07-02-46 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL, TUESDAY, JULY 2nd, 1946, $ P.M. PRESENT : James , A. . Cranford, President E. , L. Grage , ,Town Clerk The meeti1g,was called to order by the President , James _A. -Cranford. The minutes of the regular meeting of June 4th and special meetincr of June 15th were read and approved. The dedication papers for the Hotel Reservation Road should be ready within the next week or so. Just as soon as received Mr. Frazier will contact Mr. Jacobs in order that the Board of Appraisors may meet and make a report as soon as possible. Money from the County must be used by September 30th, 1946 . Nothing has ,been heard from the Town of Neptune Beach relative to hiring a Life Saver for week days . It was decided that it is too late in the season to do anything further about this matter. Travis advised that the Captain at Mayport base has not returned therefore he could not see him relative to off-shore patrol. It was decided not to do anything further about this service this year. lir. Travis reported that the Inspector and Engineer for Fire Underwriters are to come down and see about putting the Town of Neptune Beach on better fire rate due to the Fire Engine. If this is done , the rate in Atlantic Beach will benefitted also. An Ordinance regulating the movement of vehicular traffic into the Intersection Area of Streets or Roads within the Town was passed on 3rd and final reading upon motion of E. L. Chiasson, seconded by Beale Travis. Fine not to exc3ed ° 50.00 is to be inserted in ordinance. R. E. Herrington, who lives at 312 East Coast Drive , appeared before the Council re : speeding on East Coast Drive. Council assured him a special effort would be made to stop this speeding. The Treasurer's Report was read and approved-subject to his signature , upon motion of E. L. Jones , seconded by Beale Travis. ' This report showed balances as follows : General Fund 5 ,421.7$, Seawall 7 ,331.76. Upon motion of E. L. Chiasson a Resolution was passed as follows : BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA: That the Town Clerk be authorized to pay B. B. McCormick & Son's $442.00 less credit memo_ in amount of $69.$0, or net $372.20 as soon as payment is made to the Town by Mr. Ramos. Upon motion of E. L. Jones seconded by E. L. Chiasson An Ordinance Regulating Sales of Intoxicant Beverages in the Nwn of Atlantic Beach and prescribe penalties thereof was passed on first reading. Upon motion of Beale Travis seconded by E. L. Chiasson it was passed on second read .ng. On recommendation of the Council this Ordinance was referred to the Laws and Rules Com- mittee to hold a special hearing. Upon motion of Beale Travis seconded by E. L. Jone4 , Tuesday, July 16th, 1946 , 7:30 at the Town Hall was set as time and place for the hearing. The Town Clerk was instructed to post notices of this hearing at the Town Hall and also send copies to the dealers. Upon motion of E. L. Chiasson, seconded by Beale Travis August 2nd at 5 P.M. was set as final date for Candi- dates to qualify for August 13th election. Upon motion of E. L. Chiasson seconded by E. L. Jones the following Resolution was passed: BE IT RESOLVED BY THE TO'IN COUNCIL OF THE TOWN OF . ATLNTIC BEACH, FLORIDA: That .Warrant #6551 made payable to Mrs. 0. F . Likins be cancelled as same was misplaced and that a duplicate Warrant be issued. • The Town Supervisor's report was sent out in advance of the meeting and it was con-census of opinion, that fine work was being done as shown in report . The Town Super- visor's recommendation that a new dump truck be bought was passed for action by new Council. a. F. Williams requested Council to grant him permission to open ,a Beauty Shop on the side porch of his house on south ,side of 6th St. _and Ocean _Front . Since this is in single _family Residence "A" as covered by Zoning Ordinance, it is the opinion ,of the Attorney and Council that it cannot be done as _the Zoning Ordinance definitely • excludes .Commercial enterprises in this Zone-and it would take an amendment voted on by the people to change it. E. L. Chias6on brought to the attention of Council the condition of street-ends and steps . C. R. Frazier advised that he would get the steps fixed as soon as he could find nails as he has the other materials needed. The Council instructed Mr. Frazier to proceed with the necessary repairs using whatever method necessary to secure the labor and material. Mr. Richheimer presented Project Report on Sherman Creek Drainage , and there was a lengthy, informal dis- cussion on same. Mr. Richheimer went over the maps and papers in detail and the Councilmen took copies to study for further action. The Town Clerk was instructed to pay $450.00 which has previously been authorized.
