07-16-43 v IINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TON COUNCIL, HELD AT THE TOWN HALL AT 8:00 P.M. JULY 16, 1943. Present: E.L. Chiesson 1 J.A. Cranford Beale Travis S.S. Jacobs and Mayor G.L. Rosborough In the absence of the President, the meeting wa-, called to order by the vice-president, E.L . Chiasson, after adjournment from day to day from July 6th because of the fact there was no quorum present each day. The minutes of the Regular month; y meeting of ,Tune 1st were reed and approved. The Treasurer, x.`r. Vickers, submitted his usual monthly finan- cial report, which, upon motion of '`r. Cranford, seconded by ".'r. Travis was approved and ordered filed. Upon motion of Mr. Cranford, seconded by ''r. Howell , Jr. the balance of !238.00 in the Adams Seawall suit. °fter full discussion, by unanimous consent , the City Supervisor , was directed to proceed with the necessary repairs and painting of the Town Nell. !'r. J Qcobs, who is a building contractor, specified the type of roof, a 5 ply y5 year built up roof, flat. Upin motion of "r . Travis, seconded by "r. Jacobs, the City Supervisor etas directed to Proceed as soon as possible withtthe painting of 1-he incinerator. Upon motion of Mr. Jacobs, seconded by Mr. Cranford, the City Supervisor was directed to,put both the dump truck and the regular garbage truck in repair, making the best arrangement possible in refer- ence to truck tires. Mr. Travis stated that there had been a meeting of the police 10 committee and that they had decided, if possible , to purcl_ se a ne pol car. He stated that he hnd found a Chrysler, hlack , tt !+:ta ., ' - - . e that could be purchased for around 41600. He stated ;tloat • had not had an offer on the trade-in value of the Ford but that in the event the Council decided to make the purchase that the car would bring a good price . The matter was discussed end it was found that Yr. Cranford and 1r. Jacobs opposed the purchase of a new car at this time and that two were for it, Mr. Travis and rr. Chiasson. The matter was then referred to "'r. Cranford, the Chairman of the Finance Committee and the City Supervisor for further study. The matter vas therefore passed to the next regular meeting. The matter of fixing a grabege collection fee in the Town was discussed. This matter was referred to the Chairman of the Finance Committee. Upon motion of ' r. Cranford, seconded by Mr. Travis , Mr. Brooke G. White, Jr. was approved for appointment es Tax Assessor for the year beginning August 1st and that before the next meeting his answer be ob- tained as to whether he would accept ar--a-ext . The City Supervisor resented all the papers in connection with the allotment of fire equipment to the Town by 0 .C.D. C.R. Frazier, the City Supervisor was appointed as property custodian and the matter of his bond was referred to Yr. Travis for the purpose of ascertaining the cost of bond and if not too exhorbitant to proceed with the arrange- ments necessary. The instructions contained the purchase of the necessary additional equipment in the event all other matters are completed. The City Supervisor advised that he had made errangementA :vith' the Commander of the Army Camp for the assignment of highly trained Life Saving men to be on duty on the beach in the afternoons from 2 P.M. except on Sunday. He advised that the assignment would be for other purposes but that we could make whatever arrangement we desired with the men who would be given special liberty so long as the Town took care of meals end incidental espenses. The sum of $2.00 a day for each man ( two per day) was authorized for this nurpose, the matter to be handled by the City Supervisor. The Yayor was re guested to write a letter commending Cpl. J. R. Freestone for having rescued the daughter of Capt. Beeman on July 12th, Yiss Barbara Beeman having been caught in the undertow while swimming at Atlantic Beach. The matter of a fire plug at 15th St. was discussed and referred back to the City Supervisor to make an effort to secure volunteer replace- ment by the Adams interest. The City Supervisor reported that the Town Attorney had furnished him with a riling in reference to the erection of e two-family apartment on Lot 3 , Block 25, in accordance with instructions at the last regular monthly meeting. That the Town Attorney had ruled that the cancellations had come in time to be valid and that a permit had been refused. In as much as this permit had been withdrawn, B.B. McCormick & Sons cancelled all applications for buildings in the Town. A considerable discussion was had in reference to future planning for improvements after the war. ir. Chiasson, Chairman of the Planning Board, stated that he would give the matter his immediate attention. There being no further business for consideration the meeting adjourned.
