MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH
TOWN COUNCIL HELD AT THE TOWN HALL ON THURSDAY , SEPTEMBER
18TH, 1947 AT 8 P.M.

Mr. Bull presented for the Public Works Committee
the tentative proposal for the purchase of the Water
system outside the Hotel Reservation grounds from
Mr. Gerry Adams. The matter was discussed at length,
and upon motion of Mr. Bull , seconded by Mr. Minchew.
the following Resolution was passed:

BE IT RESOLVED BY ThE MAYOR AND TOWN COUNCIL OF THE TOWN
OF ATLANTIC BEACH, FLORIDA:
That Frank Thompson, as Town Attorney, be and he is
hereby, authorized and directed to make and sign such stipu-
lations as such Attorney and to agree on behalf of the Town
to such orders and decrees as he may deem proper to obtain
the substitution of said Town as the party plaintiff in that
certain suit pending in the Circuit Court of Duval County,
Florida, in Chancery Wherein Atlantic Beach Holding Company,
a corporation, is plaintiff and2-iv
• and others are defendants (the
nature of said suit being a suit for a declaratory decree
as to the rights of the parties in and to the public streets
of said Town for the purpose of maintaining a water distri-
bution system) ; and thereafter to consent on behalf of said
Town to a final decree adjudicating all issues made in said
suit adversely to said Town, if and when an agreement for
the purchase of the existing water system and all rights
in the streets connected therewith from E. G. Adams has been
approved by the Council and executed and delivered by said
Adams to the duly authorized representative of the Town.

The I reliminary Tax Roll for the Year 1947 was presented to
the Council. Upon motion of Mr . Bull , seconded by Mr. Merritt
the following Resolution was adopted:
RESOLUTION APPROVING THE PRELIMINARY TAX ASSESSMENT ROLL
FOR THE YEAR 1947:
WHEREAS , The Town Tax Assessor has completed the Preliminary
Tax Assessment Roll of the Town of Atlantic Beach, Florida
for the year 1947 , and has subipitted the same to the Town
Council , and
WHEREAS, It appears that all property, real and personal,
in the Town of Atlantic Beach, subject to taxation hast
been assessed on said Tax assessment Toll, and the Tax
Assessment Roll is in due form,
NOW THEREFORE BE IT RESOLVED BY THF; TOWN COUNCIL of the Town
of Atlantic Beach, Florida, that the said Preliminary Tax
Assessment Roll , be , and the same is , hereby approved.
BE IT FURTHER RI SOLVED That the Town Clerk shall post at
the Town Hall and at two other public places in the Town
and shall also cause to b published daily for four conse-
cutive days in a newspaper published in the City of Jack-
, sonville, Duval County, Florida, notice that said Tax As-
sessment Roll has been submitted to the Town Council and
approved, and also requiring all persons desiring to have
corrections thereof made , whether in listing, valuation of
property or otherwise , to file with the Town Tax Assessor
on or before the 10th day of October, 1947 at 8 P.M. their
petition to the Town Council setting forth their objection
to said assessment roll and the correction they desire made,
and that also on the 10th day of October , 1947 at $ P.M.
the Town Council shall meet at the Town Hall for the putpose
of equalizing t.dat said assessments and making proper correction
therein.
Upon motion of Mr. Minchew, seconded by Mr. Bull the Town
Clerk was instructed to post and have published the following
notice :
NOTICE OF COMPLETION OF TAX ASSESSMENT ROLL OF THE TOWN OF
ATLANTIC BEACH, FLORIDA FOR THE YEAR 1947:
" TO WHOM IT MAY CONCERN: You are hereby notified that the 410
Preliminary Tax Assessment Roll for the Town of Atlantic Beach,
Florida, for the year 19!,7, has been completed and submitted
to and approved by the Town, Cbuncil. All persons desiring to
have corrections made thereof, whether in listing, valuation
of property or otherwise , are required on or before the 10th
day of October, A.D. 1947 at $ P.M. to file with the Town Tax
Assessor of the Town of Atlantic Beach their objections to the
said assessments and corrections they-desire made.
The Town Council will meet at the Town Hall in the Town of
Atlantic Beach, Florida on the 10th day of October, 1947 at
$ P.M. for the purpose of equalizing said assessments and
making proper correction therein. All persons who will file
petitions aforesaid will be given the opportunity to be
heard at said meeting.

Upon motion of Mr. Bull, seconded by Mr. Minchew an Ordinance
" To Approve and Adopt the Tax Assessment Roll for the year

1947, and to Determine and Fix the rate of Taxation and make
the annual tax levy of the year 1947." was passed on first
reading. Upon motion of Mr. Bull, seconded by Mr. Merritt
it was passed on second reading. Tentative mileage was
discussed and a probable mileage of 12 & 1 seemed likely .
The Town Supervisor was instructed to prepare a final budget
to be ready for the equalization meeting on Oct. 10th , 1947.
Uplin motion of Mr. Merritt the meeting adjourned from day to
day.
