07-14-47 v Oar / MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, JULY 14, 1947 AT $ P.M. Present : N.A. Minchew W.D. Merritt W.E. Williams, Jr. Harcourt Bull, Jr. , Councilmen and G.L. Rosborough, payor Frank Thompsoh, Tows Attorney C.R. Frazier , Town Supervisor Adele S. Grage , Town Clerk In the absence of the President , the meeting was called to order by the Vice-President ,N.A. Minchew. Minutes of the regular meeting of June 9th,- 1947 were read and upon motion of Mr. Bull, seconded by Mr. Williams they were approved. Upon motion of Mr. Bull , seconded by Mr. Merritt the minutes of the Special meeting of June 23 , 1947 were approved . Upon motion of Mr. Williams , seconded by Mr. Merritt the minutes -of the Special Meeting of June 30th , 1947 were approved as read. Minutes of the adjourned meeting of July 7, 1947 were read, and upon motion of Mr. Bull, seconded by Williams , they were approved as read. Upon motion of Mr. Merritt , seconded by Mr. Williams the minutes of the adjourned meeting of July 8th, 1947 were approved as read. Upon motion of Mr. Bull, seconded by Mr. Merritt the minutes of the adjourned meeting of July 10, 1947 were approved as read. Upon motion of Mr. Bull, seconded by Hr. Merritt adoption of minutes of the adjourned meeting of July 11, 1947 was deferred until the next meeting pending receipt of Resolution being prepared by the Attorney . Visitors were recognized, and Hiss Wand, Beaches Chairman of the Green Cross Safety Council spoke on behalf of the Council and the drive they are puttinc on. Mr. Keyser suggested that large wire baskets be put at strategic points at the business corner to catch trash, papers , etc . There was a discussion of this matter and upon motion of Mr. Williams , seconded by Hr. Bull the Town Supervisor was authorized to purchase three of these baskets. The condition around the stores was again discussed and Mr. Frazier was asked to write a letter to Mr. Avery of Winn- Lovett Stores , for the Mayor' s signature , relative to the condi- tion existing back of the Piggly-Wiggly Store . An Ordinance covering the disposal of Garbage was passed by title on first reading upon motion of Hr. Bull, seconded by Mr. Williams. Upon motion of IJr. Merritt seconded by Mr. Wil- liai}m it was passed on second reading. ti Ur. Frazier reported that he has now finished five pairs of concrete steps at the street ends . As to the grouting of the Seawall, Gen. Youngberg came down and looked over the Seawall at the 7th Street Ramp. He advised that he would investigate into the best method of grouting and would let us hear from him. Mr. Frazier advised that he had just re ceived some data from Master Bldg. Co. , Cleveland, Ohio, but has not had time to study it . The 1949 issue of Seawall Bonds in amount of rt7000. were purchased from the Atlantic National Bank, and have been cancelled in ink by Mr. Travis and Mr. Thompson. Mr. Merritt reported that Mr. Register was to phone Mr. Frazier re: Tax Assessor for 1947 Tax Roll, however IT. Frazier has not heard from him. Mr. Williams advised that he would see Kr. Register for Mr. Merritt . Mr. Merritt saw Mr. Forbes relative to running off list of owners of property in Gov. Lts. 2 ,3 , & 4 Section 17 , T 2 SR 29E , Lot 1, Section 1$ and Section 40, andias advised they would be glad to do so on their addressograph provided we pay for paper used. It was con-census of opinion that we would be glad to pay for the paper, and the Town Clerk was instructed to so advise Mr. Forbes . As to the 7th Street Ramp, as soon as Mr. Merritt advises the figures on the steel re-inforcement, Mr. Frazier will get the work done as soon as possible thereafter. _ The matter of changes in the Zoning Ordinance were discussed at length and upon motion of Er. Bull, seconded by Mr. Merritt an Ordinance Amending Zoning Ordinance #50 : ( 1) to Amend Map, (2 ) To Provide New Residence Zone known as Residence "D" , ( 3 ) to Amend Sec . 1, Article 4 by eliminating Paragraph 9,10, and Ordinance #83 Article 4, Paragraph 11, was passed on 1st reading. Upon motion of Mr. Bull , seconded by Mr. Williams it was passed on 2nd reading. Mr. Bull presented the following Resolution and moved its adoption: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH , FLORIDA: That a public hearing be he ldubh .the - Zob.ing Ordinance changes at the next Council Meeting to be at the Town Hall on Monday, August 11th, 1947 at $ P.M. , and That the Town Supervisor be authorized to have published a notice of said hearing. Er. Williams seconded, and the Resolution was adopted. An Ordinance Amending the Ordinance covering License Fees on Liquors and Beverages was referred to I=r. Thompson to write. There was no report from the Committee on new Building Code. Upon motion of Mr. Merritt , seconded by Mr. Williams the Treasurer's report was approved as read. Bull asked about the blinker lights at the corner, and it was advised that Mr. Johnson is trying to get them fixed. Mr. Russell was asked to see Kr. Johnson relative to getting them working as soon as possible while the sumner traffic is so heavy. It was brought to the attention of Council that there have been several complaints regarding charges by Leo's cabs . There was some discussion , and upon motion of Mr. Bull , seconded by Fir. Merritt , Mr. Frazier was ins rructed to write Leo' s Cabs regarding the complaints received where their charges were higher than the schedule filed with the Council, advising them that the Council must ask that it be corrected. There was considerable discussion on the new sewerage . Mr. Bull advised that there will be $65 lots on the 205 ,000. project or a cost of •132 . per lot for the • ll4 000. for force mains , etc . , while the remaining .i ,.X 91,000. v.., .'►., be revenue certificates . After the disc ssion Mr. Fra tier w as asked to write Mr. Williamson of Russell & Axon for more data on the schedule of engineering- fees , so that same can be checked, and other neeed information.
