MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH
TOWN COUNCIL HELD AT THE TOWN HALL, APRIL 14TH, 1947 AT $ P.M.

The meeting was called to order by the President ,
Beale Travis:
Upon motion of Harcourt Bull , Jr. seconded by W.E.
Williams , Jr. the minutes were approved as read .
The Town Clerk reported that X12$0. is the total to
date on the Red Cross V.L.S . building fund.
The matter of changing the Zoning map as regards Section
"H" , Donner's Sub-division and land along Levy Road was dis-
cussed at length and upon motion of W.E. Williams, Jr. ,
Seconded by Mr. Bull the following Resolution was passed:
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH , FLORIDA :
That the Town Supervisor be authorized to advertise
and post notices for a public hearing on Hay 12th, 1947
at $ P .M. at the Town Hall on the proposed change In the
Zoning map regarding Section "H" , land lying along both
sides of Mayport Rd. , and Levy Road , and the land lying
between Levy Road and Donner's Sub-division, and Donner 's
Sub-Division.
In the absence of Mr. Merritt , a report on Concrete
Steps was made by Mr. Frazier. Mr. Merritt has finished
blue prints on proposed steps and has ordered steel forms
which should be ready in next 3 or 4 days. It was the
concensus of opinion that the Town buy these forms , and
if they worked satisfactorily , that another set be ordered
to expediate the work in getting steps made. The matter
was turned over to Mr. Frazier for his supervision and he
was authorized to go ahead with the work.
Patricia Warren, Attorney, appeared before the Council
on behalf of Leo Yancey presenting his application for
a Certificate of Convenience and Necessity to operate taxi
service within the Town. She advised that he had the necessary
insurance, and was going to hire only capable drivers . There
was a discussion of the rates as shown on their application,
and the question was asked as to the fare from one point in
Atlantic Beach to another point in the same Town, and she and
Mr. Yancey advised that if it was a pick-up the fare would only
be ten cents , but if on a call then it would be 20 cents . The
matter was thoroughly discussed and upon motion of Mr. Minchew,
seconded by PMr. Williams a certificaye of convenience and
necessity was authorized, and the Town Clerk instructed to
issue same.
A Petition for Permit to Operate Retail Ice Cream
Business using Motor Scooters in the Town of Aylantic Beach , Fla .
was presented by Mr. Sidney L. Beighley , Jr. There was some
discussion on the subject and the President referred the Petition
to the Laws and Rules Corn:ittee who will report back their
recommeddation at the next meeting of Council.

Mr. Ninchew reportes that the Ford Motor Company hope
to have a new car for police use by May 15th, 1947.
Mhe Public Works Committee presented a list of streets

that need new paving at once . It was suggested that the
paving on these streets be 20 ft. wide , except the Plaza
( if taken in the Town) will have 2-16 ft . strips , material
used to be concrete. There will be approximately 4 miles
of new paving. The streets to be paved are as follows :

Mr. Bull suggested that we defer further action on this matter
until after we hear from the Sewerage, and it was so agreed.
Mr. Bull reported that he had seen the County Engineer and
Mr. Belote. They have all the data needed on the Hotel Reser-
vation Rd. and have started on the sketch, but don't know just
when they will get it finished.

Upon motion of Mr. Minchew the Treasurer' s report was ap-
proved. The balances as of April 1st, 1' 47 were :

Mr. Frazier reported on the Sewerage. He had received
advice from Russell and Axon that they expected to have
the papers ready in about 25 days .
The Town Clerk was instructed to return the Atlas to
Frank Dolph Co. as same is obsolete and of no value
to us , and also to request them to cancel invoice cover-
ing same.
Mr. Rosborough reported that Mr. Cranford of the Atlantic
National Bank now has our Seawall Bonds . He is willing
to let the Town redeem two issues if they so wish at
$107.50. Mr. Allen, the Treasurer was present and the
matter was turned over to him to investigate and give us
his recommendation as to whether to redeem or leave the
money in the Savings & Loan Associations .
Mr. Frazier advised that he had been requested to bring
to the Council the matter of allowing the hours on sale
of liquors in eating places to be changed so that it can
be served with meals until midnight on Sundays . There
was some discussion and upon motion of Mr. Bull , seconded
by• Mir. Minchew an ordinance Regulating the Hours of the
Bale of Alcoholic Beverages and Repealing Ordinance #91
was passed on first reading. Upon motion of Mr. Bull
seconded by Mr. Williams it was passed on second reading.
Upon motion of Mr. Bull, seconded by Mr. Williams the
following Resolution was passed:
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH, FLORIDA
That the Beach be roped off on Saturdays from 2 P.M.
to 7 P.M. , and on Sundays and Legal Holidays from
10 A.M. to 7 P.M. beginning May 1st to May 19th, 1947 , and
THat1.'beginning May 19th , 1947 the Beach be roped off
daily and Sundays as follows: weekdays 2 P.M. to 7 P.M. ,
Sundays and legal holidays 10 A.M. to 7 P.M.
Upon motion of Mr. Einchew, seconded by Mr. Williams
the following Resolution was passed :
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH , FLORIDA
That the Town Clerk be instructed to cancel and destroy
the Seawall coupons which were re eemed on April, 1, 1947,
Coupons #27 from Bonds ber.,js 113/119 inc . ,122/1;5 inc . , and
137/150 inc .
Upon motion of Mr. Bull , seconded by Mr. Williams it *as
agreed that Mr. Donner be permitted to pay the taxes for
1943 , 1944 and 1945 as listed on the Tax Roll without
penalty charge , as payment of the taxes had been delayed
due to the effort being made to straighten out this sub-
division on the Tax Rolls . This approval was given, also,
contingent upon Mr. Donner's paying for any improvements
listed on the 1946 Tax Roll as being on his lots.
Upon motion of Mr. Bull, seconded by Mr. IIinchew the
following Resolution was passed:
BE IT RESOLVED BY TME MAYOR AND TWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH, FLORIDA
That official cognizance be given the fact that there
are no Lots 1,2 , and 3 , Block 9 Donner' s subQdivision'
as listed on 1946 Tax Roll but that they are Lots 1,2,
& 3 Block 22 ; and that there are no such lots as Lots
1,2 ,3, & 4, Block 10 Donner' s sub-division, but that
they are Lots 1 ,2 ,3 , & 4, Block 21.
Upon motion of Mr. Bull, seconded by I r. Jilliar.s ttre
following Resolution was passed:
BE IT RESOLVED BY THE I'.AYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH , FLORIDA
That the following lots on the 1945 Tax Roll be marked
"County Land" and no extension made; Lots 40 and 42,Blk 12 , and
That the following lots on 1946 Tax Roll be ' marked
"County. Land" and no extension made : Lot 19 Block 9;
Lots 14, 40, and 42 Block 12 ; Lots 20 and 36, Block 13 ;
and Lot 779 Saltair.
All the above lots were taken up by Duval County on
Tax foreclosures.
Upon motion of Mr. Williams , the meeting adjourned.
