06-09-42 v THE MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TO,VN COUNCIL HELD AT THE TOWN HALL AT 8 P. M. JUNE 9, 1942. Present: H. G. Isaacs E. L. Chiasson James A. Cranford Fred C. Allen The Mayor , G. L. Rosborough was also present. The minutes of the regular monthly meeting held on May 19, 1942 on motion of Mr. Chiasson, seconded by Mr. Allen were approved as read. Upon motion of Mr. Allen, seconded by Mr. Chiasson, the report of Town Treasurer, Mr. Orville Vickers, was received and approved on motion of Mp.,- Allen, seconded by Mr. Chiasson. The following bills were approved and ordered paid. Meson Lumber end Supply Company $ 32.64 I. R. Wellington ( Maps) 10.00 Floyd's 2.00 Sanford-Hell Company 9.00 R. E. Wilkerson & Company 6.50 The Texas Company 36. 75 Attorney ' s fees - C. C. Howell , Jr. 5.00 Southern fell Telephone & Telegraph Co. 7.05 Texaco Service Station ( Joe Robbins 45.92 Mr. Allen reported that he had communicated with Mrs. R. E. Sugg in reference to the taxes end assessments on the Sugg property and that he had been advised by Mrs. Sugg that new arrangements were being made in reference to their property end that tax payments would be made in the course of the next few days. The Clerk reed a letter from Mr. James Q. Palmer, City Manager of Jacksonville fetch, making the Town of Atlantic each the price of $30.00 per month for police radio service. Upon motion of Mr. Cranford, seconded by Mr. Chiasson, it was agreed that this service would be used on a monthly basis; the Town of Atlantic each to pay the City of Jacksonville Beach the sum of $30.00 per month. It was further agreed that the City Supervisor arrange for the installation of the radio in the police car et a cost not to exceed $) .00. Upon motion of Mr. Chiasson, seconded by Mr. Cranford, the Clerk was directed to pay before September 1st, the sum of $500,00 on the Incinerator account. This , of course, is contingent upon whether or not sufficient collection willbe made in the neer future to take care of such a payment. The City Supervisor reported that he was unable to secure negro help end that he had hired high school boys to remove the oil from the 'each. The work is already under way and will be completed shortly. -" The Council discussed at length the numerous complaints received concerning the rental of living quarters by Mrs. George A. Pritchard and Mrs. J. A. Reid, to negro tenants. The City Supervisor was directed to take this matter up with each of these persons and and register with them the objections of the property owners to such a policy, asking that they immediately discontinue this practice and to instruct the police officers that he should carefully watch these places and any other places where negroes are tenants and if any such negroes are found in violation of law to immediately arrest them and hold them pending trial. The complaints referred to above have been bassed up disturbances from time to time in such negro quarters. The City Supervisor reported that the Army had complained regar'ding the sewage outfall at Sherman Creek near the Army camp from the Atlantic each Hotel. He stated that the matter had been turned over to the State aoard of Health and that they had indicated • that they would have the condition corrected. The letter of 71. H. Adams in reference to use, of, his private property contingent to the Town Park for beautification purposes was discussed and the City Supervisor, as auilding Inspector, was justified in his action in not issuing a permit for the erection of a fence along this line by Mr. Adams. The matter of roping off a bathing znone was postponed to the next monthly meeting. Upon suggestion of Mr . Isaacs, the traffic sign at 15th Street Runway was ordered moved to the north side of the runway. Mr. Cranford suggested that Mr. Howell , the Town Attorney, look into the ma tter of retireaa nt of seawall bonds to determine which bonds may be retired and, if possible , secure permission for the retirement of the first due bond.
