11-12-40 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TO7JN COUNCIL HELD AT THE TONN HALL AT 8:30 P. M. NOVEMBER 12, 1940. The Clerk called the roll and the following members answered present: Geo. H. Smith J. C . Outler E. L. Chiasson H. G. Isaacs Harcourt Bull , Jr. Mayor Rosborough was also present. Upon motion of Mr. Isaacs, seconded by Mr. Outler, the minutes of the Regular Monthly meeting of October 9th were approved as read. Mr. Cranford, Town Treasurer, submitted the financial report for the month of October, which was approved and order- ed filed . At Mr. Crar_ford's suggestion, the Town Clerk was directed to secure from the former Town Treasurer , Hr. M. V. 7 Osborne , all Seawall bonds which have been retired and to re- tain them in the office pending final destruction. On Motion of Mr. Outler , seconded by Mr. Isaacs, Mr. Cranford was authorized to send a letter to the P.F.C. agree- ing to make payment on Seawall bonds and interest through the Federal Reserve Bank of Atlanta . The regular order of business was dispensed with so that Mrs. Richardson, Mrs. Mabry and Mrs. Isaacs m° ght be heard in reference to a plan to coordinate welfare and health work at all the Beaches. It was suggested that some member of the Town Council be designated to serve on the Advisory Committee for Nelfare and Health. Mr. Isaacs roved that the Mayor annoint some member of the Council to serve , the motion was seconded by Mr. Bull and it was adopted. The Mayor appointed Geo. H. Smith as the uouncil member to serve on this advisory Committee. Corporation ( Salteir pipe ) 15.00 P.T.A. Atlantic Beach 10.00 1035.39 The Ordinance covering a proposed new numbering system was, brought up for discussion. This Ordinance was referred to the Laws end Rules Committee and to the. Town attorney for final consideration before passage. The problem of dogs was discussed. It was suggested that all animals,' poultry, et cetera, be made the subject of restriction and it was unanimously agreed to refer the matter to the Laws and Rules Committee with request that a suitable Ordinance be drafted. The matter of a law to authorize the condemnation of buildings dangerous to life and limb and a detriment to the Town was discussed. This was also referred to the Laws and Rules Committee. A discussion was had with regard to bills in connec- tion with the Incinerator. Mr. Outler introduced an Ordinance entitled: AN ORDINANCE DEFINING THE TERM "GARBAGE" AS USED HEREIN; ES- TABLIHING AND IMPOSING A CHARGE OR FEE FOR THE SERVICE OF GARBAGE COLLECTION RENDERED BY THE TOWN OF ATLANTIC BEACH, FLORIDA; DECLARING CERTAIN ACTS OR PRACTICES AS HEREIN DES- CRIBED RELATIVE TO THE ACCUMULATION, DEPOSIT, STORAGE AND HANDLING OF GARBAGE TO BE UNLAWFUL AND A VIOLATION OF THIS ORDINANCE; PRESCRIBING PENALTIES FOR VIOLATING THE PROVISIONS OF THIS ORDINANCE; REPEALING ALL O'DINANCES OR PARTS OF ORDINANCES INSOFAR AS THEY MAY BE IN CONFLICT OR INCONSI: TENT ;;ITH THE PROVISIONS OF THIS ORDINANCE, and moved its passage on first reading. Mr. Issses seconded the motion and this Ordinance_ was passed on first reading. "'r. Outler moved the passage of this Ordinance on second reading, Mr. Isaacs seconded the motion and it was passed on second reading. The matter of Control Ordinances covering Bus, Taxi- cabs, freight lines , et cetera, was discussed and referred back to the Laws and Rules Committee for further study. Considerable discussion was had regarding methods to be used in an effort to have Sherry Drive completed. The City Supervisor was instructed to prepare petitions to be signed by taxpayers and voters interested so that such petitions may be V secured for presentation to the Board of County Commissioners. The question of installation and inspection of liquefied fuel gas was passed to the December Council 7eeting. General repairs on intersecting .streets at Sherry Drive ware discussed end referred to the City Supervisor for such work as can be done. The plans of Mr. John Reineking, for a two-story, two family house at Eleventh Street and Ocean Boulevard , were resected. The question of the purchase of a heater. for the police car was referred to the Chairman of the Police Committee. Mr. Outler was assigned the task of securing a flag for the Town Fall. The Clerk read a letter from the Town Attorney advising that the Adams Seawall suit had now .gone to the -Supreme Court.
