03-10-47 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, MARCH 10TH 1947 AT $ P.M. Present : N.A. Minchew Harcourt Bull , Jr. W.D. Merritt W.E. Williams, Jr. , Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney C .R. Frazier, Town Supervisor Adele S . Grage , Town Clerk The meeting was called to order by the Vice-President , N.A. Minchew in the absence of the President . Upon motion of Harcourt Bull , Jr. , seconded by W.D. Merritt the minutes of the regular meeting of February 10th, 1947 were approved. Upon motion of Mr. Bull , seconded by Mr. Williams the minutes of the adjourned meeting of February 17, 1947 were approved. Mr. Frazier advised that a letter had been gotten out to Home Owners in the Town relative to donations to the Red Cross Life Saving Building. To 'date $210. has been received in response to the letter making a total from Atlantic Beach of ? 1220. On street paving, ,the committee adbised that they were not ready with a full report and request a delay until the next meeting. Upon motion of Mr. Bull , seconded by Mr. Merritt , Mr. Thompson was requested to include in the charter changes to amend the limits of the Town as given in Paragraph 1, Section 1 to include Sherry Drive from Atlantic Blvd. to the Plaza, and the Plaza from Sherry Drive to East Coast Drive. On the Shore House , the hearing has been postponed from March 1, 1947 to March 17, 1947. The Town Supervisor advised that he understood that the changes had been made , but he has not been called on to make inspection. Nothing has been done on the Insurance Rates . Mr. Rosborough advised that he does not think that the rates will be lowered until larger water mains are secured or the Fire Department is incorporated. There was a discussion and Mr. Frazier advised that he had written the Southeastern Underwriters Ass'n. in Atlanta , and had received an answer from Mr. Pye that he was asking Mr. Goodloe to advise us on the rates. Mr. Rosborough says he will continue his efforts with i'ir. Goodloe . The Town Attorney advised that we do not have to have a referendum , but a Public Hearing after proper notice on Amending Zoning Map. The Public Works Committee will get with Mr. Williams on the changes in Sec .H and along Mayport Road , and then get Mr. Thompson to go over it. Mr. Frazier reported on the work he has done in Sherman Creek, and believes it will help the drainage in the whole town. It was advised that the County Engineer has done 441, some work on the survey, but has not been able to finish . As to the Hotel Reservation Road , it was advised that the County Engineer does not have sufficient personnel to finish ) / the survey map. They have part of it done but cannot finish until they get additional help. Mr. Merritt advised that he has no definite report as to the Concrete Steps , as he has not found anyone interested in building them, however he has two more alternatives to follow and will make a report at the next meeting. On the Police Car, Mr. Frazier is to see what he can do at Ford Motor Company about getting a new one. Upon motion of Mr. Merritt , seconded by Mr. Williar s the Treasurer's Report was approved.
