10-09-45 v i\3INUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL WAS HELD AT THE TOWN HALL TUESDAY, OCTOBER 9th, 1945 at 8 P.M. /111 PRESENT: JAMES A CRANFORD, ?RESIDENT E.L . CHIASSON E.L. JONES DON 7 . GOODLING, COUNCILMEN and G.L. ROSBOROUGH, MAYOR C .R. FRAZIER, TONN SUPERVISOR ADELE S. GRAGE, TOWN CLERK The meeting was called to order by the nrdsident , James A. Cranford after having been •,ost )oned from October 2nd , 1945 . Upon motion of P.L. Vhiasson seconded by Don Goodling the minutes of the last meeting were approved as read. At this ti -e the Council went into session us an equal- ization Board to receive and hear all complaints regarding the 101/ Preliminary Tax Ro":1 for the year 1945 . Mr, George Bull pre- sented his objections to the increase in valuation of Saltair lots. After considerable discussion and consideration, the Council went intomexecutive session, to consider this matter. Upon motion of E.L. Jones , seconded by Don Goodling the Saltuir lots on the Tax Roll will be assessed as follows, with a minimum assessment of $50: Up to $50 lots change to $50.00 .r 50.t o ,f 5 . 75.00 $75.to 100. " " " 200.00 $175. and over lots " " 250.00 There being no further complaints the council adjourned as a Board of Equalization and took up matters of further business. 41, Upon motion of E.L. Chiasson, seconded by E.L. Jones an Ordinance entitled "To Approve and Adopt the Tax Assessment Roll for the year 1945 , and to determine and fix the Pate of Taxation and make the Annual Tax Levy of. the year 1945" was unanimously passed on third and final reading. Mr. Frazier was instructed to make necessary arrangements with Messrs. Curtis and Albertson for annual audit. Mr. Cranford reported that the Williams Condemnation suit had been settled for $100. Upon motion of E.L. Jones, seconded by E .L. Chiasson this settlement was approved. Mr. Frazier reported that the Sugg Building had been cut in on the Town of Atlantic Beach electric franchise lines. In the absence; of Mr. Travis there was no report on the Greig case which is still pending. The Motor Transit Company is now running a local bus, and Mr. Frazier is to study the schedule and extension of route , 011/ and take up with the transit company. Upon motion of Don Goodling seconded by E.L. Jones , the Treasurer' s report was approved. J .M. Coroneas, State Hotel Inspector volunteered to serve as Health officer for the Town without nay, and upon motion of E.L . Jones , seconded by Don Goodling he was so elected. This mutter was referred to Mr. Frazier to see if he can work out a plan with someone to to take a water franchise for that section. Mr. Frazier made his monthly report as Town Super- visor , and same has been filed. Mr. Frazier also presented a stuAy he had made on the 10% Tax levy , and possible improvements needed in the Town, among them, sewerafge , drainage , and water works , and streets. There was much discussion on these subjects, and Mr. Thompson gave his opinion that the 10% tax was legal . Upon motion of E .L. Jones, seconded by Don Goodling An Ordinance was passed on first reading by name . T'TTo Levy a 10% Consumer Tax on all Eitectric Current Furnished to the Patrons of the Electric System owned and operated by the City of Jacksonville , Duval County , Florida within i:he Town Limits4IP of the Town of Atlantic Beach, Duval CourIty, Florida and to Provide a Method of Collection Thereof . " E.L. Chiasson vojted "no" . Upon motion of Don Goodling seconded by E .L. Jones, it was passed on second reading. Mr. Cts° asson voted "no" . Upon recommendation of 'Jr. Frazier , Council approved the placing of lights at the following locations: Atlantic Boulevard at 3rd St. , new post at Sugg' n corner , and middle of 8th Street between East Coast and Sherry Drives.
