08-13-40 v MINUTES OF A RECESSED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL FROM AUGUST 13th to AUGUST 16th, 1940. The Clerk called the roll and the following members answered present : Harcourt Bull , Jr. E. L. Chiasson, H. G. Isaacs J. C. Cutler Geo. H. Smith. ' J The Mayor, Mr. G. L. Rosborough was present •e&—.- i �.cx.•`h�', Stu /1c-.A. %L CLO-- a4' Mr. Chiasson, the President Pro Tem called the meeting to order and announced that nominations would be received for the permanent President of the Council. Mr. Outler nominated Yr. Geo. H. Smith, which nomination was seconded by Mr. Bull and Yr. Smith was unanimously elected es the President of the Town Council for one year. Mr. Smith took the Chair. Mr. Bull placed the name of Mr. Chiasson in nomination for Vice-President. The nomination was second- ed by Mr . Isaacs and Mr. Chiasson was unanimously elected as Vice-President of the Town Council for a period of one year. Mr. Cutler offered the name of Mr. Chiasson as Chairman of the Public "forks Committee. This nomination was seconded by Mr. Bull and Mr. Chiasson was unanimously named. Mr. Cutler offered the name of Mr. Isaacs as Chairman of the Finance and Taxation Committee , Mr. Chiasson seconded the nomination and Mr. Isaacs was unanimously named as Chairman of this Committee. Mr. Chiasson offered the name of Mr. Bull as Chairman of the Laws and Rules Committee, Mr. Cutler seconded the nomination and ?:'.r. Bull was unanimously named. Mr. Chiasson offered the name of Mr. Cutler, as Chairman of the Police Committee, Mr. Isaacs seconded the nomination and Mr. Outler was 'unanimously named as Chair- man of the Police Committee. By unanimous agreement, the -'resident of the Council was made an Ex-Officio member of all four Committees and the following were named as the third member on each committee : Public ,forks - Mr. Bull. Finance and Taxation - "r. Outler. Laws and Rules - Mr. Chiasson. Police Committee - Mr. Isaacs. Mr. Chiasson moved that the second Tuesday in each month be designated es the date for the Regular Month- ly meeting of the Atlantic Beach Town Council; 8:00 P. M. was designated as the hour end the Town Hall the place for holding such meetings. Mr. Bull seconded this motion end it was unanimously adopted. Upon motion of Mr. Cutler , seconded by Mr. Isaacs, the appointment of J. L. Russell as Town Marshal was approved. Upon motion of Mr. Chiasson, seconded by Mr. Bull, C. F. Frazier was appointed as City Supervisor, Town Clerk, Tax Collector and Building Inspector. Upon motion of Mr. Isaacs, seconded by Mr. Outler, Brooke G. White , Jr. was appointed Tax Assessor. 4110 Upon motion of i-'.r. Bull, seconded by Mr. Chiasson , the services of C. C. Howell , Jr. , were retained as Town Attorney. Upon motion of Mr. Chiasson, seconded by Mr. Outler, J. A. Reid was appointed Municipal Judge. At this point , the question of a Town Treasurer was thoroughly discussed. It was the desire of the Council to appoint Mr. M. V. Osborne as Town Treasurer, however, there is on file a resignation submitted by Mr. Osborne and he had insisted to et least three of the members of the new Council that his resignation be <accept- ed. It was finally agreed, with a. great deal of reluctance , that the Council accept Mr. Osborne 's resignation. The Town Clerk was directed to write a letter to Mr. Osborne thanking him for his services and advising that his resignation was accepted with deep regret. Mr. Isaacs nominated James A. Cranford as Town 40 Treasurer , which nomination was seconded by Mr. Outler and Mr. Cranford was unanimously appointed. The Chair explained that many promises have been made by the City of Jacksonville with regard to street lights and that :9r. Anders promised faithfully that these lights would be installed without any further delay. Mr. Bull suggested that the City Supervisor be asked to submit, from time to time , written or verbal recommendations to the Council as a whole or to the various Committees indicating his opinions in reference to the disposition of various problems that come up. By unanimous agreement, the City Supervisor was directed to follow such a course. The Chair expressed the desire that the various Committees proceed to function at as early a date as possible , in order to complete plans for definite work during the coming two years; that in his opinion the Town should follow some planned procedure in connection with Public :forks and Finance and Taxation. The question of mosquito control was discussed, there having been some indication that malarial mosquitoes are present in the Town and it was decided that the Town Council would do all within its power to cooperate with the Federal Government, State Board of Health, County Officials and Officials of the other Beach Municipalities in an effort to eradicate both pest and malarial mosquitoes. It is believed that no doubt such a program will be under- taken by the Federal Government in view of the fact that enlisted men of the Navy will be stationed nearby and in this connection the Government is always alert. The meeting was called to order by the President and the following answered the roll call : E. L. Chiasson J. C. Outler Thomas . Trout G. L. Rosborough The Mayor , George H. Smith and Town Attorney, C. C . Howell , Jr. , were also present. Mr. Outler introduced the following Resolution and moved its adoption. The motion was seconded by Mr. Trout and unanimously adopted. " R E S 0 L U T I 0 N. WHEREAS, the Inspectors and the Clerk of the General Election held in "tlantic Beach, on August 13th, A. D. 1940, for the purpose of electing a Mayor and hive Councilmen, canvassed the votes cast and did make due returns of the same in words and figures as follows: CERTIFICATE OF RESULT OF GENERAL ELECTION OF THE TOWN OF ATLANTIC BEACH, HELD ON TUESDAY, AUGUST 13, 1940, FOR THE PURPOSE OF ELECTING A MAYOR AND FIVE COUNCILMEN. TO THE TOWN COUNCIL TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA. We , the undersigned, being the Inspectors and Clerk appointed to conduct the General Election in the Town of Atlantic Beach, on Tuesday, August 13, 1940, for the purpose of electing a Mayor and five Councilmen, hereby certify that we conducted said election on said date, and counted the ballots cast for and against the candidates whose names are printed on the ballots and find the results to be as follows: The number of qualified voters, according to the Registra- tion Book, TAS 223 The number of such qualified voters who participated in said election, and who cast ballots in said election, WAS 179 The number of Ballots cast for G. Be it further resolved, and it is hereby found and deter- mined by the Town Council of Atlantic Beach, edting in the capacity of a canvassing board, that a majority of the qualified voters, who participated in said General Election cast their votes in favor of the above candidates as follows : FOR MAYOR G. L. Rosborough 162 FOR COUNCILMEN Harcourt Bull , Jr 146 E. L. Chiasson 145 H. G. Isaacs 131 J. C. Outler 141 George H. Smith 139 and it is further found and determined that the above named candidates ere elected to serve for the next two years. M. AT THE TOWN HALL ON AUGUST 13 , 1940. The Clerk called the roll of the members of the newly elected Council end the following answered the roll call : Harcourt Bull, Jr. E. L. Chiasson J. C. Outler Geo. H. Smith Mr. H. G. Isaacs was not present. Mayor Elect Rosborough was also present. The Town Attorney administered the oath of office to Mr. Rosborough es Mayor and to the four members of the newly elected Council that were present. Upon motion of M: . Cutler, seconded by Mr. Smith, Mr. Chiasson was unanimously selected as President Pro Tem and Mr. Smith Vice-President Fro Tem. Upon motion of Mr. Bull, seconded by Mr. Outler, it was voted to keep all present Town employees in their position until en organization meeting which will be held at en early date. Mr. Cutler then moved that the Council Recess until Friday, August 16 , 1940, at 8 P. M. This motion was unanimously adopted. President Pro Tem Atlantic Beach Town Council.
