09-11-45 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL, TUESDAY, 8 P.M. , SEPTEMBER 11th, 1945. PRESENT: James A. Cranford, President E.L. Chiasson Beale Travis E.L. Jones Don Goodling, Councilmen G.L. Rosborough, Mayor C.R. Frazier, Town Supervisor Adele S. Grego , Town Clerk The meeting was culled to order by the President, James A. Cranford, after being postponed from September 4th, 1945. Upon motion of E.L. Jones, seconded by Beale Travis Gt_`e minutes of the lust meeting were approved as read. A letter war: read from Gulf Life Insurance Company, Mr. E.L. Phillips, Treasurer, declining to permit the Town to pre-pay any seawall bonds. Mr. Cranford was asked to see if he could work our any arrangement on these bonds. Mr. Rosborough reported that there were no Life Savers available for use on our beach during week days, and since the season is now over the matter trill be passed until next year. Mr. Jones reported that he had not seen Mr. Adams on the Waterworks, but that he and Mr. Cranford would have a conference with Mr. Adams et an early date. These will be a meeting of the Finance Committee , Tax Assessor, and Town Supervisor on Saturday afternoon, Septem- ber 15th at 4 o'clock to complete Preliminary Tax Roll. Upon motion of E.L. Chiasson , seconded by Beale Travis the Treasurer' s Report was approved. Upon motion of E.L. Fire Dept. . . .100.00 410.68 The Council instructed the Town Clerk to write a S letter with the warrant to the Neptune Volunteer Fire Dept. statning that same covered fires to date. Payment of insurance premiums for the coming year was postponed for action until the October meeting. Upon motion of E.L. Chiasson, seconded by 7.L. Jones the follwwing resolution was passed: WHEREAS, application war received from Mrs. Rex Thames for the operation of a Kindergarten et 342 5th Street, Atlantic Beach , Florida for ages 4 to 6, hours 9 A.M. to 12 Noon, and WHEREAS the operation of said school conforms to this Zone , BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL of the Town of Atlantic Beach, Florida that permission be given end is hereby granted to Mrs. Rex S. Thames to operate a kindergarten at 342 5th Street from 9 A .M. to 12 Noon. Mr. Frazier's report as Town Supervisor for the month of August, 1945 was read and filed. Although situated in the Town limits of Atlantic Beach, the Suggs building uses current furnished by the City of Jackson- ville Beach, and therefore we have received no franchise tax on this service. A Resolution was presented calling on the City of Jacksonville for an accounting on this service and payment of fran- chise tax due on same since 1938. Council asked Mr. Frazier to confer with the Town Attorney and get a legal opinion from him, before they could take any definite action on this resolution. A bid on a weed cutting tractor and mower was submitted to the Council by the Town Supervisor, however the matter was held over for future consideration and action by the council until Mr. Jones , Chairman of the Public Works Committee could look over the tractor and report back to the Council . Mr. Frazier presented to Council a communication from OCD relative to the fire fighting equipment we have . The Council did not feel at this time that they could purchase this erUipmont and passed any action on same to a future date . Mr. Rosoborough stated complaints, etc. he had received regarding the condition of the streets, and after much discussion as to holes , repairs, etc. it was decided that we were doing all that could be done for the time being, the Town Supervisor advis- ing that he was filling the holes us fast as he could, even though the rains wash th,m out again. The Supervisor is also working on a re-capping material , and hopes to be able to do some permanent repair work to the streets very soon. As to the Hotel Reservation Road, the State Department • advised by letter that they could not make the survey , and Mr. Frazier was instructed to contact Mr. Croasdell relative to mak- ing a survey of this road and giving us a description of said road for dedication purposes. Mr. Frazier advised that the Greig case was still pending, and Mr. Travis was asked to see Mr. Lipscomb, attorney for 11r. Greig, so that disposition can be made of the case . The Jones-Williams condemnation suit is still pending, and Mr. Cranford reported that Mr. C.C. Howell , Jr. had seen their lawyer, but had not made a settlement, and that Mr. Howell was going to contact their lawyer again. Mr. Cranford said that he would see Mr. Howell , Jr. and find out if anything had been done . The Town Supervisor advised that the Decottes house was being occupied by three families in violation of the Zoning Ordinance, and upon motion of Don Goodling, seconded by E.L. Jones the Town Clerk was instructed to write the owners, with conies to the agent and tenent that this violation be discontinued on or before Septem- ber 30, 1945. 411 Mr. J.J. Croft of the Motor Transit Company appeared before the Council advising that his company planned to put on a bus service to Atlantic Beach running from 16th street on the north to Jacksonville Beach. He requested suggestions be made by the Council as to schedule and routes. This service to be started in the very neer future . He also advised that they are adding more taxis to their present fleet. He is going ta check with their Jacksonville Office relative to franchise which was never signed and returned to us by the Motor Transit Company, and he is also to check on payment of their license fee. There being no further business and upon motion of E.L.
