BEACH TOWN COUNCIL HELD AT THE TOWN HALL , TUESDAY, 8 P .M.
SEPTEMBER 5 , 1944.

The minutes of the regular monthly meeting of August 1st ,
1944, and of three special meetings held on August 8th et 8 o'clock,
August 8th at 9 o 'clock and August 16th were approved ss read.
In the absence of the Treasurer, E.L. Chiasson, Chairman
of the Finance Committee , moved that the Treas•"rer's report be
accepted subject to correction and signature . Motion seconded
by E.L. Jones and carried.
Upon motion of E.L. Jones, seconded by Don E. Goodling,
Fred C. Allen was elected Treasurer .
Upon motion of E.L. Chiasson , sectbnded by Don E. Goodling,
C .C . Howell , Jr. was appointed 'Pawn Attorney.
Upon motion of E.L. Chiasson , seconded by Don E. Goodling,
F. P. Ganzel was appointed Municipal Judge .
Resignation of C.R. Frazier as Town Clerk and City Super-
visor was received and regrets expressed. Action was deferred.
Upon motion of Mr. Chiasson , seconded by Mr. Jones the
following bills were approved for payment when money for same is
available :

Upon motion of E .L. Chiasson , seconded by E.L. Jones, the
following resolution was unanimously passed:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH , FLOFIDA: that
"We , the Town Council of the Town of Atlantic Beach, Florida ,
do hereby appoint James A. Cranford and C.R. Frazier , respectively
the President of the Town Council and the Town Clerk of the said
Tows, our joint attorneys for us and in our name end stead , to
jointly and in their respective official capacities, draw, sign ,
and endorse promissary notes: and to waive demand notice , and
notice of protest of all such notes.
Giving and granting unto our said attorneys full power
and authority to do and preform all and every act and thing
whatsoever requisite necessary or proper to be done in and about
the premises , as fully to all intents and purposes, as we , acting
in an aggregate official capacity , might or could do; hereby rati-
fying and confirming all that our said attorneys shall lawfully do,
or cause to be done by virtue hereof . "
A discussion relLtivo to insurance was held , and u-)on
motion of E.L. Jones, Seconded by Don E. Goodling, the following
411 resolution was passed :
BE IT RESOLVED, that :
"E.L. Chiasson, Vice-President of the Town Council and
Chairman of the Finance and Taxation Committee be and
he is herebyauthorized and directed to sign for and in
the stead or the nresent Town Clerk, that certain document
called Insurance premium contract No.
dated the 5th day of September , A.D. 1944 , on
behalf of the Town of Atlantic Beach , Florida , and
covering insurance premiums to be paid on monthly
installments to the Atlantic National Bank for all
premiums duo September 14, 1944."
After a discussion, the Town Clerk was instructed to
write a letter to Mr. Mark Hulsey giving him information as
found in Article 10 of the Zoning Ortii nonce .
Upon motion of Mr. Chiasson , seconded by Mr. Jones ,
an Ordinance "prohibiting undressing of bathers and picnicing
upon the ocean beach within the limits of the Town of Atlantic
Beach, Florida and providing penalties for violation thereof"
was passed upon third and final reading.
Upon motion of Mr. Chiasson, seconded by Mr. Jones , an
ordinance " regulating existence of conditions which ore and may
become unsanitary and hazardous to the health of the community
within the limits of the Town of Atlantic Beach , Florida, and
providing penalties for the violation thereof" was passed on
third and final reading.
The budget for 1944-45 was outlined by Mr. Chiasson
with round-table discussion, but definite action on same was
deferred.
