08-16-44 v MINUTES OF A SPECIAL MEETING OF THE ATL NTic BEJLCE
TONN COUNCIL HELD AT THE TONN HALL, WEDNESDAY, AUGUST
16th, 1944.
This special meeting was called by the Acting President of
the Town Council for the purpose of organizing the Municipal Government,
appointing the Town Officials and taking act' on in reference to the
Orange Bus Lines' app1 _cot I on to operate busses at the Beaches.
In the absence of the Acting President , J. A. Cranford was
elected temporary Chairmen to preside over this meeting.
Present were :
J. A. Cranford,
Beale Travis,
i. L.Jones and
Don E. Goodling (Councilmen) and
G. L. RoKborough, M.oyor and
C. C. Howell , Sr. acting for C. C. Howell , Jr. Town Attorney.
Mr. Goodling and Mr. Jones were sworn in .an new Councilmen.
E. L. Jones nominated J. A. Cranford as President of the Town
Counefl , which nomination was seconded by Don E. Goodling and J. A. Cran-
ford was unanimously elected President.
Upon motion of Mr. Jove^, -econded by Mr. Trevi:! , 7. L. Chiasson
was elected !Tice President .
The following Committees were named:

Upon motion of Mr. Travis, seconded by Mr. Jones, Brooke G.
White , Jr. hoe elected Tax Assessor.
Upon motion of Mr. Travis , seconded by Mr. Jones , J. L. Russell
was re-appointed Town Marshal .
No successor was named at this time for the Town Treasurer end
Municipal Judge .
The Town Clerk offered suggestions in reference to the position
noir combined; that of Town Clerk, Tax Collector , Building Inspector and
Acting City Supervisor, whereby it was proposed that some person be appoint-
ed Town Clerk; that the present incumbent would be willing to t Y.e either a
salary cut or he would he willing to pay the Town for the delivery of gar-
bage ; the amount of such payment be applied to additional nolory for `office
Assistant to be designated as Town Clerk and suggested that the position of
City Supervisor he officially created by Ordinance. This matter was
thoroughly discussed acid no definite decision won made in reference to the
proposal submitted by the Clerk as to garbage disposal , however , it was
agreed that to change the method of gerbmige disposal for the durat' on would
save the Town considerable money even without the benefit of any returns
as proposed, thereupon en Ordinance entitled
"An Ordin, nce creating the nosit-1 on of City Supervisor in and
for the Town of Atlantic Beach, Florida , prescribing his duties, his term
of office , the manner in which he is to be appointed and definitely, his
responsibilities"
was introduced and upon motion of Mr. Jones , seconded by Mr. Travis, was
passed on first reading. ?'non motion of Mr . Jones , seconded by Mr. Travis,
this Ordinance was referred to the Leis and Pules Committee rend to the
Town At`-orney for completion and re`';i'n +-o the Council at the next-
meeting.
Upon motion of Mr. Jones, seconded .by Mr. Travis, C. R.
Frazier, was appointed Tax Collector.
Upon motion of ?"_r. Goodling, seconded by Yr. Travis , C. R.
Frazier was app•)inted Building Inspector.
No successor to C. R. Frazier, as Town Clerk, was named at
this time.
Upon motion of Mr. Travis, seconded by Mr. Jones, the fol-
lowing Resolution was adopted:
"WHEREAS, for all oracticul purposes, the Town of Atlantic
Bouch, Florida, is rIthout public trannporcution facilities, and
HEtcEAS, as shown by a survey made by the City Supe r•vi,s or of
Atlar.t c Beach, Florida , approximately 45% of the year-round residents
of the Town of Atlantic Beach, Flovidu , constitute army and navy per-
sonnel and essential war workers, and
WHEREAS, the lack of adequate public transportation facilities
has seriously handicapped and continues to handicap the residents of the
Town, and
WHEREAS, the over-crowded conditions of buses now servic- -
ing our Beach Communities, and the lack of sufficient facilities is not
only having an adverse effect on the transportation requirements of
army and navy personnel end war *corkers , but is rlso doing great harm
to the development raid progress of our Beach Communities, and
THEREFORE, BE IT RESOLVED that the Office of Defense Transpor-
tation is most respectfully requested to grunt the appl_cation of Orange
Bus Lines for permission to render said service, and he it further
RESOLVED that a copy of this resolution he forwarded to the
Office of refense Transportation at Washington, D. C . "
