10-10-47 v MINUTES OF THE MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD
ON FRIDAY OCTOBER 10th , 1947 at $ P.M.

N. A. Iulinchew,
W. E. Williams , Jr.
Harcourt Bull, Jr. Councilmen and
C . R. Frazier, Town Supervisor,
Adele S . Grage , Town Clerk.
The meeting wascalled to order by the President , Mr. Travis ,and
went immediately into session as an Equalization Board to receive
and hear all complaints regarding the preliminary tax rolls of
1947 .
Mr. Hinchew presented the request of Mr. J. A. Reid that his
property assessment be reduced. Mr. l•iinchew advised that he had
investigated this request and felt that it was justifiable .
There was much discussion .on this and upon motion of Mr . Bull,
seconded by Mr. Williams , the work sheet as prepared by the
Tax Assessor was reduced to show the value of the garage as
$500.00. The house' valuation to remain the same , making the
total yaluation on this property of 0,340 .00.340 .00. I � '�'`'

The Thbudgetwasconsidered and upon motion of Mr.Williams,
seconded by Mr. Bull ,tkx a new heading was included in the
budget to be known as "Public Utilities" . The vote was Messrs.
Williams , Bull and Travis "yes" - T'Iinchew "passing" . Afte ' fur-
ther discussion. and upon motion of Mr. l4inchew, seconded by
Mr. Williar. s, the following budget for the fiscal year 1947-48
was approved and adopted: •

notice of Public Hearing on 1947 Tax Poll .

Upon motion of Mr. Bull , seconded by Mr. T':inchew, an Ordinance No.101
entitled "An Ordinance to approve and adopt the tax assessment
roll for the year 1947, and to deter)rine and 'fix the rate of
taxation and make the annual tax levy of the year 1947" was
passed on Third and Final Reading. The millage was set at
15 mills for general purposes and 1 mill for Town Share Seawall
construction.
Mr. Bull reported on the encouraging meeting which ws had with
the R.F.C.
Upon motion of Mr. Bull, seconded by N:r. Minchew, it was decided
that a resolution would be sent to the Navy, Coast Guard, The
City of Jacksonville and all others who helped us in the emergency
and that acopy would be sent to the press.
