10-08-47 v ADJOURNED MEETING OF THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA ON WEDNESDAY MORNING, OCTOBER 8th , 1947 Present: Beale Travis Harcourt Bull , Jr. . N.A. Minchew, Counc ilr:en and Frank Thompson, Town Attorney C.R. Frazier, Town Supervisor It was agreed that before work, except in critical points , could be continued, it would be necessary to have easments signed by property owners and arrangements were made to have property owners sign, or the work would be discontinued. Upon motion of. Mr. Minchew, seconded by Ir. Bull the follow- ing iLesolution was adopted: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That , the firm of Smith and Gillespie he employed as Town Engineers for Seawall purposes , at the present minimum engineering rate . Due to the illness of Councilman Merritt , the meeting was ad j ourhod to his Home , from tho Town moll . Present : Beale Travis, N. A. hinchew, Harcourt Bull, Jr. W. D. ih:erritt , W. E. Williams , Councilmen and G. L. Rosborough, Mayor Frank Thompson, Town Attorney C . R. Frazier, Town Supervisor, Adele S . Grage , Town Clerk . Council action of Wednesday morning was reviewed for Nr. Merritt 's information relative to the easements. Mr. Bull reported that the Title and Trust Company are making up a list of current owners of ocean front property without charge . Mr. Curtis has finished the audit report and same is on hand. There was much discussion on the budget . Mr. Bull' s motion to have a new heading called "Public Utilities" which would include all sewerage and waterworks accounts was withdrawn for lack of a second. It was tentatively decided that the millage for 1947 tax roll would be 15 and 1. The matter of a utility tax was also discussed. It was decided that thenapplications were made by individuals for protective temporary walls , etc. on their property, that permits would be issued, but they would be asked to see the Engineers before doing the work , and that no rip-rap be put in front of walls .
