CITY OF ATLANTIC BEACH
PARKS AND RECREATION ADVISORY BOARD MEETING
APRIL 19, 1996
A special meeting was held Wednesday, April 10, 1996, at Adele Grage
Community Center. The meeting was called to order by Chairman Dezmond
Waters at 6:1r1 PM. Present were:

The minutes of the lasting meeting were reviewed and a motion made by
Barbara Hopson to approve them, as written. Ed Waters seconded and
the motion carried.
Patricia Goelz made an addendum to the February 28 meeting minutes,
which was the Board came to a consensus• that lights on ball field
B be separate from other improvements in Russell Park.
The first order of business were signage. Dezmond began the discussion
by stating that he understood it was the Consensus of everyone involved
that the standard sign of the City would be the same as the welcome to
Atlantic Beach sign. Barbara added that the letters on the welcome
signs are outlined in gold which is expensive. Patricia questioned
whether or not that size/shape sign be used as a park sign. Barbara
was ask to provided Dezmond with the name and number of the person who
designed the welcome sign and this item was deferred until the next
meeting.
BULL PARK IMPROVEMENTS
Cindy Corey, Chairperson of the Bull Park sub-committee presented and
discussed a plan for improvements and enhancements to Bull Park. The
plan consisted of covered seating areas, shrubs, additional parking,
new playground equipment and sidewalks.
Mayor Fletcher expressed that he would rather not see green space
eliminated for parking. The City Manager added that additional parking
constitutes more cars.
There was no vote taken, but the Board agreed to the following:
* the building would remain
* central plaza with memorial, seating and walkway
* tennis court remains with landscaping
* open green space for free play
* relocate mail box
* reconstruct East parking lot
There also was a consensus that the play area would not be limited
to one age group and would include the following:
* jungle gym
* merry go round
* see saw
* basketball court
* swings (for older kids and tots)
The Recreation Director informed the Board that there's not enough
room in the park for the amount of improvements being discussed.
The parking became such a hot topic until Ed made a motion to eliminate
the West sidewalk and create parallel parking. Dezmond seconded, then
made an amendment to the motion which is to move the sidewalk South.
Barbara seconded. The motion failed (3-2) .
Barbara made a motion that the playground area be enlarged by doing something
with the parking and moving the sidewalk as far as we can. Mary
seconded and the motion carried.
The Board lost quorum therefore the meeting adjourned.
