10-02-47 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TON COUNCIL
HELD AT THE TOWN HALL ON THURSDAY OCTOBER 2nd, 1947 AT $ P.M.
A full attendance of the Town Council was present at $ P.M. October
2nd'," 1947 , the Council having been adjourned from day to day from the
regular meeting, there being a quorum present , further business was con-
sidered.
The Mayor and Town Supervisor were present and the Council had as
its guests several ocean front citizens and Mr. Robert Angas, prominent
Engineer, and considerable discussion was had in reference to recent damage
to the seawall.
The Town Supervisor stressed the need for immediate action of some
sort , if any can be taken, to safeguard against further deterioration of
the damaged portion of the seawall.
Mr. Bull explained that a meeting had been held with Mr. Alex Brest
and other members of the firm of Duval Contracting and Engineering Co.
that Mr. Brest had agreed to undertake any emergency work that may be
determined upon by the Engineers.
After full discussion upon motion by Mr. Minchew, seconded by Mr. Bu:
the following resolution was adopted by unanimous vote :
"WHEREAS , beginning on September 25 , 1947 a strong northeast
wind causing high seas and strong currents raged for several
days , resulting in serious damage to the seawall, and
WHEREAS , by virtue of this misfortune there now exists a
serious emergency endangering the property in the Town which
would reflect in a depreciation of property values in the
whole of the Town, and
WHEREAS, because of this emergency, it is not possible to set
up and put in motion a reconstruction program without jeopardiz-
ing the chances of saving the seawall from further damage , and
WHEREAS , Mr. Alex Brest on behalf of the Duval Engineering and
Contracting Company, has agreed to undertake such emergency work
as may be determined necessary and possible by the Town's Engi-
'neers on a cost plus 10% basis ,
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF
THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, that ,
It is hereby declared that a state of emergency exists at the
seawall in said Town and that immediate steps must be taken to
prevent further erosion thereby endangering the properties of
the Town and the private owners, and
Because of this situation do hereby employ the firm of Duval
Engineering and Contracting Company to undertake such work on
critical parts of the seawall as may be declared necessary and
proper by the Town's Engineers."
Upon motion of Mr. Bull, seconded by Mr. Merritt , Mr. Robert Angas
was employed as the Town's Engineer on the seawall disaster project
on regular scheduled engineering fees.
Mr. Rosborough reported the results of a meeting with F.W.A.
Authorities and that through this agency certain materials and equip-
ment are available for free distribution by War Assets.
Mr. Bull is to see PIr. Thompson, Town Attorney, in reference
to securing easements right-of-ways , etc . to facilitate the work.
The meeting adjourned from day to day.
