04-08-41 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL AT 8 P. M. , APRIL 8, 1941. The Clerk called the roll and the following members answered present: E. L. Chiasson J. C. Cutler Fred Allen The Mayor , G. L. Rosborough was also present. The Clerk reed the minutes of the Peguler Monthly Meeting of March 11tH, whicn were approved a` rend. Mr. Cranford, the Town Treasurer , suomitted pis usual monthly financial report , which upon motion of Mr. Allen, seconded oy Mr. Outler , was approved and ordered filed. Mr. Cranfora turned over to the Clerk the coupons paid on tne Seawell bonds of April 1 , 1941 , in the amount of 21820. Mr. Osborne , the former Town Treasurer, delivered to the Town Clerk all cancelled bonds and coupons, the bonds being fifty-nine one thousand dollar bonds. Upon motion of Mr. Allen, seconded by Mr. Cutler, the following bills were approved and ordered paid: Atlantic National Bank 52.62 Southern Bell Telephone Co. 8.00 The Ocean Beach Reporter 10.00 Beach Plumbing and Electric Co. 2.10 Mason Lumber and Supply Co. 26.49 99.21 . Upon motion of Mr. Cutler , seconded by Mr. Allen, the following oills, incurred In the Adams suit , were approved and ordered paid: C. C. Howell , Jr. 409.13 Dowling and Pattison 30.00 Louis R. Fendjg 125 .00 J. T. Landon 50.00 Tom Mason 75.00 689.12 Mr. Cutler moved the passage of en Ordinance entitled: "AN ORDINANCE Proviaing for a Town Health Officer pf and for the Town of Atlantic Beach , Duval County, Florida" , on third end final reading. The Ordinance was reed in full. Mr. Allen seconded the motion and the bill was passed on third and final reading, a roll call snowing all memoers present voted for passage. Mr. Cutler moved that Dr. K. K. Nearing oe appointed City Health Officer under of the provisions of the Ordinance as passed. Dr. Neering' s salary to be l per year. Mr. Allen seconded the motion and all members voted in favor of the appointment. The matter of garbage collection in the North Atlantic Beach area was thoroughly discussed. The City Supervisor advised that he nad not cut anyone off from this collection except those wnose payments were e4- 4r due. It was unanimously agreed to pass further action in this connection to the next regular meeting. Considerable discussion was had In reference to the with- drawal of the bill to enable residents outside the Town limits to come into the Town if approved py them. Mr. Cutler moved that tne Council go on record es ep' r^Oving the action of the :resident , Mr. Isaacs, in withdrawing the proposed bill from consideration by the Duval County Delegation . Mr. Allen seconded the motion. There was a roll call and the vote on the resolution wns as follows: For: Outler , Allen Against: Chlesson The Ordinance restricting the running at large o± dogs in the Town was passed for consideration at the next regular meeting, as was the Ordinance regulating buses, trucks, et cetera for hire. The Fuel Gas Ordinance was passed for consideration indefinitely. The City Supervisor Was authorized to purcnese ten speed limit signs fend was directed to Post a sufficient number of such signs on peach Avenue , (North and South) designating the speed limit as 15 miles per hour. The Mayor asked' that a study be made of suitable signs for the Beach during the time when the 3ench is roped off. The City Supervisor Was directed to,escer ain the type and cost of such signs, this information to be considered at a later meeting.
