08-04-47 v MINUTES OF THE ATLANTIC BEACH TOWN COUNCIL SPECIAL MEETING HELD AT THE TOWN HALL ON MONDAY, AUGUST 4TH, ie AT $ P.M. Present : Beale Travis N.A. Minchew W.D . Merritt W.E. Williams , J r. Harcourt Bull, Jr. , Councilmen, and G.L. Rosborough, Mayor C .R. Frazier, Town Supervisor Adele S . Grage , Town Clerk Tie meeting was called to order pursuant of the following notice dated July 29, 1947: -- TO- Mr. G.L. Rosborough, Mayor Mr. N.A. Minchew Mr. Harcourt Bull, Jr. Mr. Will D. Merritt Mr. W.E. Williams, Jr. , Councilmen and Mr., Frank Thompson, Town Attorney Mr. C .R. Frazier, Town Supervisor Mrs . Adele S . Grage, Town Clerk You, and each of you, are hereby informed that there will be a special meeting of the Town C'ouril at $ P.M. Monday night, August 4, 1947 at the Town Hall to consider the following matters : 1. Consider Neptune letters in re : (a ) Fire Protection (b ) Sewerage Connection 2. Hear R.B. Parramore on a building matter. 3. Pass on third and final reading Garbage Collection Ordinance 4. Any and all other matters pertaining' to Sewerage, Street Repairs , etc . Please take due notice thereof and govern yourselves accordingly . (Signed) Beale Travis , President Atlantic Beach Town Council The meeting was called to order by the President, after which Mr. Paramore was heard relative to building outside stairs on the back of his house , to be used primarily as fire protec- tive measure . The matter was discussed and upon motion of Mr. Minchew, seconded by Mr. Merritt , it was referred -to the Laws and Rules Committee to investigate and report back to Council. Mr. P.S. Clarson presented a re-plat of his property west of famprt Rd. for a sub-division. In the discussion it was brought out that the Council does not want to accept any further re-plats until the streets have been graded. The natter has been referred to the Attorney to see if. it can be .V accept and take an agreement from Mr. Clarson to grade the streets when needed. Q�4v • rdr. Van Zile pr-:sented information on an electric calcinator which he had on demonstration. He wanted the Council to see it in operation, and also to inquire if anything could be done towards reducing the garbage rate if the homeowner buys one. On motion of Mr. Min- chew, seconded by Mr. Williams the matter was referred to the Public Works Columittee for study and recommen- dation. Mr. Frazier advised that he had received BCF Form/4,07 covering 1;2950, as final payment on advance for cost of plan preparation on application Fia.$-P-157 cover- Sewer Facilities . Upon motion of Mr. Bull , seconded by Mr. Merritt , Approval was given for Mr. Frazier to execute these forms covering the additional 02950. and return to the Federal Works Agency in Atlanta. The matter of charge on the police radiomservice was discussed. Iir. Minchew read his letter to Jacksonville Beach and their reply.o The matter was referred to the Police and Public Safety Committee to answer the letter. The suggestion was made that they be advised that the idea was first suggested by one of their Councilmen and simply followed up by us. We are perfectly willing to continue the payment of the 030. monthly charge for the service and appreciate their co-operation. Mr. Minchew read a letter received from the Town Council of Neptune Beach advising that they were making an annual charge againstuAt4ntic Beach of :0_800. , payable 450. per month r t was brought out that we now have an agree- ment with the Volunteer Fire Dept. wherein we made a cash donation of 0300. to the new fire Engine, and pay $60. per call for fire calls into Atlantic Beach . It has been our understanding that it was a Volunteer Fire Dept . and was not owned by the Town of Neptune Beach. The only fire rates appreciably reduced were those in the 1st two blocks of Atlantic Beach , the balance of the rates were reduced from 500 per hundred to 49 per hundred. Mr. Russell advised that he had collected over 0400. in subscriptions to the new truck from Atlantic Beach citizens , and there were numerous other contributions given to other members of the Volunteers. Upon motion of Mr. Bull, seconded by Er. Williams ,Police and Public Safety Committee are to answer this letter as soon as possible, stateing the facts as brought out in the discus- sion. -� On the Neptune Beach Sewerage connection, Mr. Frazier out- lined the history of this project from the beginning. He advised that our last communication of May 1st , 1947 to Nep- tune Beach relative to rental charges , etc. has never been answered by them. This discussion was brought out as result of letter receive from Town of Neptune Beach with bill for sewerage rental attached , which was in excess of our collec- tions 'as covered by Ordinance 07. There was a discussion of the matter, and upon motion of 1, r. Iinchew, seconded by Mr. Bull , the letter wqs turned over to the Finance and Taxation Committee for reply and a warrant in the amount of 020. , which is amount of rental collected, is to be attached to the reply/ It was brought out that all three of the above letters • were received by us after the piblicity had been given to the press , and it was therefore decided that copies of our replies be given the press simultaneous with or after their delivery to Jacksonville each and Nepture Beach. 111, On the Lewis sub-division, Mr. Minchew moved that we with- hold approval until Attorney advises relative to the grad- ing pf streets. This was seconded by Mr. Bull and carried. Q There was considerable discussion relative to the New Sewer Project , as it is hoped to get it into motion at as early a date as possible . Council wishes to confer )( with hr. Thompson as to the Bonds, and other maVters , with advise from him as to the handling, etc . Mr. Thomp- son was absent from this meeting due to a broken foot.
