02-10-42 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TONN COUNCIL HELD AT THE TOWN HALL AT 8 P.M. FEBRUAPY 10, 1942. The Clerk called the roll and the following members answered present: Fred C . Allen, E. L. Chiasson James A . Cranford H. G. Isaacs Mayor, G. L. Rosborough Town Attorney, C . C. Howell , Jr. The Clerk administered the Oath of Office to James A. Cranford as Councilman to succeed J. C. Cutler , resigned. The Minutes of the Regular Monthly Meeting of January 13th were read and approved. Mr. Cranford, Town Treasurer submitted his usual monthly financial report which, upon motion of Mr. Allen, seconded by Mr. Chiesson , was approved and ordered filed. Upon motion of Mr. Allen , seconded by Mr. Chiasson, the following bills were approved and ordered Haid : Atlantic National Bank ( Insurance Note) 41.53 Gulf Life Insurance Co. 15.00 Seaboard Oil Company 30.75 Consolidated Automotive Company 4.50 Shell Oil Company .75 Mason Lumber Company 12.35 Joe Dobbins 13.00 Southern Bell Telephone Co. 11 .24 N. A. Reifsnyder 2.00 Pasco' s Garage 2.00 C . C . Howell , Jr. 5.00 Zaun Equipment Company 100.00 Henry Oetjen 35.00 273.12 Mr. Howell explained to situation es to the tax and assessment account of P . E. Sugg , stating that there is at this time approximately 4700 available for payment on this account , that there Is a loan on the property providing for further pay- ment of taxes , but that this money cannot be released until after the new building now under construction has been completed. It was unanimously agreed that Mr. Sugg should be allowed to pay the Seawall account on one lot in full at this time , and that further action be held in abeyance until the additional funds have been released. The Town Attorney discussed the judgment in the Olgrigge case. Due to the fact that this year' s budget does not contain provision for the payment of this judgment , it was unanimously agreed that payment should be deferred for a time at least end preferably until the next budget when it will be included and provision made for tax to take care of it. The tax suit against X. H. Adams was discussed. The matter is still before the Supreme Court. OilkMr. Howell recited that S. S. Blondheim is in a serious physical condition at this time and suggested that if agreeable to the Council , suit to collect taxes be held in temporary abeyance . The Town Attorney read a letter received from the Fecon- struction Finance Corporation relative to the Town ' s position to future retirement of Seawall Bonds. The lest audit made reflects a deficiency in apparent assets in this connection. However , it is not possible to reconcile the final settle- ment of the case of N. H. Adams , et al ; the Town is not in default either on the bond or interest account end that if and when the Adams suit is finally settled, the Town will then be in a position to determine the future outlook of this account. A letter addressed to the President of the Council by Mrs. Owen Johnson, Secretary Mar Relief Fund Committee, Beaches Red Cross , was read. This letter asked for a contribu- tion by the Town. The Council discussed this matter at some length and it was unanimously agreed that this is a matter for individual donations; that Atlantic Beach individual contribu- tions have been the highest per capita at the Beaches and for that reason the Council does not feel et liberty to impose an additional burden on the tax payers. The Clerk WFS directed to write Mrs . Owen Johnson advising accordingly , but complimenting her and her organization on the splendid work and to individual- ly pledge full support and cooperation in this and all other necessary work for Defense . Mr. Isaacs presented an Ordinance entitled "RN ORDINANCE FOR BLACKOUTS AND OTHER MEANS OF PROTECTION AGAINST ATTACKS UPON THIS MUNICIPALITY BY LNEMILS OF THE UNITED STATES AND THEIR AGENTS : ETC. " Upon Motion of Mr. Chiasson, seconded by Mr. Cranford, this Ordinance was unanimously passed on first reading. Upon motion of Mr. Chiasson , seconded by Mr. Cran- ford , this Ordinance was unanimously passed on second reading. It was then referred to the Laws end Pules Committee and the Town Attorney. The City Supervisor reported the finding of a six inch cast iron main on the East side of Beach Avenue . It was stated that the condition of this main could not be determined except by being taken up. Because of the fact that the Town would be assured of enough salvage at scrap prices to off-set the cost of excavation, the City Supervisor was directed to make excavation. The question of feeding hogs the garbage as a matter of aid to Defense and a possible source of additional revenue was discussed at length. It was decided that the matter be allowed to stand until a complete study of its possibilities could be studied and e further report by the City Supervisor made. In the meantime , the Town would nay for nine pigs , total cost 25 . to be used in this further study.
