09-19-44 v MINUTES OF A SPECIAL MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL TUESDAY, SEPTEM* BER 19TH, 1944 AT 8 P.M. The meeting was called by the President pursuant to the following notice : "G.L. Rosborough, Mayor and E.L. Chiasson Beale Travis E.L. Jones Don E. Goodling, Councilmen C .C . Howell , Jr. , Attorney and Town Clerk You ,and each of you, are hereby notified that there will be a special meeting of the Atlantic Beach Town Council at 8 P.M. September 19th , 1944 at the Town Hall , at which time the following matters are to be given consideration: 1 . Consider for adoption the budget for 1944-45. 2 . To receive the Preliminary Tax Roll from the Tax Assessor. 3. To set a date when the Town Council will sit as an Equalization Board. 4. To pass on first and second readings an ordinance ratifying the Tax Roll and fixing the milleage for 1944. 5. To pass on final reading an ordinance creating position of City Supervisor, and 6. To consider such matters as may come before the Council . Please take notice thereof and govern yourselves accordingly. Respectfully, James A. Cranford, President, Atlantic Beach Town Council. " The following members wslre present: J.A. Cranford E.L. Chiasson E.L. Jones Beale Travis Don E. Goodling,Courcilmen and G.L. Rosborough, Mayor C .C. Howell , Jr. Attorney C .R . Frazier The minutes of the regular monthly meeting of September 5th, 1944 were read and u :on motion sof E.L. Jones were approved. Therresignation of C .R. Frazier us Town Clerk wns pre- sented. E.L. Chiasson moved that the resignation be accepted with regrets, expressing the appreciation of the Council for his ser- vices to the City and wishing him success in his now position. Motion was seconded by Beale Travis and carried. E.L. Cbiasson moved that Mrs. Ad le S. Grage be appoint- ed Town Clerk, seconded by E.L. Jones and carried. C .C . Howell , Jr. , Town Attorney then administered the oath of office to Mrs. Gruge . Upon motion of E.L. Jones, seconded by Beale Travis, an ordinance "creating, providing for , and defining duties of the office of Town Supervisor" was passed on final reading. Upon motion of E.L. Chiasson, seconded by Beale Travis , C.R . Frazier was elected Town Supervisor. Mr. Frazier presented his resignation as Town Supervisor to be effective as soon as a stccessor could be secured and take over the position. Upon motion of E.L. Chiasson, seconded by E.L. Jones , this resignation was accepted. A letter from Mr. Mark Huldey was read, making ap- plication to install necessary eauipment to convert garage apartment into secondary living quarters. After discussion and an opinion from the Town Attorney that legally we should con- form to Article 10 of the Zoning Ordinance , a motion was made by E.L.Jones seconded by Don E. Goodling that the Build- ing Inspector be instructed to lost notices , etc . to conform to Article 10 of the Zoning Ordinance . Upon motion of Beale Travis , seconded by Don E. Goodling, the Town Clerk was instructed to pay the Town of Neptune Beach Volunteer Fire Dept. $75 for fire services. It was explained that they had made 6 calls , but were only charging the price of three. Upon motion of E .L. Chiasson, seconded by Beale Travis, the following resolution was adopted : RESOLUTION : approving the Preliminary Tax Assessment Roll for the year 1944: WHEREAS, the Town Tax Assessor has completed the Preliminary Assessment Roll of the Town of Atlantic Beach, Florida for the year 1944, and has submitted the same to the Town Council , and WHEREAS, it appears that all property, real and personal , in the Town of Atlantic Beach, subject to taxation has been assessed on said Tax Assessment Poll , and the Tax Assessment Roll is in due form, THEREFORE BE IT RESOLVED BY THE TOMXOUNCIL of the Town of Atlan- tic Beach, Florida , that the said Preliminary Tax Assessment Poll be , and the same is , hereby approved. BE IT FURTHER RESOLVED that the Town Clerk shall post at the Town Hall and at two other public places in the Town and shall also cause to be published daily for four consecutive days in a news- paper published in the City of Jacksonville , Duval County , Florida, notice that said Assessment Roll has been submitted to the Town Council and approved and also re- uiring all persons desiring to have corrections thereof made , whether in the listing, valuation of property or otherwise , to file with the Town Tax Assessor on or before the 3rd day of October, 1944 at 8 P.M. , their petition to the Town Council setting forth their objection to said assess- ment roll and the correction they desire made , and also that on the 3rd day of October, 1944 at 8 P.M. the Town Council will meet at the Town Hall for the purpose of equalizing said assessments and making proper correction therein. Upon motion of E.L. Chiasson, seconded by Don Goodling, the Town Clerk was instructed to post and have published the fol- lowing nJtice : NOTICE OF COMPLETION OF PRELIMINARY TAX ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH , FLORIDA, FOR THE YEAR 1944: " TO WHOM IT MAY CONCERN: You arc hereby notified that the Prelim- inary Tax Assessment Roll for the Town of Atlantic Beech, Florida, for the year 1944, has been completed and submitted to and approv- ed by the Town Council . All *persons desiring to have corrections made thereof , whether in listing, valuation of property or other- wise , are required on or before the 3rd day of October A.D. ,1944 at 8 P.M. to file with the Town Tax Assessor of the Town of Atlantic Beach, their objections to the said assessments and correction they desire made. The Town Council will meet at the Town Hall in the Tows: of At- lantic Beach, Florida, on the 3rd day of October, 1944 at 8 P.M. for the purpose of equalizing said assessments and making proper correction therein . All persons w^o shall file petitions as aforesaid will be given the opportunity to be heard at said meeting. Adele S. Grage, Town Clerk and Tax Collector for the Town of Atlantic Beach, Florida." After much discussion, it was decided by unanimous vote that the milleago for 1944 taxes should be 15 mills for general pur- poses , and 1? mills for Town's share of Seawall construction. Upon motion of Beale Travis, seconded by ron E. Goodling, it was decided that Mr. Russell was to sell the motors in the old trucks The matter of an audit Wu:- discussed, and Mr. Frazier was requested to meet and arrange time , etc . with the auditor. Upon motion of E.L. Chiasson, seconded by E.L. Jones and Beale Travis , Don E. Goodling was appointed Town Supervisor to take over as soon as it is possible for him to secure release from his present position. This motion was made after all applications had received due consideration. Upon motion of E.L. Chiasson , seconded by Don E. Goodling, the foll. wing resolution relative to the Town Attorney handling the delin uent taxes and assessments of S.F. Williams, Lots 5 & 6 , Block 20 , was passed: i-• BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA, That it do, and hereby does, direct and authorize Adele S. Groge , Town Clerk and Tax Collector of the Town of Atlantic Beach, to deliver to C.C . Howc11 , Jr. , Town Attorney for collection, or if necessary collection by suit , copies of the assessment toll thereof , the assessments , both regular tax and seawall for street end purposes , plus penalty interest , also , Seawall abutting prop- erty Assessment and Interest and penalty interest thereon , on Lots 5 & 6 , Block 20 property listed S.F . Williams. Mr. Jones »resented to the Council the re-uest that a Traffic Sign be placed at the corner of Sherry Drive and Atlantic Blvd. with directions thereon "to the school" . The Town Supervis- or was requested to have this done . Mr. Frazier brought before the Cou cil the matter of changing the light from the Plaza and East Coast Drive , to 8th St. and East Coast Drive , as the Army is no longer in need of the light at the Plaza and it will be more effective and beneficial at 8th St .
