BEACH TONN COUNCIL HELD AT THE TONN HALL , TUESDAY, MAY lst ,1945
AT 8 P.M.

James P . Cranford, President Culled the meeting to
order.
Upon motion of E.L. Jones, seconded by Beale Travis
the minutes of the lust mcetinr•• were approved us read.
C.R. Frazier advised that the new garbage truck hud
been received and is now in operation. A warrant for $1000,
as set-up in budget , was paid at time of delivery, with arrange-
ments to be made as to the financing of the balance of $632.32 .
As to she steps, Mr. Frazier advised that lumber for
new steps has been ordered, and that he is sulvageing all possi -
ble =Aerial from old steps .
After considerable discussion regarding a li .uar
license for Louis Silver to operate a package store , and upon
motion of Don P . Goodling seconded by E.L.:ones the following
resolution was passed:
BE IT RESOLVED BY THE TOWN C')UNCIL OF THE TOWN OF
ATLANTIC BEACH, FLORIDA :
iYHEFEAS The Town Council on September 7 , 1943 passed
a Resolution to issue only two retail liquor licenses in the
Town of Atlantic Beach, one of which is to be for the Hotel
Reservation,
AND WHEREAS, The Town Council has received an appli -
cation from Mr. Louis Silver located on Atlantic Blvd. west of
Mayport Rd. ,
BE IT THEREFORE RESOLVED, that Mr. Louis Silver be
given a liquor license to operate a Retail Package Store ,
The vote on the above resolution was as follows:
Don E . Goodling "yes" , E.L. Jones "yes" , Beale Travis "no" ,
and James A . Cranford "yes" .
Mr. Travis advised that the O.D.T. had refused Mr.
B.J. Moore on his application to operate a Taxi service .
Mr. Lloyd Jones appeared in behalf of his wife and
hiaself regarding the bill and condemnation suit now pending
covering repairing the garage on Lot 5 & 6 , Block 20 which
is listed on the tax roll in the name of Simon F. Williams.
He advised that ho considered the repair charges excessive ,
and could not pay them. The Council decided that they were
not familiar with the details, since this matter was handled
by a previous council , that the flies wnd records would be
studied and Mr. Cranford wovld take up with the Town Attorney ,
Mr. C .C . Howell , Jr. , who will advise Mr. Jones us to further
action and facts.
Mr. Wilcox next introduced a group of Boy Scouts
who are working on their Civics Merit , and came for observa-
tion of the meeting. They were , Donnie Goodling, Patio Good-
ling, Custi. Nash Wilcox, and David Erickson.
Upon motion of Beale Travis Seconded by E.L. Jones
the Treasurer' s report was accepted.
Upon motion of E.L. Jones, seconded by Beale Travis
the following bills were approved for payment:

It was stated in passing the above bills that the
other B.B. McCormick & Sons bill would be paid 1/2 in
June and 1/2 in July.
Mr. Rosborough was asked to have adjustment made
on insurance carried on the old garbage truck.
The next matter considered was the proposed
paving of the Road known as "Hotel reservation Road" .
Mr. Durden of the B.B. McCormick & Sons and Mr. Gerry
Adams joined the C :uncal in a round-':able discussion.
Mr. Durden advised that a road could be built with a
low point drainage , and that the cost of a concrete
road, 20 ft . wide , would be approximately from $6200.
to $6900. It was decided that Mr. Durden would mike
temporary specifications , etc . on the road, with the
understanding that the Town was not obligated in any
way. There are many details to be worked out among them
the financing, and Mr. Adams advised that he would be
ready to pay cash for his 1/3 part .
Upon motion of E.L. Jones , seconded by Beale Travis
an Ordinance " Appointing a Board of Appraisers on Hotel
Reservation Rd" was passed on first reading. Upon motion
of E.L. Jones, seconded by Don E. Goodling it was passed
an second reading.
Upon motion of E.L. Jones, seconded by Beale Travis
an ordinance " Appointing a Board of Appraisors on other
Streets" was passed on first reading. Upon motion of
E .L. Jonas, seconded by Don E. Goodling , it was passed on
second reading.
Report of C .R. Frazier, Town Supervisor was reed and
filed.
Mr. Rosborough presented a request by Mrs. Elizabeth
Holmes that some steps be erectea in the vicinity of 11th St .
J4nd the Ocean Front. Mr. Frazier advised that he was doing
everything possible to get steps built.
Mr. Rosborough next presented a re:-uest that the Town
Hall be used for sleeping quarters for service men over the
week-ends. It was the opinion of the Council that the Town
Hall be used only in case of emergency, but that a letter be
written to Col. E .C. Rose , Commanding Officer, Camp Blanding
asking that necessary arrangements be made to use Camp Atlantic
Beach for the purpose of providing sleeping -luarters for the
service boys , if oossible .
