BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, JUNE 9, 1947.

The meeting was called to order by the President ,
Mr. Beale Travis , following which theykinuted of the regular
meeting of May 12 , 1947 were read and upon motion of Mr. Minchew,
seconded by Mr. williams they w ere approved.
Upon motion of Mr. Bull , seconded by Mr. Merritt the minutes of
the adjourned meeting of hay 13th were approved.
60Mr. Bull report4d that Mr. Durden has completed the map
of the Town west of Saltair and has sent tp printers , and will
get them back for delivery to the Council as soon as possible.
Jr.. Travis recognized all visitors present and gave them
an opportunity to speak. There was a request that some special
efforts be made to clean up the Town and especially the entrance
streets and lots around Atlantic Boulevard . There was a great deal
of discussion and suggestions, and it wa3 the con-census of opinion
of the Council that everything possible should be done , and that
they would be glad to co-operate with the citizens , to-gether with
representatives from Neptune Beach Council , in working out some
plan for beautifying and keeping clean the area around the shopping
district and Town entrance. It was suggested that perhaps the Garden
Circles could take as a long-range project the beautifying of the
approaches to the beach.
Mr. Gaines asked about the grouting in the Seawall, especially
at 7th Street ramp. Mr. Frazier reported that he had written hr.
Richheirrer relative to a grouting machine, but had been advised that
there was no machine available in Jacksonville. There was a discus-
sion of this matter and upon motion of Mr. Bull, seconded by Jr.:
0111 Merritt Mr. Frazier was authorized to w rite the Atlanta and Miami
branches of the Company that has these machines to see if there
was a machine available in either place , and for Mr. Frazier to
also see Gen. Youngberg on this matter.
Mr. Woodcock inquired about the street-end steps , and Mr.
Frazier advised that he had finished 3 pairs of steps so far. He
is staggering them, and putting at street-ends where most people
will be benefitted. It was concensus of opinion that the construc-
tion of the steps be contipued until all the street-end ones were
finished.
Mr. Fred E. Williams presented to the Council a schedule
of savings to the Town should the two issues of Seawall Boods
be purchased. After some discussion , upon motion of Mr. Minchew,
seconded by Mr. Merritt the following Resolution was passed; to
cover the purchase on July 1, 1947 of 0000,, of Seawall Bonds : from
the Atlantic National Bank:

. As to the matter of Sewerage , Dr. Frazier advised that he
had written the Engineers and they had advised that they hoped
to have the plans to us by June 1, 1947. Since not received
to date, he phoned Rhssell & Axon this afternoon and they advised
that the plans were now complete , and they were sending to the
State Board of Health, and they should be back in about 10 days
or two weeks . Mr. Frazier will advise as soon as received, as
Mr. Williamson plans to present them in person.
The Public SafetyComr:ittee advised that there was no report
at this time on the radio service charge .
The Building Code Committee advised that they were assembling
data but have no report as yet.
Upon motion of Mr. Bull , s econded by Mr. Williams , the Treas-
urer's report was approved . The balances as of June 1, 1947 were:

Mr. Rosborough brought out the fact that we lacked $190.
of securing the $1500. requested of us for the Red Cross Voluntary
Life Aaui ng Building. After a discussion, upon motion of Mr.
Williams , seconded by Mr. Merritt it was d ecided to underwrite the
balance of .490. , and the Town Clerk was instructed to send a warrant
to cover, and if any more donations are received they will be put
back in the fund from which this balance was taken.
Upon motion of Mr. Williams, s econded by Mr. Merritt , it was
decided to borrow < 2000. for 90 days from the Beach Bank, and the
following Resolution was adopted:

Upon motion of Mr. Ninchew, seconded by lir. Williams
the bid from the Pablo Garage of 1150. cash for the old_ Police
Ford be accepted.
Upon motion of 'Mr. Minchew, seconded by IJr1 Merritt the
invoice for the new 1947 Super-deluxe Ford was approved for
payment .
A letter from Charlie Kohn for the operation of a colored
cab was discussed and Ir. Frazier was instructed to advise him
that if he secured letters of recommendation and the necessary
insurance and presented them, that the Council would then
consider his application.
Upon motion of Mr. Bull , s econded by Mr. M$nchew approval
was given for Mr. Frazier to attend the City Manager's Course
at the University of Florida in Gainesville on June 12-14th,
with $25 . for his expenses .
As to a request that there be a change in the Zoning on
3rd Street , it was advised that a written petition for same
should be presented first .
Mr. Thompson advised that our Amendement .did not get thru
to Tallahassee in tthme for consideration by the Legislature.
I•Ir. Frazier was instructed to write Jacksonville Beach City
Council in re : liquor hours , and advise that our Ordinance was
passed for solving our own problem.
Upon motion of Mr. Bull, seconded by I•ir. Williams , the letter
relative to Mr. Brant was filed for information.
Cognizance 14as taken of the B.B. McCormick letter on laying
sewerage line under Atlantic Boulevard, and the Town Supervisor
was asked to get other bids.
The matter of the Special Referendum Election on the
New Charter was discussed, and uptn motion of Hr. Linchew, seconded
by Mr. Williams the following Resolution was passed, and Mrs .
Grage was appointed Registration Officer for this Election:

BEACH, DUVAL COUNTY, FLORIDA:
THAT a Special Referendum Election be held - on July_.$th, 1947
for the purpose of approval or disapproval of the act of Legislature
providing a new municipality bt5 be known as the City of Jacksonville
Beach in -lieu -of the existing City of Jacksonville Beach and the
Towns of ,Neptu.ne Beach and Atlantic Beach, and
THAT same be conducted -in the manner as given in the Special
Act ! in line with State and Town laws.
Upon motion of Mr. Minchew, seconded by Mr. Merritt the
following officials were appointed for the Election:
Col. R.E. Carmody, 'Clerk
Mrs. Palmer Purser,- Inspector
Mrs, Fred Williams, Inspector .
Upon motion of Mr. Bull., seconded by Mr. Minchew the -
Town Clerk was_ authorized th post notices and- have ballots
printed. ,
Upon motion of Mr. Merritt the meeting was adjourned
