10-28-46 v MINUTES OF THESPECIAL MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD ON OCTOBER 28TH, 1946 AT THE TOWN HALL AT 8 P.M. PRESENT: Beale Travis , President _ N.ALS Minchew Harcourt Bull , Jr. Will D. Merritt W.E. Williams , Jr. , Councilmen and G.L. Rosborou gh, Mayor Frank Thompson, Attorney C .R. Frazier, Town Supervisor Addle S. Grage , Town Clerk The meeting was called to order by the President , Mir. Beale Travis , and went immediately into session as an Equalization Board to receive and hear all complaints regarding the Preliminary Tax Roll for 1946. S .F. Williams appeared and advised that in his opinion the assessment against his property was too high. He gave information as to the poor condition of his property and the low rentals he is receiving. Mr. Geo. Bull went over various lots as follows with the Assessor and Board and the Tax Assessor recommended that changes be made as follows : Lot A- Saltair - assessment too high Lots 15 , 17, 19, Block 2 change to $300. Lots 10 and 12 , Block 4 change to $400. Lot E2 of 14 , Block 4 change to $200. Lot 19, Block 4 change to $350. Lot 9, Block 7 change to $600. Odd numbered Lots to and including 19, Block 7 - make $600. Even numbered Lots to and including 20, Block 8 - make 0600. Lot 30, Block 8, make $500. Lot 31, Block 9, make $400. Lot 10, Block 13 , make 4',300. Odd Lots 17 thru 31, Block 12 , make $250. OddnLbbB 33 thru 45 , Block 12 , make $200. Lots 6 and 8, Block 13 , make $350. Lots 8 & 10, Block 14, make $350. The next to appear before the Board was Mr. J .A. Reid , Who thinksthat the assessment against his Lot 5 , Block 27 is high and out of line with other assessments. Mr. Chas. Gaines brought to the attention of the Assessor and Board the manner in which Lots 5 and 6 , Block 15 are divided, and that the lot assessment should be changed, on these lots . A letter wa3 presented From the Texeco Company advising that they felt the assessment against their Lots 2 & 4, Block 1 was too high. The Tax Assessor then reviewed the lots on 9th street with recommendations as follows : Lots 13 thru 31, Block 11 make $300. Lots 14 thru 32 , Block 12 makg 000. Lots 33 thru 45 , Block 11 make 3250. Lots 34 thru 46 , Block 12 make $250. There being no further complaints the Council went into executive session . Upon motion of Harcourt Bull , 4r. seconded by Mr. Merritt the assessment on S .F. Williams Lots 5 & 6, block 20 was reduced by $1500. on improvements. The total assessment on this property will be $16,0$6. Upon motion of Mr. Minchew, secOnded by Mr. Williams , the assessments on improvements on Lot 5 , Block 27 was reduced by $500. The total assessment on this property will be $10, 340. Upon motion of Mr. Minchew seconded by Mr. Merritt , the assessment against Lot A, Saltair was reduced by $1000. The Total assessment on this property will be $3000. Upon motion of Mr. Minchew, seconded by Mr. Williams , Mr. Chas. Gaines lot assessment was reduced by $300. , and IMIr. 0.P. Woodcock's assessment was raised by $300. The real estate assessment on Mr. Gainesroperty will be $3450. and on Mr. Woodcock's will be $3$00. The Council insptucted the Town Clerk to acknowledge the letter from Texeco Company and advise them that full con- ` sideration had been given, and the facts reviewed and the Council finds the assessment is on an equal basis with other similar property. Upon motion of Mr. Bull seconded by Mr. Merritt an Urdinance entitled " To Approve and Adopt the Tax Assessment Roll for ,, the Year 1946 , and to Betermine and Fix the Rate of Taxation , c" and make the Annual Tax Levy of the year 1946"was passed on • third and final reading. The milleage was set at 10 mills for general purposes and 1 mill for the Town's share of Sea- inlc: wall construction.
