10-14-46 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL AT $:30 P.M. MONDAY, OCTOBER 14TH, 1946. AIL PRESENT: Beale Travis, President N.A. Minchew Will D. Merritt Harcourt Bull, Jr. W.L. Williams, Jr. , Councilmen and G.L. Rosborough, Mayor Frank Thompson, Attorney C .R. Frazier, Town Supervisor Adele 3 . Grage, Tpwn Clerk • The meeting was called to order by the President , Beale Travis. Minutes of the regular meeting of September 3rd, 1946 were read and upon motion of N.A. Minchew, seconded by W.E. Williams, Jr. were approved. ° Minutes of the adjourned meeting of September 24, 1946 were read and upon motion of N.A. Minchew, seconded by V.D. Merritt were approved. - Minutes of the adjourned meeting of October $, 1946 were read and upon motion of Mr . William , seconded by Mr. Minchew were a pproved. Mr. Minchew presented Mr. Jarboe of the Neptune Beach Vol- unteer Fire Dept . to talk over with the Council the matter of assistance in the purchase of the new fire equipment . It was the concensus of opinion that we want to do something, but the question arises as to what we can legally do so far as town funds are concerned. Mr. Bull repeated his former suggestion that it be known as Neptune-Atlantic or Atlantic- Neptune Volunteer fire Dept. , but Mr. Jarboe advised that Mr. Glickstein had been informed that it could not be , as . a joint name would affect their insurance rate. Mr. Frazier suggested that the fire dept . incorporate and each town take shares in the copporation, details to be worked out by authorized persons from each town's officials . The matter wa : referred back to the Pmblic Safety Committee with the suggestion that they meet with similar committee from Neptune Beach Council and the two Town attorneys and work out some arrangement whereby we can legally help out . It was also suggested that one member from each(council be sent to Atlanta for a conference with the SEhU. The public Works Committee are to bring back definite recommen- dations. Mr. Jarboe was requested to furnish us with Neptune Beach' s Ordinance covering Fire Regulations and when received will be referred to the Laws and Rules Committee for study. On the Hotel Reservation Road, Mr. Bull advised that he talked to Mr. Jordon in MMir. Sollee 's office and explained to him about the survey and map which we want . In the mean- time he saw Iir. Belote who advised him that he would arrange for and authorize the work on a detail survey of this road , and he understands that the work was authorized, but to date has not been received. The letter was -written to Fir. Emory Price regarding Engin- eering fees on the Sewerage , but there has not been time enough for an answer. i Page 2 - Oct . 14, 1946 meeting Q.0# On Drainage , Mr. Bull reported that Mr. Richheimer has corrected the report and returned, and although there are still some minor errors still in it , they do not affect the report . Mr. Bull and some of the officials have flown over the area, and also covered same in a canoe. However , they do not as yet have the answer as to the best solution, as to other possibilities and routes. The Committee is still working on it . Mr. Frazier is turning over to Mr. Regisyer the Russell and Axon figures on the Waterworks . The Finance and Taxation Committee recommends that the the Garbage Fees be raised. Upon motion of Mr. Merritt seconded by Mr. Bull, an Ordinance Amending Section 3, Paragraph "B" of Ordinance # 69 was passed on first read- ing. Upon motion of Mr. Merritt , seconded by Mr. Williams it was passed on second reading. The Finance and Taxation Committee recommended that no action be taken at this meeting on the Utilities Tax. On motion of Mr. Bull, seconded by Mr. Merritt action was deferred to the November meeting after the Tax Roll and Budget had been adopted. Upon motion of Mr. Minchew, seconded by Mr, Bull approval 41/ was given for the President and Town Clerk to sign the Survey Plat presented by Mr. Durden. Mr. Durden is to give Mr. Frazier price of changing the present markers - on Ocean Blvd. and Beach Ave. between 10th and 16th streets. Upon motion. of Mr. Williams, seconded by Mr. Minchew, the Lewis Sub-division map was referred to the Public Works Committee to make recommendations. Iyer. Frazier reported that we had received no answer from the City of Jacksonville relative to the lights on Saltair Blvd. It was requested that a letter be sent requesting an answer to our Resolution, giving us some information as to when to expect the installations of these lights. The Preliminary Roll for the year 1946 was presented to _ the Council. Upon motion of Mr. Bull, seconded by Mr. Merritt- the following Resolution was adopted: RESOLUTION APPROVING THE PRELIMINARY TAX ASSESSP; ;NT ROLL FOR THE YEAR 1946: WHEREAS , The Town Tax Assessor has completed the Preliminary Tax Assessment Roll of the Town of Atlantic Beach , Florida for the year 1946 , and has submitted the same to the Town Council, and WHEREAS, It appears that all property, real and personal, in the Town of Atlantic Beach , subject to taxation has been assessed on said Tax Assessment Roll, and the Tax _ Assessment Roll is in due form, THEREFORE BE IT RESOLVED BY THE TOWN r'COUNCIL of the Town of Atlantic Beach , Florida, that the said Preliminary Tax Assessment Roll , be, and the same is, hereby approved. BE IT FURTHER. RESOLVED Thp.t the Town Clerk shall post at the Town Hall and at two other public places in the Town and shall also cause to be published daily for four conse- cutive days in a newspaper published in the City of Jack- sonville , Duval County, Florida, notice that said Tax as- sessment Roll has been submitted to the Town Council and approved, and also requiring all persons desiring to have corrections thereof made , whether in listing, valuation of property or otherwise , to file with the Town Tax Assessor on or before the 28th day of October, 1946 at 8 P.M. their Page 3 - Oct. 14th, 1946 meeting petition to the Town Council setting forth their objection to said assessment roll and the correction they desire made , and also that on the 28th day of October, 1946 at 8 P.M. the Town Council will meet at the Town Hall for the purpose of equalizing said assessments and making proper correction therein. Upon motion of Mr. Bull , seconded by i'Ir. Merritt , the Town Clerk was instructed to post and have published the follow- ing notice : _ NOTICE OF COIv 'LETION OF TAX ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH, FLORIDA FOR THE YEAR 1946: " TO WHOM IT MAY CONCERN: You are hereby notified that the Preliminary Tax Assessment Roll for the Town of Atlantic Beach, Florida, for the year 1946 , has been completed and submitted to and approved by the Town Council. All persons desiring to have corrections made thereof , whether in listing, valuation of property or otherwise , are required on or before the 28th day of October A.D. 1946 at 8 P.M. to file with the Town Tax Assessor of the Town of Atlantic Beach their ob- jections to the said assessments and correction they desire made. The Town Council will meet at the Town Hall in the Town of Atlant6c Beachn, Florida on the 28th day of October, 1946 at 8 ,P.M. for the purpose of equalizing said assessments and making proper correction therein. Upon motion of Mr. Bull, seconded by Mr. Iderritt an Ordinance " To Approve and Adopt the Tax Assessment Roll for the year 1946, and to determine and' fix the rate of taxation and ;Make the Annual Tax„ Levy of the year 1946." was passed on first reading. Upon motion of lir. Bull, seconded by Mr. Merritt it was passed on second reading. Tentative mileage was set as 10 mills for general purposes and 1 mill for Town's Share of Seawall. By unanimous consent the Tawn Supervisor was authorized to purchase the OCD equipment which we know have for 4;;100. There was some discussion as to the monies in the Seawall Fund , and it was suggested that if the Finance & Taxation Committee could not retire the Bonds at 103 to 1032 then the best thing to do would be to deposit the money in a Savings Account where it could draw interest . Upon mption of Mr., Bull , seconded by Mr. Williar:.s the Treasurer's Report,was approved. It wa3 brought to the attnetion of the Council that complaints were being received due to the children attending firs. Garret 's school being allowed to run over and trespass in other yards. By unanimous consent the Mayor was requested to write Mrs. Garrett about this matter and request her to fence in her grounds. Page 5 — Oct . 14, 1946 meeting Upon motion of N.A.
