05-13-47 v MINUTES OE THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD SAT THE TOWN HALL ON TUESDAY , MAY 13TH, 1947 AT $ P.M. Present : Beale Travis N.A. Minchew W.D. Merritt W.E. Williams, Jr. Harcourt Bull, Jr. , Councilmen and Frank Thompson, Town Attorney C .R. Frazier, Town Supervisor A discussion was held in reference to the erection of two buildings containing four class rooms at the Atlantic- Neptune School. Mrs. Chambers , Principal , asked Mr. E.L. Jones , School Trustee to explain the plans . Mrs. E.L. Chiasson and other members of the PTA explained the need for additional class rooms and that the only way to relieve the •over crowded condition would be these proposed temporary portable buildings. There was much discussion after which hr. Merritt moved that if and when the plans are in conformity with the Town's building requirements , that they be approved. hr. Williams seconded the motion and it was passed. Mr. Bull moved the passage of the following Resolution, which was seconded by Mr. Minchew and adopted: WHEREAS , it appears that the Town laws are inadequate relative to building, and WHEREAS , it is necessary that a more up to date Building Code be passed, and WHEREAS , there is need for caution in the enforcement of the present laws in the interim, NOW, THEREFORE, BE IT RESOLVEII THAT the Mayor And Town Council Adopt certain policies on building in the f ollowingr.inst anc es , to wit : 1.That the building inspector upon receipt of any plans for the erection of any public building, shall refer same to the Tcwn Council and no permit shall be issued for such public building except upon the approval of the Town Council, 2.That whenever the Building Inspector receives an application for a building permit and he does not believe that the proposed building fully conforms in any manner to the type of construction already established ih any Zone or District , that said application be referred to the Town Council and no permit shall issue except upon the approval of the said Council, 3 .That whenever the Building Inspector shall have any doubt as to thecconformity to the building code either as to the construction or the plot plan of any proposed MI/ new building he shall first refer said plans to the Town Council and no permit shall be issued except upon the approval of the Town Council. Ir. Bull moved and Mr. Iinchew seconded that no building be moved to any building plot inside the Tam unless it is first determined by actual inspection by the Building Inspector that such building conforms to the Zoning Ordi- nance for the District within which it is to be located and that it complies with the building code. UpOn motion of Mr. Bull , seconded by Mr. Minchew an Ordinance entitled "An Ordinance to Regulate Building Const ruction in the Town of Atlantic Beach, Florida and repaling all Ordinances and parts of Ordinances in 0onflict Herewith and all of Ordinances $-A.and277 ,' was passed on first reading. Upon motion of Mr. Bull, seconded by Lr. Williams , it was passed on second reading. Thereupon the president referred the matter of sompiling such building code to a special committee composed as follows : Mr. Bull, Mr: Merritt , and Mr. Frazier.
