11-10-47 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, NOVEMBER 10TH, 1947 1\iL AT $. P .M.- - Beale Travis - - N.A. Minchew . Harcourt Bull , Jr. , Councilmen and Frank Thompson, Town Attorney C .R. Frazier, Town Supervisor . Adele S . Grage , Town Clerk The Council was called to_ order by the President , Mr. Travis , and first considered the Public Hearing on the Re-Zoning of 4th St . Mr. Frazier outlined the proposed change , advising that Dr. & Mrs. Harvey had requested tiit their lots on 4th St . be re-zoned to two-family residence , and that . the majority of property owners on 4th St . and certain lots on East Coast Drive and Sherry Drive were in favor of re-zoning all this particular area to two-family. Jue to Jr. Harvey's being out of the city , he was represented by Rex Thames. There was a discussion of this matter, and since no objections were presented , it was moved by Mr. Bull , seconded by mr. Minchew that an Ordinance to Amend the present Zoning Map with respect to the area involved be passed on first reading. Upon motion of lr. Bull , seconded by i.r. Minchew it was passed on second reading. The i-.oll Call vote on both motions was Bull , Minchew, Travis "aye" , Merritt and Williams "absent" . Mr. & Mrs . J.M. Ulark presented their appeal to comvert their house into a two-family house. They advised that the place is in such terrible need of improvement and repairs , but that they would have to have some income out of it , in order to take care of the expense incurred. It was also brought out that their property adjoins the two-family area. They have talked to some of the neighbors and those contacted were in favor of their making the change. He was advised to present necessary petition to the - Town Supervisor who will advertise for a public hearing to be held on November 24th , 1947 at $ P .M. if he gets his petition in time . ix. Bull moved that the Public Hearing be held. as stated, seconded by hr. ,_inchew and carried. Upon motion of Mr. Bull, seconded by mr. i,inchew an urdiaance covering the Re-zoning of Mr. Clark's Lot 4, Block 30 was passed on 1st reading. Upon motion of Mr. Bull, seconded by 1_r. Minchew it was passed on second reading. The Roll Call vote was Bull, Minchew, Travis "aye" , Merritt and Williar ,s "absent" . Upon motion of hr. Bull , seconded by i,.inchew the reading of all minutes of previous meetings were waived until the next meet- ing. Upon motion of Mr. Bull , seconded by Mir. Minchew the Treasurers Report was approved as read. The balances were as follows : General Fund 42525 .$7 Seawall Fund 761.$0 Groin Acct . 139.40 The 'Town Clerk advised that the $ 1000. note due at the bank had been paid on November 4, 1947 . Upon motion of Mr. Bull, seconded by 1.r. Linchew the following Resolution was adopted: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH , FLORIDA: that The Town Clerk be instructed to cancel and destroyinterest coupon ##2$ from the Seawall Bonds Serial fs 120/135 and 137/150 inc . , which were redeemed on uctober 31 , 1947. The question of keeping the electric water cooler which was_ delivered by the Beach Elec. Appliance Co, during the time of the storm emergency, but which was never connected was presented to Council by the Town Supervisor. The cost of the cooler is $195.44. Upon motion of Mr. Bull, seconded by mr. Minchew it was decided after discussing the matter, to return same. ippon motion of 1.r. Bull. seconded by Tr-ir. i inchew, mr. Travis was designated as a committee of one to handle the letter giving inf orrati on on needs and requests to Gen. Fleming. Upon motion of Mr. Minchew the meeting adjourned.
