11-05-43 v MINUTES OF THE FFGULAR MONTHLY MEETING OF THE TOWN COTwCIL OF TH7 TOWN OF ATLANTIC BEACH; HELD N0VEMB7R 5, 1c43 , AT THE TOWN HALL AT 8 P. M. Present: ti. G. Isaacs E. L. Chiasson J. A . Cranford The meeting was held after postponement from day to day from Nov- ember 2nd. upon motion of Mr. Cranford, seconded by Mr. Chiesson, the minutes of the previous meeting were passed for reading. Mr. Orville Vickers, the former treasurer, submitted his report as of October 31 , showing the transfer of all funds both in the general account and the special assessment and interest account. Upon motion of Mr. Cranford, seconded by Mr. Chiasson, A fir. Vickers report won accented as 'correct and the account was closed. Upon notion of Mr. Cranford , seconded by fir. Reifsnyder Blacksmith 3.00 Clifford Payne & Garrison Co. 64,29 Florida Times Union 11 .52 Mason Lumber Co. 18.78 The Texas Co. 79. 40 1575.07 The ouestion of police radio was discussed, and inasmuch as the ser- vice has been discontinued by Jacksonville Beach , there is no further discussion to be hod at thin time . The Clerk was directed to advise the Gulf Life Insurance Co. that the Town would at this time pay $500 on the mortgage on the Town park. The balance of $500 to be extended for a period of two years with the priviled ;e of retiring a part or all of it prior to the expiration of the 0 new mortgage. The matter of donation to the Beaches Defense Council was passed to the next meeting. Upon motion of Mr. Chiasson, seconded by Mr. Cranford, C. P. Frazier, Town Clerk and City Supervisor , was directed to proceed with the necess- ary arrangements for the purchase of a K-2 International truck and chassis for the sum of $1146,82 as per the quotation dated September 30, 1943, submittedto the Town by ^uinn R. Barton Co. , ell of the necessary author- ization having been received from the office of Defense Transportation In Washington, that the City Supervisor be authorized to sign the necessary receipt and other papers to complete the transaction, and that a warrant in the amount of 1500 be issued at this time , and that the account be held open until January 1 , 1944 , when if balance is not paid, proper fin- ancing will be completed. Upon Motion of Mr. Chiasson, seconded by Mr. Cranford, flee City Supervisor was authorized to purchase a music box for the Town Hall for //7 recreational purposes for teen-age boys and girls . Sold music box to cost 195.00. 11/ The City Supervisor was directed to permit the use of the Town Hall by teen-age boys and girls on F'ridey and Saturday nights , and nights be- fore holidays , provided the Town Hall is available , and provided City Supervisor enforces proper regulations covering chaperones etc. resolution was received from the Wardens Civic Club in reference to bus service to the Beaches . This resolution was received, and the members of the Council agreed to take annropiate steps at the ,proper time. The matter ofinvesting the seawall surplus account in order to coll- ect interest between now and the time when the necessary installment of bonds can be retired was referred to Mr. Cranford for prop, r action. The question of replacing seawall steps was discussed, and it was the unanimous opinion that this matter be given a great deal more study before definite plans be made. The City Supervisor was directed to secure all information possib&e in reference to the different types of steps to be considered, together with the opinion of as many persons as possible who have suggestions to offer.
