07-18-40 v MINUTES OF A SPECIAL MEETING OF THE ATLANTIC BEACH TOO COUNCIL HELD AT THE TONN HALL AT 8: 00 P. M. , JULY 18 , 1940. Present: E. L. Chiasson J. C. Outler G. L. Posborough Thomas N. Trout The Mayor , Mr. George H. Smith and Town Attorney, !!r. C . C. Howell , Jr. were also present. Pursuant to the following notice , the President of the Town Council called the meeting to order: To: George H. Smith, Mayor , J. C. Cutler, G. L. Posborough, E . E. Sugg, Thomas V. Trout , Councilmen and • C . F . Frazier, Town Clerk. You, and each of you are hereby notified of, and respectfully urged to be present at a special meeting of the Town Council of the Town of Atlantic beach , Duval County, Florida, to be held at the Tovn Hell in said Town at 8 P. M. the 18th day of July, 1940, for the purpose of: Passing a r=esolution providing for the qualification of candidates for the office of Mayor and five Council- men to be elected August 13, 1940. Approving the form of ballot to be used in said election. Receiving the nomination of the Clerk and two Inspectors to hold the election, this nomination to be made by the Mayor. Dated at Atlantic Beach, Florida , this 12th day of July, 1940. E. L. Chiasson, President , Atlantic Beach Town council . The reading of the minutes of the Regular Monthly Meet- ing of July was postponed until the next Regular meeting. Mr. Outler offered the following Resolution which was seconded by Mr. Trout and unanimously adopted: - x E S O L U T I 0 N - RESOLVED BY THE TO`NN COUNCIL of the Town of Atlantic Beach, Florida, that every candidate for the office of Mayor or for Membership on the Town Council to be elected at an election to be held on the 13th day of August, A . D. 1940, desiring his name to be printed on the official ballot, shell notify the Town Clerk, in writing, on or before the 3rd day of August , A. D. 1940, at 6 o'clock P. M. and each candidate for Mayor filing such notice shall be required to pay a fee of five dollars 05.00) and each candidate for member of the Town Council , a fee of five dollars ( ":5.00) at the time of filing said notice. 11, RESOLVED FURTHER, that the Town Clerk shall have prepared for said election, a printed ballot with the names of the candidates complying with the terms of this resolution, and there shall be printed under each office to be voted for in this elec- tion, blank lines equal in number to the names of the persons who may be elected to fill that office. 1 The form of ballot to be used at said election shall be in substantially the following form: OFFICIAL BALLOT ATLANTIC BEACH, FLORIDA Election of August 13th, 1940. Make Cross Mark (X) before the name of your choice. Vote for one For Mayor Vote for five for Town Council RESOLVEL FURTHER, that the Mayor shall appoint three Inspectors to hold said election, which shall be held and con- ducted as nearly as may be the same as State Elections and it shall be the duty of the inspectors to certify the result of said election to the Town Council , which shall meet at eight ( 8) o' clock, P. M. on the said August 13th, A . D. 1940, to receive the returns of said election and declare the results thereof. RESOLVED FURTHER, that the person receiving the high- est vote for Mayor shall be declared acrd elected and the five ( 5) persons receiving the highest vote for Town Council shall be declared elected for the ensuing term. RESOLVED FURTHER , that this Resolution shall be post- ed at the Town Hall . Approved this day of July, A. D. 1940. Mayor President, Atlantic Beach Town Council Town Clerk The Mayor named C . G. Kestner, Clerk and Mrs. Victoria Nelsh and Mrs. Elvira Duval as Inspectors. Upon motion of Mr. Rosborough, seconded by Mr. Outler, the appointment of these Election Officials was unanimously adopted.
