01-02-40 v MINUTES OF THE FEGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TONN COUNCIL HELD ''.T 8 P. M. , JANUAPY E, 1940, AT THE TONN HALL. The Clerk called the roll and no members of the Council answered . The meeting was adjourned until January 3 , 1940. Trout The Mayor , Mr. George IT. Smith End Mr. C. C . Howell , Sr. , representing the Town i` ttorney , were also oresent . There being a quorum, the Council preceded to business. Upon motion of Mr. Outler , seconded by Mr. Trout , the minutes of the Regular Meeting of December 5th were approved as read. Upon motion of Mr. Trout , seconded by ;r. Outler, the re- port of Mr . M. V. Osborne , Town Treasurer , was approved and ordered filed. Drew Company Printing and Ste . 3.78 Town Attorney 5.0C 440.51 Upon motion of Mr. Rosborough, seconded by Mr. Trout , the President of the Town Council and the Town Clerk were authorized and directed to pay ti5O0. on the note for 41000. due at the Florida National Bank on January 13, 1940 and to make a new note in the sum of x500 for a period of sixty days . Harcourt Bull , Jr. , Chairman of the Toning Commission, presented the Commission ' s final report to the Council , recommending a Zoning Plan as shown by a colored map and recommending that the Town Council lass an Ordinance , the form ofwhich was presented for consideration. The matter was discussed in detail and by unanimous vote of the Council January 22 , 1940 was set as the date for a nubile hearing to be held in accordance with the provisions of Law relative to the proposed plan and Ordinance and the Town Attorney NRS directed to insert in the Jacksonville Journal on January 5 , a notice to the general public of such public hearing. This public hearing to be held at the Town Hall at 8 P. M. , January 22 , 1940. The Council heartily commended the work of the Zon- ing Commission and asked that Harcourt Bull , Jr. convey to all Members the deepest r opreci ation of the Town Counc3 1 for the work Performed. The Clerk was directed to call a special meeting of the Town Council on that date , January 22nd , and all members were requested to be present. The Clerk vas also directed to call a special meet- ing of the Town Council for 7:30 P. P. , January 12 , 1940, at which time the Council would make a study of the proposed Zoning Plan and suggested Ordinance. Other matters to be included in this call for a special meeting are as follows : To receive a report of the Board of Appraisers , appointed by Ordinance to estimate the accrued benefits to abutting property owners along the recently completed Street Project. Mr. E. L. Jones and Don E. Goodling, members of this Board of appraisers , were present and their duties in reference to this appraisal were fully explained to them. Mr. Howard Belote , County Commissioner appeared be- fore the Council and explained in detail the obstacles the County of Duval has encountered in completing the paving of Sherry ':rive from i`,tle ntic Boulevard to the Plaza. Mr. Belot expressed regret for the inability of the County to go forward with this work and pledged to put forth every effort possible to complete Sherry Drive and in case the County is unable to do so , to at least pave in front of the new School . The Council expressed their appreciation of the interest shown by 'r. Iielote and pledged thorough cooperation. Mr. O. J. Oosterhoudt , Auditor , submitted his report on the auditing of the Town ' s records for the fiscal year ending September 30, 1939 and explained some of the points relative thereto. : r. Oosterhoudt was commended on the work performed and was requested to submit a proposition to make monthly examination of the records with a view to having the audit completed at the end of the fiscal year. Mr. Howell asked the Council for instructions for the Town attorney to reply to an inquiry from the New York Bond Attorneys, Thomson, Jood and Hoffman, in which they asked to be advised whether or not they should close their file insofar as the Town of 2'tlentic Beach is concerned. The Council immediately instructed Mr. Howell to advise Thomson, Vood and Hoffman th= t the matter is not yet closed. Upon motion of Mr. Cutler, seconded by Mr. Trout and unanimously adopted, an Ordinance calling for a Bond Election, which was passed on First and Second Reading on august 14, 1939 , was abandoned. Mr. M. V. Osborne , 'Town Ireasurer,tendered a letter of resignation, with the request that the Council act upon the matter as soon as possible. The letter was ordered filed and Mr. Osborne, who was present , was adv, sed thf.t the Council would take the matter under consideration. P letter signed by ?ors . Lgnes B. Griffin, President of the Fletcher Parent-Teachers Association, asked that the Town include in its next budget some assistance to the - .T. A . to assist in carrying on its student welfare work. The letter vas received and ordered filed and the Clerk directed to advise "rs. Griffin th- t it would he given due consideration when the next budget is prepared. The City Supervisor explained relative to the claim of the Nye Odorless Incinerator Company of Macon , Georgia , that the recently constructed incinarator is en infringement on their patent. There appears to be no action called for in this connec- tion at this tiire , the Town Attorney having been advised of the situation. The City dunervisor was authorized and directed to take whatever steps are necessary and ,warranted to install fire plug or a hose connection at the corner of Eleventh Street and Beach Avenue . The City Supervisor was authorized and directed to proceed with plans for paving Third Street from East Coast Drive to Sherry Drive and directed to call a special meeting of the Town Council , if found necessary, to take whatever stens may be required in this direction. The City Supervisor explained that he had tentative figures on mixed-in-place paving on this Street and that the figure was slightly under BO ' per abutting property foot or x1.60 per lineal foot. He advised that B. B. McCormick and Sons had responded to his request for tentative bids and that they are now in the process of preparing estimates for this and other Street Projects.
