03-07-44 v MINUTES OF THE REGULAR MONTHLY M,'IEETING OF THE ATLANTIC BEACH TONN COUNCIL HELD MARCH 7th, 1944 AT 8 P.M. AT THE TOM HALL. Present : E . L. Jones, J. A. Cranford, Beale Travis and Mayor G. L. Rosborough . The Minute: of the Meeting of February 1st , 1944 were approved as read. Tn the absence of the Town Treasurer, Mr. Cranford. submitted the usual monthly financial renort which was ao- roved and ordered filed . Upon motion of Mr. Travis , seconded by Mr. Jones , the f illowinrr bills were approved and ordered paid : Atlantic National Bank ( Insurance Note ) $52.20 Southern null Tel . & Tel . Co. Janes , 25.21 Pablo Garage , 24.25 Do. 15.40 Do. 10.20 Knauer ' s Hardware Company 8.75 Total $443.39 A further discussion was had in reference to the Adams' proposal to sell the waterworks outside the hotel reservation to the Town and particular reference to the dedication of the so-called "Private pond" of the Adams ' interests to public usage . The City Supervisor was instructed to contact all pronerty own- ers on the west side of this road In an effort to secure 5 additional feet for the roadway . It was explained that if a width of 45 or 50 feet could be obtained for this road, thus connecting the north end south portions of Ocean Boulevard , that the County would be disposed to take over all of Ocean Boulevard as a County Road. It was decided to proceed without delay to undertake to secure the necessary width both from the Adams' interests and the other pronerty owners before further negotiat'. ons for the waterworks. The Chairman of the Public ,Norks Committee , Mr. Jones , made a further report in reference to the waterworks situation. He advised that a conference had ben held on March 4th et which time he met with the President of the Town Council , the C' ty Supervisor and Mr . Joe Nilliamson, Jr. the Engineer who prepared a program for a waterworks system for the Town; that Mr. 'W'illiamson had advised them there is now available , a method by which the Federal Government might extend aid to the Town in securing en entirely new system; that the preparation of the application -o the F .W.A. would hinge upon two things: A - that the population of thw Town hap materially increased Sdue to war conditions and B - to a report from the Sta e Board of Health that the present system is inadequate as a water supply for the present population. The City Supervisor was instructed to proceed with an accurate census of the present inhabitants of the Town and was further instructed to keep in contact with M-. William- son in an effort to secure more definite information for con- sideration by the `Town Council at a future meeting. Up6n motion of Mr.Travis , seconded by Mr.Jones , J. A. Cranford , Chairmen of the Finance Committee and C. P . Frazier , City Supervisor , were empowered to sign an application with the Beach Bank for a safety deposit vault for the safe-keeping of Town valuables , including bonds owned by the Town, and that these two representatives of the Town would jointly be held re- sponsible for this safety deposit box. Upon moron of Mr . Travis, seconded by Mr . Jones , "An Ordi- nance regulating the keening of dogs in the Town of Atlantic Beach, providing for the enforcement of this Ordinance and fix- ing penalt'es for its violation" was unanimously passed on first reading. By motion of Mr.Travis , seconded by Mr . The Ordinance was then referred to the Town Attorney for further work and completion. The Town Supervisor was authorized to rent a garage on the lot owned by Mrs. 0. P. Likins on a month-to-month basis for use as a store room and to pay not exceeding .$5 .00 ner month. Mr. Jones , Chairman of the public Works Committee , reported that in company with Mr. Chiasson and the C' ty 3uoervisor, he had looked over the tract of land directly east of the incinera- tor :and lying between 11th and 12th Streets and that he was of the opin' on that the Toon should offer to George Bull(representing the owners of the land) the sum of 1'1 ,000.00 in cash for ,-his land. The matter was further discussed and it vas decided to not make any definite proposal pending further study f the water- works system.
