06-04-46 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL, TUESDAY, JUNE 4th, 1946, $ P.M. PRESENT : James A. Cranford, President E. L. Chiasson Beale Travis E. L. Jones , Councilmen and G. L. Robborough, Mayor Frank Thompson, Attorney C . R. Frazier, Town Supervisor . Adele S . Grage , Town Clerk The meeting was called to order by the President , James A. Cranford. , The minutes of the regular meeting of hay 7th, 1946 and the adjourned meeting of Nay 14th, 1946 were read and approved. - . There was a discussion of the Hotel Reservation Road , as to the money put in the County budget , and it was, brought out that this money must be used before September 30, 1946 or it will not be available. It will be necessary for a plea to be made to the .udget committee of the County Commission before 1, 1946, to be included in this year's budget . Nr. ran- ford is going to see the County Attorney and see what can be worked out. It was reported that Mr. Richheimer is preparing studies and estimates on Sherman Creek Drainage in line with our letter to him. The Council unanimously accepted Mr. Alvin Register's offer to make an appraisal for $500.00. Mr. Rosbonough advised that- Mr. Register would be down in July and that Ir. Register was writing us a letter relative to time of appraisal, etc . There was no report as to the effect the new Neptune Fire Engine might have on our Insuranse rates , etc . .Mr. Travis reported that he had talked to Neptune Beach about a joint Life Saver and they would like to have one , but did not have money, however, they were going to see what they could do. Upon motion of Beale Travis , seconded by E. L. Jones , Council authorized employment of Life Saver at 05 .00 per week for week days providing Neptune Beach passes for same amount , services to start as soon as possible and go thru Septerrber 13 , 1946. Mr. Travis will get with Dr. Winn and they will see the Commander at Mayport Base about off shore patrol. The Town Supervisor had suggested that perhaps such a patrol could be secured which would be very helpful and effective in rescues. Upon motion of Beale Travis , seconded by E. L. Chiasson an Ordinance amending Ordinance #24 - Creating Bathing Zones on Beach setting the hours9 A.M. to 7 P.M. for roping off the beach on Sundays- was passed on 3rd and Final reading. Nr. Joe Robbins presented to Council a quit claim deed to the southerly 10 ft . of his Lot 10, Block 4, with a request that the palms and plantings that are on this strip not be moved. The Council advised that they could not give him an unconditional promise that they would never be moved, but assured him of their co-oper- ation and that the plantings would not be disturbed unless absolutely necessary. Upon motion of E. L. Jones and seconded by Beale Travis the deed was accepted. Mr. Jones reported that he had investigated the Recreat- ional Program for the summer months , and found same satisfactory to all concerned. Therefore , upon motion of E. L. Jones , seconded by Beale Travis $50 a month for Recreational Director for 4 months was approved. Upon motion of E. L. Jones , seconded by E. L. Chiasson an Ordinance - Amending Ordinance #$4 Board of Appraisors by adding the Plaza,- was passed on 3rd and final reading. Motion was made by E. L. Chiasson seconded by Beale Travis that the Treasurer's Report be approved-subject to his signature. This report showed balances as follows : General Fund 7,$61.$3 ,Seawall 5 , 302.$5. BE IT RESOLVED BY THE MAYOR 'AND TOWN COUNCIL OF THE TOWN / OF ATLANTIC BEACH, FLORIDA: That theale and use of fireworks within the corporate limitstTown of Atlantic Beach, be prohibited. *The question of fireworks , as to sale and use in the j Town, was discussedat length. Upon motion of Beale Travis seconded by E. L. Chiasson the following Resolution was adopt An Ordinance prohibiting traffic at the intersection of Ocean Blvd. and Atlantic Blvd. , and Third St .and Atlantic Blvd. except as directed by automatic signals at street intersection while same are in operation and providing penalty for violation thereof, was discussed. Upon motion of Beale Travis seconded by E. L. Chiasson it was passed on first reading. Upon motion of Beale Travis , seconded by E. L. Jones it was passed on second reading. IIP Upon motion of E. L. Chiasson , seconded by Beale Travis the following Resolution cancelling Warrant #6496 to P•rs. 0. P. Likins and instructing the Town Clerk to issue a duplicate was passed. BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA: That Warrant #6496 made payable to Mrs . 0. P . Likins be cancelled as same was misplaced byLrs . Likins , and That a duplicate Warrant be issued. Upon motion of Beale Travis , seconded by E. L. Chiasson the Town Supervisor wzs instructed to authorize Mr. Durden to place post markers on Saltair Blvd. as indicated in his letter of April 2 , 1946 not to exceed $250.00 additional of $1500.00 for entire job' as outlined in letter: An Ordinance covering a tie-in with Neptune Beach Sewerage System was passed on 3rd and final reading upon motion of Beale Travis , seconded by E. L. Chiasson. A tap fee of $30.00 for each separate business or housing unit ; and a Service Charge of not more than $10.00-exact amount thereof to be set from time to time by Resolution of Council, are to be inserted in Ordinance.
