Adjournment ~,.. ,~ . . ,,~.,., MINUTES OF BEAUTIFICATION COMMITTEE January 12, 2000 A regular meeting of the Beautification Committee was held Wednesday, January 12, in the City Hall Conference Room. Present were June Morris, Chairperson, Mimi Ames, Barbara Bonner, Steve Geuther, Jean Norton, Gloria Vaughn, Staff Members Susan Dunham and Ron Schiebler and Visitors Rick Beaver and Theo Mitchelson. I. Call to Order The meeting was called to order by Chairperson June Morris, at 7:35 p.m. II. Introduction of Visitors June Morris introduced Commissioners Rick Beaver and Theo Mitchelson. Theo Mitchelson discussed the possibility of a tree giveaway to re-establish the tree canopy in areas such as Royal Palms and parts of Section H in Atlantic Beach. Discussion was held in regard to what type of trees and the size of trees. Rick Beaver discussed the monies available in the Tree Fund and particular types of trees that would survive in Atlantic Beach. The following was determined: 1. Use sycamores and live oaks to re-create tree canopy; 2. Hold the giveaway in the fall so that it does not conflict with the Greenscape tree sale; 3. In neighborhoods lacking tree canopy, have meter readers distribute door hangers with an application on the back; 4. Rick Beaver will talk with the owners of Hickory Creek about a possible annual contract to purchase trees; 5. Rick Beaver and Theo Mitchelson will attempt to change the Tree Ordinance to allow the trees purchased with Tree Fund money to be planted on private property; 6. The Committee will put together a request to the Commission outlining the tree giveaway. III. Approval of Minutes Barbara Bonner motioned to approve the Minutes of November 10, 1999, as submitted; Mimi Ames seconded and the motion carried. IV. Old Business A. Arbor Day Program: Steve Geuther advised the Committee that the next Greenscape meeting is scheduled for Friday, January 21. Susan Dunham gave an update from the December Greenscape meeting: 1. Greenscape is still looking for a sponsor. Aqua East and Prudential have declined to be sponsors so Greenscape will pursue Oceanside Bank as a sponsor. 2. Greenscape would prefer the sale location to be on Atlantic Boulevard so they will continue to search for an alternate site to the Community Presbyterian Church. 3. 3,000 trees and shrubs will be available for sale. 4. We will be responsible for getting approximately 20 volunteers to load plants and 5-6 volunteers to wave signs. 5. Barbara Hopson made arrangements for the Mayport Middle School band to play at the sale. 6. Susan Dunham will arrange for tables, chairs and a tent. B. Ron's Update on Landscaped Areas: Ron will be deadheading and fertilizing plants. Ron is also putting in railroad ties on Sailfish Drive. Ron's last day with the City will be February 11, 2000. „ ' Beautification Committee Meeting January 12, 2000 Page 2 C. Landscaping of Lifeguard Station: Susan Dunham distributed the latest draft of the landscaping plans. The Committee suggested changes to the plan. D. Street End/Beach Access Program: Susan Dunham will mail the proposed Street EndBeach Access Program to all members for review prior to the next Beautification Committee meeting. E. Luminaria: 466 kits were sold for a total of $932.00. F. Replacement Trees on Plaza, Saturiba and Sailfish: Susan Dunham advised the Committee that the requisition for replacement trees on Plaza and Saturiba has been approved and that the order has been placed with Hickory Creek. Five bradford pear trees and three live oaks will be planted on Saturiba, and two magnolias, two laurel oaks, two maples and one crape myrtle will be planted on Plaza. Seven pindo palms will be ordered for Sailfish Drive when the warmer weather returns. G. Trees on Seminole Road: The Committee determined not to pursue this project at this time. V. New Business A. Tree Giveaway: The Committee discussed issues involved with the tree giveaway such as who would plant the trees, where will the trees be delivered, how much to spend from the Tree Fund each year, etc. The Committee decided to use 10 gallon trees instead of 15 gallon trees so that the owner can take responsibility to plant the tree. The Committee requested that Susan Dunham prepare a report for their review by the next meeting to present to the Commission. VI. Announcements/Reports Steve Geuther asked if Ron Schiebler would be attending the next meeting as a Committee member and Ron acknowledged that he would. Susan Dunham stated that she really appreciated Ron's hard work and that he would be greatly missed. VII.
