxxWxIigxxs, Mr. Bull moved that the owner and plumber be summoned before the Municipal Ucurt on Monday Night , February 24th at 7 o'clock 411 for violation of the law, anf that same be transmitted with letter explaining violation. This motion was seconded by Mr. Williams and carried. It was concensus of opinion that the Building Inspector issue the plumbing certificate requested showing on same the violations and the fact that the owner has been summoned into court . Mr. Merritt reported on the Concrete Steps that it was the opinion of his committee that the bid as subr,,itted by B,B. McCormick & Sons was very high, and he therefore moved the rejection of this bid. The motion wasseconded by Mr. Bull and carried. The Town Clerk was instructed to so advise the bidder. Mr. Merritt advised that he was still working on plans for a concrete step, but is not ready to make any recom- mendations at this time. He hopes to have something definite by nest meeting. Mr. Bull advised that something must be done about getting Sherman Creek opened up enough to give some relief on drainage. There wqs considerable discussion on this natter and upon motion of Mnl Bull, seconded by Mr. Williams, it was decided that we spend not more than $500. to clean out Sherman Creek.
