03-17-44 v MINUTES OF A SPECIAL MEETING OF THE ATLANTIC BEACH TORN
COUNCIL HELD AT THE TOWN HALL AT 8 P.M. MARCH 17th ,1944.
Present:
E. L. Jones,
J. A. Cranford,
Beale Travis ,
E. L. Chiassori
Mayor G. L. Rosborough and
C . C. Howell , Jr. Cii-y Attorney.
The meeting was pursuant to a soeciel call by the Pres-
ident to consider particularly the hotel reservation road ,
the water works and the purchase of the site for the water
works.
The City Supervisor re )orted that he had addressed let-
ters to all pronerty owners on the west side of the hotel
reservation road , asking whether or not they would enter in-
to a voluntary unanimous agreement to dedicate to no Town
five feet of their orooerty in case the Adams ' interest
would dedicate the present rood to the Town. This matter
is still in the process of consideration and no final report
can be made at this tine .
A full discussion was had in reference to the water works
proposition and it was decided unanimously that nothing could
be gained at the present time in undertaking to secure funds
from the F.W.A. to build only a part of a water works system.
it being shown that no definite deal is apt to be made with
the Adams ' interest before the expiration of this year and
should such a deal be made, the complete plant as now operated
would be at the disposal of the Town for a reasonable period
of time ; that such a project as may be granted by the F.W.A.
would of cover things most needed and to obligate the Town
just now might confuse the situation if and when a complete
water works system is undertaken.
Upon motion of Mr. Jones, seconded by Mr. Cranford , the
Clerk was directed to write Mr. Joe ,"'illiamson, Jr. and tell
him that the Town would not undertake any further action on
the water works at the present time and that the Mayor and
Town Council appreciate very much his interest and should sere
again take up the matter we will certainly be glad to commun-
icate with him further.
Mr. Jones suggested that it would be well to enter into
negotiations with the Adams' interests at this ti e in an effort
to make a final trade during the time from now until the end of
the year. This was the unanimous ooinion of the Council .
The matter of purchase of the orooer -y from George Bull
was deferred to a later date pending further action in refer-
ence to a water works system.
The Mayor reported that he had talked with Mr. 0. Z. Tyler
of the Jacksonville Electrical Department in reference to the
goose necks reoluced recently by the City of Jacksonville Main-
tenance crew on street lights and it was suggested that the Clerk
write George Pierce , Utilities Commissioner , calling attention
to the fact that these goose necks went bad prematurely and they
were bought and paid for by the Town of Atlantic Beach.
The Mayor retorted that Mr.Church of the Motor Transit Co.
had called him yesterday afternoon in reference to a franchise ,
stating he had received a letter from the City Supervisor sug-
11/ gesting that something should be done about a franchise in the
Town of Atlantic Beach and expressing a willingness to do what-
ever is necessary at the present time.
The City Supervisor explained that ho had written no such
letter; that he had mentioned it to Mr. A. G. penman on the morn-
ing of the same day . The matter was further discussed and it
was unanimously agreed that some steps should be taken to pre-
serve the Town ' s rights in the future. It was accordingly re-
•
ferred to the Town Attorney with the request that he draft a
reply to Mr. Church suggesting the desire of the Town to have
the bus service in the Town of Atlantic Beach placed on a
legal basis.
There being no further business for consideration, the
meeting adjourned.
