12-11-47 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUbuIL HELD AT THE TOWN HALL ON THURSDAY, DECEMBER 11, 1947 AT 8 P.M. Present: ,r Beale Travis N.A. Minchcw W.D. Merritt W. E. Williams , Jr. • Harcourt Bull, Jr. , Councilman and G.L. Rosburough, Mayor Frank Thompson, Town Attorney C.F . Frazier, Town Supervisor Adele S. Gregg, Town Clerk The meeting gra; called to order by the President, Mr. Travis, who calledfor the reading of all ur_opproved past minutes. Upon motion of Mr. Williams , seconded by Mr. Bull , the minutes of the regular meeting of October lath wore approved. Upon motion of Mr. Williams, seconded by Mr. Merritt the mthutcc of adjourned meeting of October 14th were approved. Up6n motion of Mr. Merritt, seconded by Mr. Williams, the minutes of the adjourned meeting of October 15th were approved. Upon motion of Mr. Minchew, seconded by Mr. Bull minutes of the adjourned meetings of October 17th and 18th, 1947 were approved. Upon motion of lir. Minchew, seconded by Mr. Merritt the minutes of the adjour ed meeting cf October 20th were approved. Upon motion of Mr. Bull, seconded by Mr. Williams, the minutes of tke adjourned meeting of October 28th were approved. Upon motion of Mr. Minchcw, seconded by Mr. Williams the minutes of the regular meeting of November 10, 1947 were approved. Mr. Rosborough reported on the meeting with the City Commission relative to the increase in electric rates and advised that the Commission had referred the matter to the City Attorney and would be governed by his de.ci:ion. It was agreod that Mr. Madiwon , Jacksonville City Attorney and Mr. Thompson , our Attorney would meet and see if anything could be worked out. Messrs. f' Fosboraugh , Thompson, Merritt and Travis attended the Commission meeting. There was open discussion on this matter. It was decided that the Council did not have the authority to buy the Christmas Seals of the Tuberculosis Associai:ioh, so the $5. to cover was contributed by members and the Mayor. Mr. Frazier is to see if some arrangement can be worked out with Company' s allowing 2% 10 day terms, if we pay the bills by the 15th of the month. Mr. Frazier reported on work he has done on Seawell Emergency Assessments , and suggested that an Ordinance creating a Board of Appraisors be passed on 1st and 2nd reading. Upon motion of Mr. Minchew, seconded by Mr. Williams such Ordinance vas passed on 1st reading. Upon motion of Mr. Minchew , seconded by r'r. Williams, it was passed on 2nd reading. Mr . Frazier asked for instructions :-;s to the dis;�oca1 of surplus inventory. Mr. George Bull has contacted i-he chri stopher Company and believes that he con work out some kind of a cor_sign- 10- vent arrangement on the cable . - Mr. Mr. N ie� , s M . Upon motion of Minchew , seconded by ill n: , r Frazier was authorized to disp-;se of inventory materiels at ti-he butt nrice . He is to advertise for bids on the bags and dispose of the cable end other inventory materiels as soon as possib-_e . Mr . Frazier reported that we have received a 12' grader from NAA. There was considerable discussion as to the hiring of an additional man to assist Mr. Frazier. It was brought out that we need some one who can do mechan3bal work as well as an all-round good man for miscellaneous work. It was decided to leave the matter to Mr. Frazier to look around end then meet with the Mayor and Mr . Merritt to make his final decision. W. Frazier advised that the water Pipe from George Bull would be $.80 per foot. There vv. s. a di sous::' on relative to rur of ng a 4" line on Fourth St. and upon motion of. Mr. Bull, seconded by Mr . Williams, it was decided to run the 4" line down Fourth St. v' from the 6" line to Sherry Drive and South on Sherry Drive to Third Street, and also to install a fire plug at Sherry Drive for the School . Mr. Frank Thompson advised that the water works contract sub- mitted by Fussell & Axon contains two provisions . We arc ' nterested only in Section 2 which covers enri neer' ng foes on aeration, wells , plant,etc. which arc needed. As to Section 1, which covers making a study for appraisal of the Present system for purchase from Mr. Adams, etc. he advised that this part was not needed. Mr. Thompson advised that we want to keep separate the water project and the sewerage project . In his opinion, the contract needs re-writing just to take care of water works part for engineering work , plans and supervision. . There was con,tde 'able discussion and Mr. Frazier was asked to contact Smith & Gillespie and reauost them to give us a proposal on water works plans. It was suggest that Mr. Fraiier and Mr. Merritt talk together with Smith & Gillespie relative to what plans we want snid need. The matter of streets was under discussion and it was decided that we do not want to build streets until the sewerage is laid , 17•,wevel, however, there are some streets that are in need of and._ Must be repaired. Mr. Harcourt Bull asked per.mi ss 'on to talk with Mr. Kestner about securing easements for the sewerage main line end to also talk about acreage for a disposal plant and was advised to proceed. Mr. Minchew advised that the City of Jacksonville Beach has a low-drain radio set that when rcpairod they will let us use for 30 days. There was a discussion of thin, and Mr. Leroy Johnson was asked to see if. one can be secured from City of Jacksonville.
