COUNCIL HELD AT THE TOWN HALL ON MONDAY, JUNE 23RD, 1947
AT 8 P.M..

The meeting was called to order pursuant of the
following notice dated June 18, 1947:

You , and each of you are hereby informed that there
will be a special meeting of the Town Council at 8 P.M.
June 23rd, 1947 at the Town Hall to consider the follow-
ing matters :
1. To consider and take action relative to the Construc-
tion of a sewerage system
2. Consider and work on the 1947 Tax Roll
3. Such action as may be necessary in connection with
the Special Referendum Election
4. Such matters as may come before the Council.
Please take due notice thereof and govern. yourselves
accordingly.

Following the recognition of visitors present , the meeting
was turned over to Mr. Joe Williamson of Russell & Axon,
Engineers , who presented detailed information on the 3
projects which his firm has worked up on Sewerage for Atlantic
Beach. There was much discussion and questions on these
plans . Mr. Williamson advised that they expected the approved
plans back from the Florida State Board of Health in a short
time and they he would send copy to us as soon as possible •
for study by the Public Works Committee. He is also to send
some estimated figures and information to assist in working
out a plan for financing.
Upon motion of Mr. Merritt , seconded by I-Ir. Minchew the invoice
for $2950. (first 50% of the FWA advance ) which is partial
payment for Engineering services , was approved for payment .
IIIP Mr. Merritt advised that he would talk to Iir. Register relative
to being Tax Assessor for 1947.
aol. Carmody advised that he could not serve at the Clerk
for the Special Referendum, and upon motion of Mr. Minchew,
seconded by Mr. Bull, Col. Sydenham was approved as Clerk.
Upon motion of Mr. Minchew, seconded by Mr. Merritt a
fee of was approved for the Election Officials .
Upon motion of Mr. Minchew, seconded by Mr. Williams it was
decided to pay $25 . to Ilrs. Grage, as Registration Officer .
Upon motion of Mr. Minchew, seconded by Mr. Williams an
ordinance entitled "AN Ordinance Bixing the Amount of License
Fees to be Assessed and Collected from Vendors of Beverages
Containing Alcohol in the Town of Atlantic Beach, Florida,
Fixing Penalties for the Violation thereof and Repealing All
Ordinances or Parts of Ordinances in Conflict Herewith" was
passed on first reading. Upon motion of Mr. Minchew, seconded
by IMIr. Merritt it was passed on second reading.
Mr. Frazier reported that ke wished to make a study of collecting
the garbage from the premises , rather than the street, on
Beach Ave. from 7th street South, , as to time consumed, and
approximate cost , etc . for the purpose of determining the
feasibility of addopting the collection on premises of garbage
thru-out the town. Upon motion of IvMr. Bull , seconded by Mr.
Minchew, he was authorized to make this test .
Mr. Frazier reported that the concrete steps were in good
condition following the northeaster we had.
Mr. Frazier reported that Gen. Youngberg recommended that we
put a concrete slab on top of present material at the 7th
Street Ramp, and that he believed that w azld help some of the
gnnuting at 7th street Seawall. Upon motion of Mr. Bull,
seconded by Mr. Merritt , Mr. Frazier was authorized to proceed
with whatever necessary to pour concrete regardless of cost .
Upon motion of Mr. Merritt the meeting adjourned.
