BEAUTIFICATION COMMITTEE MEETING
June 13, 2001
A regular meeting of the Beautification Committee was held Wednesday, June 13, 2001, in the
City Hall Conference Room. Present were Chairperson Jody Richards, Dee Carter, Gloria
Vaughn, Parks and Recreation Director Timmy Johnson and Susan Dunham.
1. Call to Order
The meeting was called to order at 7:35 p.m.
2. Recognition of Visitors
None.
3. Approval of Minutes of May 9, 2001
Chairperson Richards requested that the following changes be made to the Minutes of May 9,
2001: 4.A. Paragraph 2, change "eucalyptus" to "ealeagnus."
A motion was made by Committee Member Carter, seconded by Committee Member
Vaughn and unanimously carried to approve the Minutes of May 9, 2001, as amended.
4. Old Business
Chairperson Richards asked if La Chateau Condominiums has written a letter to state that they
would maintain the 8~' Street beach access. Mr. Johnson responded that he spoke with Mr. Vedro
who advised that they would submit the letter when his committee meets. Chairperson Richards
stated that she would like to see the drip irrigation system installed at this location.
A. Update on Landscaped Areas: Mr. Johnson stated that the new gardener, Julie Bremer, is
doing an excellent job. He gave the following update on landscaped areas:
• 5-way Stop: installed Lantana;
• City Hall: installed African iris to add color;
• Atlantic and Seminole: installed plants, mulched and trimmed crape myrtles;
• Ahern Street: installed. annuals;
• Rose Park: the City Manager requested landscaping so trees, plants and Aztec grass were
installed;
• Trimmed trees throughout the City;
• Aquatic Gardens: installed Lantana.
Committee Member Carter requested that the weeds be removed around the trees along Saturiba
Drive.
Mr. Johnson stated that Terry Putnam is still out on worker's compensation and he did not know
when she would return to work.
B. Committee Membership: Chairperson Richards stated that she approached several people to
join the Committee but the general feeling of these people was that the Committee was not
effective or serious. Dee Carter stated that she called Camille Hunter to see if she would be
,, interested to join the Committee but she was not able to reach her.

C. Beautification Committee Guidelines: Chairperson Richards stated that the City now
employs staff to take care of the landscaping and, in addition, there are not a lot of areas in
Atlantic Beach that need to be beautified. She further stated that the Committee needs to
determine its function. Committee Member Vaughn stated that she felt the Committee's role was
to set policy and make sure the policies are being followed. She also stated that she felt it was the
Committee's role is to guide the people who maintain the landscaping with a philosophy that is
agreed upon with regard to plantings and irrigation. Chairperson Richards stated that the
Committee was not asked for input on the landscaping of Rose Park and, apparently, the City did
not feel it was necessary to discuss with the Committee. She further stated that there are only a
limited number of parks and possibly that the Beautification Committee is not needed.
Chairperson Richards stated that she was still waiting for copies of the flyover plans.
D. New Areas to Beautify:
Discussion was held with regard to new areas to beautify. The following were suggestions from
the Committee:
• Sailfish Drive: Mr. Johnson stated that the mounds need to be cleaned and a bed placed
in the corner;
• 15~' Street triangle: Committee Member Vaughn stated that she thought this area was
going to be affected by the core city project. Chairperson Richards asked for an update
from Public Works;
• Medians on Plaza;

• Selva Marina Drive.
Chairperson Richards asked Mr. Johnson if there were any more parks planned. Mr. Johnson
responded that the Dutton Island plans call for a canoe launch, parking, trails, sewer, bathrooms,
water lines, some clearing for camping, installation of an electrical line and, possibly next year,
the addition of a fishing pier. Mr. Johnson also stated that when the flyover is completed, there
would be a retention pond with a track around it and a pocket park by Silvers, which could
accommodate a picnic table and a trash can.
E. Public Information Seminars: Chairperson Richards stated that she knows people in the
landscape business that would be willing to speak at seminars. She also suggested that the
Committee schedule dates and topics for the upcoming year. The Committee determined that the
first seminar would be held in October. Committee Member Vaughn stated that she would
contact Florida Yards and Neighbors and Committee Member Carter stated she would contact
Camille Hunter.
Chairperson Richards advised the Committee that her term as chairperson would expire in March
2002 according to the Resolution.
5. New Business
A. 2001/2002 Budget: Discussion was held with regard to the budget and the Beautification
Committee requested to add $3,000 for information seminars.
6. Announcements/Reports
The Committee canceled the July meeting and rescheduled the. August 8 meeting to August 1 at
