12-04-45 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TONN COUNCIL HELD AT THE TOV(N HALL ON TUESDAY, DECEMBER 4TH, 1945 at 8 P.M. PRESENT: James A. Cranford, President R.L. Chiasson Beale Travis E.L. Jones Don Goodling, Councilmen and G.L. Rosboroug }, Mayor C .R. Frazier, Town Supervisor Frank Thompson, Town Attorney Adele S. Grage , Town Clerk The meeting was called to order by the President, James A. Cranford. The minutes if thr last renting was read, and after one correction, they were approved. Mr. Frazier advised than he had received a letter from Mr. Frank Lipscomb giving permission for inspection of the Greig procerty which will be done and the case closed. Mr. Thpmpson, Mr. Cranford, and Mr. Rosboruugh met with the City of Jacksonville men to discuss the matter of the 10/ electric tax levy. Jacksonville does not wish to do this for us until they put in a system for the collection of a similar tax on all their bills, as it would entail so much additional work for them. The uestion was also brought up as to what could be done if the consumer refused to pay the tax? It was decided that we would nothing further about this matter for the tine being. Mr. Goodling reported that he gave the irnformation to the Church on the sidewalk. Mr. Frazier advised that he had written the pro')orty owners on 3rd St. relative to a sidewalk from East Coast Drive to Sherry Drive . Mr. Jones did not see Mr. Merritt in regards to the waterworks for the colored section, however he had talked to Mr. Gerry Adams. A letter,which Mr. Frazier had written to Mr. Jones outlining a study he had made on this question, was- read. asread. As to the other waterworks , Mr . Frazier had seen Mr. Adams and re-uested a definite proposition from hire. Mr. Jones and Mr. Cranford plan to have a conference with Mr. Adams at a very early date , to talk over the waterworks situation and details. Upon motion of B .L. Chiasson the Treasurer' s Report was approved. This motion was seconded by Beale Travis. Tho report showed a balance in the General Fund of $7 ,359.72, Seawall Fund $2 ,540.36. Upon motion of Beale Travis seconded by E. L. Jones penalties on the regular Seawall Account will be put in the Seawall Fund, instead of the general fund as heretof@re . Upon motion of E.L. Chiasson , seconded by B.L. Jones the purchase of $5 worth of tuberculosis stamps was approved. Upon motion of E.L. Jones, seconded by Beale Travis approval was given to allow John C . Madison hImestead exemption on his 8th St. place for the year 1945. Upon motion of E.L. Chiasson, seconded by Beale Travis approval for payment of $10. ad in the program of Fletcher's post-season game . Upon motion of E.L. Jones , seconded by E .L. Chiasson, seconded by Don Goodling the Town Clerk was instructed to notify in writing , in line with provisions of Ordinance #71 , Mr. W.P. Simmons regarding condition of septic tank on Lot 4, Block 39 Atlantic Beach. The regular monthly report of C.R. Frazier, Town Supervisor was read and filed. Mr. Frey appeared in behalf of the residents of Saltair Boulevard and requested that at least two street lights be put over there. Mr . Frazier was instructed to get esti ates on this work. It was requested that we put some lights at the business district for the holidays in connection with Neptune Beach, and the Mayor was asked to look into the matter and see if we could since our current is fur- nished by the City of Jacksonville . Request was made that a section of lots on Sherry Drive in Saltair bo reclassified as business area. Mr. Frazier is to sec that the necessary notices aro posted and advertised. The question of /Street Improvement bills duo on Duval Engineering Co. work which are now delin uent, wormmem was referred to the Town Attorney for an opinion es to collection. There was some discussion as to the condition of the police car, and Mr. Frazier was instructed to hare the clutch repaired. Upon motion of E .L. Chiasson, the meeting adjourned. amo A.
