04-03-45 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC 37 CH TOWN COUNCIL HELD AT THE TOWN HALL, TUESDAY, 8 P.M. , APRIL 3rd, 1945. ?resent: James A. Cranford, President E.L. Chiasson Beale. Travis E.L. Jones Don E . Goodling, Councilmen and G.L. Fosborough, Mayor . , C .F . Frazier , Town Supervisor James A. Cranford President called the meeting i-o order. Upon motion of E.L. Jones, seconded by E.L. Uhiasson the minutes were approved as read Frith the addition to the Treasurer' s report of the Item of $6000. in bonds. Mr. Fos borough reported that there would be a conference at Mr. Gerry Adam's home following Council meeting, at which the Councilmen and Town officers were invited to discuss the Hotel 'Reservation Road matter. Mr. Rosburough and Mr. Jones appeared before the Council at Jacksonville Beech with reference to the iaati:er of the unified p1uygruund instructor for the summer months , and the Jac;tsonville Beach Council agreed to give $100. per month for the three summer month' s to-wards the salary if Neptune and r.tlantie Beach would give $50. a month each. Upon motion of L.L. Chiasson , seconded by E.L. Jones the Council' .-approbed $50. per month for the three summer months. Mr. Frazier reported that the new truck had been ordered, and would be delivered within a few days. He also reported that a body has been built and is ready . Mr. Travis reported that the tiros for the police car have been bought and mounted and the old tires sold. The net cost to the city was $3C. E .L. Chiasson recommended that we install reasonable wooden steps for the time being, not paying over $35 to if possible. Upon motion of E.L. Jones, necor_d©d by Don E. Goodling this recommendation was approved. The mater was referred to E.L. Chiasson and C .R. Frazier fur handling. Mr. C .R. Frazier reported that after cInsulting members of t e Council that the B.B. McCormick R, Sons was instructed to muck the street ends. Their price to the City was $2 per cubic yard, and it took approximately 215 cubic yards. Upoe motion of E .L. Jones , seconded by Don Goodling thin action was approved. Mr. Frazier reported that signs had been painted on the Seawall at Street Ends , alternating between two letturirgs: "Bathimg Zone 15 Miles Speed Lim+t" and "No Picnicking" . Also signs have been received to replace Speed Signs in the Town and add a few extra we have not had them before . In the absence of the Treasurer, the report was read by Mr. Chiasson. Upon motion of Mr. Chiasson_, seconded by Don 110 Goodling it was accepted. The report showed a balance as of April 1 , 1945 of $7 ,908.52 in General Fund and $4,596.08 in the Special Seawall Construction Accountoith $6000. in bonds in the Seawall Accouht. Upon nation of E.L. Chiasson seconded by B.L. This check was In, the amount of $269. 93 net , which was $415.33 franchise tax less Bill #6850 dated 1-21-44 in amount of $125. 40. This bill was for street lighting fixtures. Mr. =Louis Silver presented to the Council his application for a Liquor license to operate a package store ,t his place on Atlantic Boulevard west of Mayport Road. This application was referred to the Laws and hules Committee. Council next heard Mr. B.J. Moore with his applEcation to operate a taxi -cab and drayage aervico within the coopera- tive limits of the Toan. The Council 's opinion was that such a service was badly needed, and if rates were reasonable and proper protection by insurance is made , that they would favor such a service, but the mutter was referred to the Laws and Rules Committee to handle . Mr. G.A. Turnbull app_ carea in behalf of the Health Council of the --Laches requesting support and a donation to-wards the drive for equiping the new building being built by the City of Jacksonville Beach for the use of all beaches. The Council was very favorable in its expressions of appreciation of the work done by the Health Unit , and were ag ,ecd that tiihen-di=ve is finished, they will help on raising any deficit. ' Mr. C .R. Fra7ier' s report 14as presented and filed. An ordinance covering " License Fees" was approved on first reading upon motion of Don Goodling seconded by F.L. Cbiasson. Upon motion of Don Goodling, seconded by E.L. Jones this ordinance was passed on second reading. The mayor brought to the attention of Council the condi - tion of some of the streets and 0150 the fact that vacant lots needed to be cleaned up, especially the ones at the entraoco to the Town. All agreed that these matters needed attention, and also that Yr. Frazier is doing all he can, under the present labor conditions, to get this work done. By unanimous consent the Town Clerk was instructed to notify in writing, in line with provisions of Ordinance F71, iJiss Louisa DeCottus regarding condition of septic tank on her property.
