10-17-47 v Minutes of the AdjoJrned meeting of the Atlantic Heach Town
Council held at the Town Hall on Friday night, October 17,
1947 at 8 P. .

There was a .,,reit deal of discussion as to the possibility
of levying additional millage due to our storm indebtedness .
The TOwn Attorney will look up the matter and determine whether
or not a special tax could be levied after November 1st.
The matter of 10% Utilities tax was discussed.
'r . Frazier reported that a representative from the RFC
would be at the each Saturday morning, and would look over
the seawall and discuss temporary loans, etc .
::r. Gillespie of Smith & Gillespie presented a few thoughts
on the Seawall . He agreed that when you spend money you want
to c:et results cDmmensurate with the amo 'nt spent. He showed
a profile of the movement of the beach sand on the seawall
over a period of years. He also had a cross section drawing
of their proposed seawall .
^rdinance 102 covering the purchase of the Water works
was offered for third and final reading, and was read by
the Clerk. Vote on same was continued to Saturday morning,
October 1,8th.
Upon motion of Yr . Merritt the meeting was continued until
Saturday morning, October 18th, 1947 at 8 A.M.

The meeting of the Town Council ccantinued from .Frid7night,
October 17th with all members of the Council present .
Mr. Bull moved the adoption of ordinance #102 covering the
purchase of the "aterworks, the motbon was seconded by Mr.
Merritt and carried. The call vote was Minchew "aye ",
Merritt "aye ", Williams "aye", Hull "aye" arl Travis "aye" .
Upon motion of Mr. Bull, seconded by Mr. Williams a Resolu-
tion was passed that the Twn will use due dilligence to
collect outs tanding water bills due as of Dec . 31, 1947,
and that the Town Attorney be auth'prized to meet with
Adams attorney and •tvpovide adequate language for insertion
in the contract.

The purpose of the meeting was for further discussing finances
particularly in reference to the disaster indebtedness. Mr.George
Bull and Mr. Fred Lawrence , together with the Town Supervisor, were
asked to compile figures showing a breakdown of various costs and
particularly in reference to materiels used to benefit the var' ous
ocean front property. The purpose of this compilation is to furnish
facts and figures upon which to base an abutting •property assessment
to cover benefits accruing to the various properties on i-he ocean
front.
The Mayor edvised that Mr. S. S. Jacobs would like 'to try to straighten
the wall in front of the block in which his property Is located. Tile
4111 Mayor was informed that if Mi'. Jacobs would submit a written proposal
to the Town showing something of the nature of the work he intends to
do that no opposition to the work would be forthcoming .
On motion of lir. Bull , seconded by Mr.Minchew, an Ordinance entitled
"AN. ORDINANCE LEVYING AND IMPOSING A TAX ON PURCHASES CF ELECTRICITY
AN'' GAS IN ATLANTIC BEACH AND PROVIIDING A METHOD OF COLLECTTON THEREOF"
was passed on first reading. Upon motion of Mr. Bull , seconded by
Mr. Merritt , the Ordinance was passed by title only on second readin-.
A roll call vote was recorded on each r1 ssagc , which was as follows :
"For" - Mr. Minchew, Mr. Bull, Mr . Merritt , Mr. Travis. Mr. Travis
advised that Mr. Nilliams, who was absent , had asked that the records
show that if he were present , he would vote for the m slags. of this
Ordinance. The Town Attorney was requested to confer with the City
Auditor before finally completing the Ordinance o determine -'-he man-
ner in which the City of Jacksonville would handle i-he collection of
the Utilities Tax.
