10-05-43 v MINUTES OF THE REGULLP MONTHLY MEETING OF THE ATLINTIC BELCH TOWN
COUNCIL HELD OCTOBER 18 , 1943, at 8 P. M. at the Town Hall , which
meeting was postponed from day to day because there w►as no ouorum
present on the net date , October 5 , 1943, and not until this date.

The meeting was called to order by the ores dent,
and the minutes of Sept. 20, 1943, were 'aporoved as read.
The minutes of the Special meeting of Sept. 27, 1943, were
approved with en amendment , dropping the word "redeemed"
in the resolution and adding 4-he let' er "d" to the word ourchase
in the first paragraph of the said resolution relating to the
cancelling of sever Seawall Bonds.
The Treasurer submitted his usual monthly report, which
upon motion of Mr. Cranford and seconded by Mr. Ch;arson, was
approved and ordered filed.
Upon motion of Mr. Chlesson , seconded by T . Cranford,

Upon motion of Mr. Cranford, seconded by Mr. Chiasson,
the Clerk was orde' ed to pay the service charge , only, on the
telephone bill of the Ldvisory Health Unit for this monthand
the succeeding months- within the Town's fiscal year.

CITY SUPERVISOR OF THE TONN OF ATLANTIC
BEACH , DUVAL COUNTY, FLORIDA, UPON THE
CANCELLATION OF CERT/ IN "TOWN OF ATLANTIC
BE/CH SEAWALL BONDS" , ISSUE OF OCTOBER
1 , 1933
I , C . R. FRAZIER, TOWN CLERK and CITY SUPERVISOR
OF THE TOWN OF ATLANTIC BEAeH '?UVAL COUNTY, FLORIDA,
DO HEREBY REPORT that:
On Sept. 27 , 1943 , I , at 9:30 P. M. in the said
Town of Atlantic Beach, and pursuant to and in accordance
with the directions of the TOWN COUNCIL of the said Town
contained in the sold Town Council 's Resolution No.
entitled "RESOLUTION DIRECTING CANCELLATION OF CERTAIN
'TOWN OF ATLANTIC BEACH SEAWALL BONDS' , ISSUE OF OCTOBER 1 , 1933 ,
did both in my capacity as said Town Clerk and as said City
Supervisor, plainly write in ink the word "Cancelled" across
the face of each of those said redeemed "Town of Atlantic
Beach Seawall Bonds" , issue of October 1 , 1933, numbered
90, 91 , 92, 93 , 94, 95 and 96; each of said bonds having
been in the face amount of One Thousand ( $1000.00)
Dollars; and each of said bonds having borne the maturity
date of October 1 , 1946. I DO FURTHER REPORT that in like
manner , at said titre and place , and pursuant to sold
Resolution as aforesaid , I did, both in my capacity as
Town Clerk and as City Su'ervisor as aforesaid, plainly
write, in ink, the work "Cancelled" across the face of
each of the interest coupons , attached, in groups of 7 ,
to each of said bonds; each said coupon having been in
the face amount of Twenty ( $20.00) Dollars; the coupons
on each of said bonds having borne the maturity dates
of October 1 , 1943 , April 1 , 1944, October 1 , 1944,
April 1 , 1945, October 1 , 1945 , April 1 , 1945 and
October 1 , 1946 , respectively.
And I DO FURTHER REPORT THAT, immediately con-
sequent upon my cancellation of said bonds and coupons
in the manner hereinabove related, I did then and there
completely burn and effectually and wholly destroy,
each and every, all and singular, the said bonds and
coupons.

Upon motion of Mr. Cranford, seconded by Mr. Chiasson,
the following resolution was adopted.

RESOLUTION RATIFYING CANCELLATION OF THOSE
CERTAIN "TOWN OF ATLINTIC BEACH SEAWALL
BONDS" , ISSUE OF OCTOBER 1 , 193 , BY TOWN
CLERK AND CITY SUPERVISOR. C. R. FRAZIER

WHEREAS, MR. C. R. FRAZIER, TOWN CLERK and CITY
SUPERVISOR of the Town of. Atlantic Beach, Duval County ,
Florida , did, in his capacity , both as said Clerk end
ga.,said City Suoervisor , and on Sent. 27, 1943 , at 9:30,
in the said Town of Atlantic Beach, and in the manner related
in his report dated Sent. 27, 1943 , entitled "REPORT OF C . P. FRAZIER,
TOWN CLERK AND CITY SUPERVISOR OF THE TO'ON OF ATLANTIC BEACH,
DUVAL COUNTY, FLOPIDA, UPON THE CANCELLATION OF CERTAIN 'TOWN
OF ATLANTIC BEACH SEAWALL BONDS' , ISSUE OF OCTOBER 1 , 1933" ,
effectually cancel and destroy each and every , ill and singular,
those certain bonds and coupons described in and accurately
identified by said Report, and
MHEREAS, said Report was on Sept 27 , 1943 , duly filed
of record among the permanent archives of the Town Council of
said Town and of the said Town Clerk's office at said Town of Atlantic
Beach; and
WHEREAS, it affirmatively appears from the record
of these cancellation proceedings that in cancelling and
destroying said bonds and coupons the said C. R. FRAZIER, acting
as aforesaid , did strictly and literally comply with the directions
given him in the Town Council of the said Town's Resolution No.
entitled "RESOLUTION DIRECTING CANCELLATION OF CERTAIN 'TOWN OF
ATLANTIC BEACH SEAVALL BONDS' , ISSUE OF OCTOBER 1 , 1933" ; and
NHEFEAS the indebtedness once evidenced by said
bonds and coupons has now for every purpose and with respect
to every person whomsoever been completely paid and discharged,
destroyed, annulled, cancelled , effaced, and abrogated;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL
OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA , that:
The cancellation fif said bonds and of said coupons
by the said C. R. Frazier , in the manner fully described
and set forth in his said report of Sept. 27, 1943, be
and the same is hereby fully and completely ratified,
adopted, aporoved , and confirmed in every respect and for
all purposes.
An Ordinance entitled "AN ORDINANCE Fixing , Imposing ,
and Levying a Reasonable Garbage Collection Fee Upon Every Owner
Lessee , Permittee , or Agent in Charge of any Property, Serviced
by the Garbage Collection Force of the Town of Atlantic Beach,
Duval County, Florida; and Prescrebing Civil Remedies for the
Delinquency of Amy Such Fee".
was introduced and upon motion of Mr. Chiasson , seconded
by Mr. Cranford, passed on first reading and referred to the
Laws and Rules Committee.
An Ordinance entitled "AN ORDINANCE Regulating the
Disposal of Garbage Within the Town Limits of the Town of
Atlantic Bench, Duval County, Florida , and Prescribing
Penalties for Its Violas-ion"
was introduced and upon motion of Mr. Chiasson, seconded
by Mr. Cranford, passed on first reading and referred to the Laws
and Rules Committee .
Mr. Orville Vickers tendered his resignation as Town
Treasurer, which upon motion of Mr. Cranford, seconded by Mr.
Chiasson Was accented with regrets and appreciation of the
services rendered by Mr. Vickers. Mr. Vickers resignation
to take effect at the close of business October 31 , 1943.
Upon motion of Mr. Cranford, seconded by Mr. Chiasson
Fred Allen was ap_ oointed Town Treasurer to become effective
11/ Nov. 1 , 1943.
Upon motion of Mr. Cranford, seconded by Mr. Chiasson,
the following resolution was adopted:
RESOLUTION
WHEREAS, Orville Vickers has resigned as Town Treasurer
of the Town of Atlantic Beach, effective at the close of

'WHEREAS, Mr. Fred C. Allen has been duly elected by the
Town Council as Town Treasurer
NOV THEREFORE BE IT RESOLVED that the Beach Bank of
Jacks�inville Beath , Florida be and is hereby designated as
the depository for al?. funds collected and helc by the mown
of Atlantic Beach and that such funds Ere subject to withdrawal
only upon the Treasurer 's check sinned by Mr. Fred. ellen, 'Treasurer,
when accompaned by a Town Warrant duly si caned by the Town Clerk
; and countersigned by one of the officials of the Town authorized
to sign such '?arrents.
BE IT FURTHER RESOLVED that all such Warrants drawn upon
the Town shell be signed by C . R. Frazier , Town Clerk and
countersigned by Henry G. Isaacs, President of ti-c Town Council
or E. L. Chiasson , Vice President.
IE IT FURTHER RESOLVED that a certified copy of this
resolution bearing the true and correct signatures of all the
above named officers be filed with the Beach Bank of Jacksonville
Beach, Florida.
