12-10-40 v MINUTES OF THE REGULAR MONTHLY MEETING OF THF ATLANTIC BEACH TO'+VN COUNCIL HELD AT THE TOWN HULL AT 8:00 P. M. DECEMBER 10, 1940. The Clerk called the roll and the following members answered present: E. L. Chi.asson H. G. Isaacs, Harcourt dull, Jr. Mayor G. L. . Rosborough was also present. The meeting was called to order by H. L. Chiasson, Vice-President. The Clerk read the minutes of the meeting of November 12, 1940, which were approved as read. At this point the Clerk read the following letter of resignation of George H. Smith: November 19, 1940. Honorable Town Council , Atlantic Beach, Florida . Gentlemen: " 'The time has come ' , the walrus said, 'To speak of many things Err and I wish that in this instance I had nothing more to speak of than "Cabbages and ►pings" . Unfortunately for me , this letter must close what has, up to now, been one of the most pleasant experiences of my life ; namely, serving with you in a common effort to make our town a better place in which to live. As I look at the last four and a half years in retro- spect; i think that I can honestly say that we have corp a long way in our efforts to reach our objectives. Ve 've had our ups end downs, we 've made mistakes, learned our lessons , and sometimes we couldn ' t see eye-to-eye. i-jut the thing that stands out is that we 've pulled together and started the wheels of progress rolling in Atlantic Beach. So in tendering my resignation, es I do herewith , it is with the sure conviction that progress for Atlantic Beach has only commenced and that under'your wise administration the affairs of the town will continue to prosper. Be Assured that Atlantic Peach will always share in' my thoughts and affections, and that you, who are fortunate in remaining with her, have my most sincere good wishes for the years to come. Cordially yours, ( signed) Geo. H. Smith. The Chair expressed regret at the receipt of this letter and the knowledge that Mr. Smith' s valuable services have been lost. Thereupon, Mr. Isaacs introduced the follow- ing resolution and moved its adoption. The motion was second- ed by Mr. Bull and all members present voted adoption: VHEREAS, Geo. H. ' pith has served the Town of Atlantic Beach as .iayor for four years and as a member of the Town Council and as President of this body well and faithfully, and WHEREAS, the said Geo. H. Smith has been a valuable citizen of the Town of Atlantic Beach for a number of tears, exerting deep interest at all times in all things ending to make the community a better place in which to live ; unselfishly devoting much of his time and effort to educational , civic and religious move- ments; and , WHEREAS, he has been called to broader fields of endeavor in his own personal business , and in order to accept the opportunities offered him has tendered his resignation as President and Member of the Town Council , NO'+N, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TO NN COUNCIL That the resignation of this most valuable member of the Town' s Official family is hereby accepted with much reluctance and in the knowledge that there will be a vacancy in the affairs of the community difficult to fill , and BE IT FURTHER RESOLVED That on behalf of the remaining members of the Town' s Official family and the residents of the Community , this body wishes Mr. and Mrs. Geo. H. Smith Godspeed, the best of health, happiness and success and conveys to them the hope that some day they may be able to return to Atlantic Beach where a welcome sign will always be out for them. Corporation 5.00 P.T.A. , Atlantic Begch 10.00 Life Savings Corps 100.00 Beach Plumbing and Electrical Co. 2.97 Consolidated automotive Company 2.94 Jax Uniforms, Incorporated 50.00 655.09 The statement of the City of Jacksonville ,covering excess current used for street lighting, was referred to Mr. Chiasson, who will confer with Mr. Anders in reference thereto . A report on work at the intersection of Sherry Drive was made. It was reported that some work has been done by the County and some by the City Supervisor. The matter of restricting the parking of commercial 4111 vehicles in residential sections was referred to the Laws and Rules Committee . The following matters were passed to the next Regular meeting: ( a) Passage of a !wilding Code . (b) An Ordinance regulating the running at large of animals. (c ) An Ordinance fixing garbage collection fees. (d) An Ordinance providing for inspection of installation of fuel gases and oils. le ) Street Numbering Ordinance. The matter of considering a successor to Geo. H. Smith was passed to the January meeting. The Clerk read a letter signed by Mrs. Margaret N. Oltrogge relative to injuries sustained by Carl Oltrogge at the steps to the Ocean at Sixth Street End. This letter was referred to the Town Attorney with instructions that he use his best judgement as to the manner in which it should be handled and to make reply to the letter if he deemed it advisable . This action was taken on motion of Mr. Isaacs , seconded by Mr. Bull , and voted for adoption by all three of the Councilmen present. A letter from Mrs. Jane L. Jones , Secretary of the Fletcher High School P. T. A. was read and passed for consideration vending further information thereon. Harcourt dull , Jr. reported that he attended the meeting of the Beach Advisory Council for Health and Welfare on Monday night and that he had been asked for a donation of N;5.00 from the Town to aid in the Community Christmas Tree affair at Jacksonville beach. upon motion of Mr. Isaacs, seconded by Mr. Bull , g;5.00 was appropriated, all three members present voting in favor of the motion. The City Supervisor was instructed to proceed with the repair and replacement of steps at the Street ^nds. The Mayor recommended Jimmie Jarboe for appointment as Assistant Town Marshall . Upon motion of Mr. Bull , second- ed by Mr. Isaacs , the appointment was approved; Mr. Jarboe to serve without remuneration. voting for approval were H.G. Isaacs, Harcourt Bull , Jr. and K. L.
