COUNCIL HELD AT THE TOWN HALL ON MONDAY, APRIL 28th, 1947
AT 8 P.M.

The meeting was called to order pursuant of the following
notice dated April 23, 1947:

You , and each of you are hereby informed that there
will be a special meeting of the Town Council at
8 P .III. , April 28th , 1947 at the Town Hall to consider
the following matters :
1. Consider Zoning Ordinance Amendment .
2. Consider for final passage Amendment to
Liquor Ordinance.
3. Consider for action - for Council approval
or disapproval of certain proposed Legislative
acts affecting municipalities.
4. Consider plans for Sewer System.
5 . Determine action relative to Searall Funds .
6. Consider any and all routine matters that might
come before the meeting such as: Consolidation,
steps , drainage, bathing zone , Red Cross Life
Saving, etc .
Please take due notice thereof and govern yourseli'es
accordingly.

The amendment to the Zoning Ordinance as regards Section
"H" and the section along Mayport Rd. , Levy Road, and
Donner's subdivision was referred to Mr. Thompson to
draw up.
' There was considerable discussion relative to having
copies of the Zoning Ordinance made, but it was decided
to wait until after the amendment to the Ordinance was
passed. It wa3 brought out that we do not have a complete
map of the Town, so this matter was referred to the
Public Works Committee to determine the cost of a complete
map. Upon motion of Mr. Williams , seconded by Minchew
that the Public Works Connittee be authorized to have
a map made if the cost does not exceed X59, and that
the Public hearing be deferred and that a definite
time be determined at the next regular meeting.
Upon motion of Mr. Bull, seconded by Mr. Williams
an Ordinance #96 entitled " An Ordinance Regulating
the Hours of Sale of Alcoholic Beverages" was passed
on third and final reading. This Ordinance repeals
Ordinance # 91.
Mr. Frazier suggested that the Legislative Acts ,
copies of which have been received from the Florida
League of Municipalities , be turned over to Mr.
Thompson for study and recommendations , as there
are some that affect the town and some that do not .
Mr. Thompson advised he would go over them and
meet back with Council for an adjourned meeting
on Wednesday night , April 30th, 1947 .
Notice of Charter change was sent to the Ocean Beach
Reporter by Mr. Thompson and was published in that
paper on April 25th, 1947. Mr. Thompson advised that
he would make up the correct form of certificate
of publication and send to the Ocean Beach Reporter
for their execution.
A letLLer from the Neptune Town Council relative to
rates to be charged on the Neptune Sewerage was
presented by the Finance and Taxation Committee ,
and after some discussion it was referred to the
Public Works Committee who will make a report at the
neitt regular meeting on May 12th.
The Ordinance on Safety Bathing Zones was referred to
the Laws 'and Rules Committee to confer with Mr. Thompson
on drafting a new Ordinance to present to Council at
next meeting.
Mr. Merritt reported that the steel forms for the
Concrete steps are supposed to be ready by Wednesday.
They have some of the concrete piling ready and the re-
inforcement steel is odered.
hr. Bull reported that the Counts Engineer's office
had a field crew down runningthD center line of the
ditch for drainage . They are going ahead with their
survey a s they can.
The Laws and Rules Committee reported that it was their
opinion that we do not want peddling or soliciting of
business on the streets , as feel that it creates a public
hazard and therefore recommenddd that the petition of
Er. Sidney L. Beighley, Jr. to operate motor scooters
for sale of ice cream and products be denied. Upon
motion of 1-1r. 1h.inchew, seconded by l'ir. Merritt the
petition was denied as recommended.
The Town Attorney was r equested to draw up an Ordinance
to prohibit peddling by hawking on the streets , and
present to Council at next regular meeting.
Upon motion of Mr. Bull the meeting adjourned until
Wednesday night , April 30th , 1947 at $ P .M.
*Mr. Travis is to confer with Mr. Cranford to see if
we can redeem one issue of the Seawall Bonds, then the
2nd issue later, if must take both at same time.
