Adjournment MINUTES OF BEAUTIFICATION COMMITTEE August 11, 1999 A regular meeting of the Beautification Committee was held Wednesday, August 11, 1999, in the City Hall conference room. Present were June Morris, Chairperson, Mimi Ames, Steve Geuther, Barbara Hopson, Jane Vincent and Staff Member Susan Dunham. I. Call to Order The meeting was called to order by Chairperson June Morris, at 7:35 p.m. II. Approval of Minutes Amended Minutes of meeting of June 9, 1999, as follows: Approval of Minutes: Delete "Jane Vincent motioned to approve the minutes with the above changes, Jean Norton seconded and the motion carried." Replace with "The Minutes were approved with the above changes." The Minutes of the meeting of June 9, 1999, were approved as amended. III. Old Business A. Arbor Day Program: Barbara Hopson and Steve Geuther gave an update on the Arbor Day tree sale: • The Arbor Day tree sale is scheduled for Saturday, March 11, 2000, from 8:00 a.m. until 1:00 p.m. Setup will occur on the preceding Friday and Greenscape will provide police protection. • Greenscape will also be responsible for the following: to determine what plants are going to be sold, how many (5,000 trees), what kind, prices, publicity (radio, flyers, newspaper, Southern Living Magazine, television, t-shirts, and posters), recruiting approximately 50 volunteers and set up. The Beautification Committee will be responsible for recruiting volunteers to handle money and volunteers with strong backs to assist with heavy lifting. • Greenscape suggested providing entertainment during the tree sale. Barbara Hopson will talk with the Fletcher Senior High School Band Director and Mayport to see if they can help out. • Greenscape has asked Prudential Realty to sponsor the tree sale and requested $3,500 to cover the costs of the sale. Alternate sponsors suggested were Aqua East, Sea Turtle and Pam Bingeman. • Community Presbyterian has offered the use of their property for the tree sale. Greenscape will provide the certificate of liability and all the insurance that the church will need. • Greenscape has requested a letter from the owner of the property where the tree sale will be held stating that the property is available and any legal ramifications by September 22, 1999. Ron Schiebler will get the letter. • The Beautification Committee will be advertised on the t-shirts. • Susan Dunham will contact Anna Dooley with Greenscape to give the deadline for the winter release of Tide Views so that Anna can write an article. • Greenscape will create a logo for the beaches tree sale. • Greenscape would like to utilize the City of Atlantic Beach's tent, tables and chairs. Ron Schiebler will reserve them for that day. B. Sailfish Drive: Susan Dunham advised the Committee that a sprinkler system will be installed this Saturday, August 14, on Sailfish Drive. Susan Dunham requested the purchase of 20-30 railroad ties at the approximate cost of $160 to place along the curb to discourage parking and driving on the city right-of--way. The Beautification Committee unanimously approved this request. C. Ron's Update on Landscaped Areas: Ron Schiebler was not able to attend this meeting. Susan Dunham gave his update to the Committee. All the landscaped areas are doing well; Ron has been doing quite a bit of weeding. The sago palm in the flower bed and sign area on Atlantic Boulevard by the bridge has been stolen. Ron recommends not replacing it because of the upcoming road work. The area still looks good but could use more Lantana. plants. IV. New Business A. Lifeguard Station: Susan Dunham handed out hand drawn copies of the proposed landscaping plan of the lifeguard station. After discussion and explanation of the plan, the Beautification Committee approved the plan. B. Mayor's Neighborhood Matching Grants: Susan Dunham presented an article from the Beaches Leader regarding the Mayor's Neighborhood Matching Grants. The Cortunittee discussed possibly applying for grant funds next year. It was determined that Susan Dunham will attend the workshop in February 2000. C. Fall Brite Spots Tour: The Committee decided that due to lack of attendance, they would skip the Brite Spots Tour for one year. The Committee will bring it back up in the Fall of 2000. D. 5 Year Plan: Susan Dunham handed out to the Committee members a copy of a previous 5-year plan for the Beautification Committee. It was suggested that the members look over the 5-year plan and come back to the next meeting with ideas and notes so that the plan can be updated. Some ideas that were mentioned: tree line entrance streets into Atlantic Beach; tap into monies available in the Tree Fund; adopt-a-mile program; grant monies. ~. Additional New Business: 1852 Beachside Court: Susan Dunham presented a proposed landscaping plan and cost by Jill Easton who resides at 1852 Beachside Court to beautify the city right-of--way at the back of her property along 18~' Street. Ms. Easton requested approval to landscape the city right- of-way and requested City matching funds to help with this project. The Committee approved her landscaping plan with no matching City funds with a recommendation that she plant another material besides sod (due to high maintenance). Also, the Committee determined that 18~' Street on the east side of Seminole would fit under the Street End/Beach Access Program. Therefore, Ms. Easton was also offered the alternative of fornvng a committee to beautify the 18~` Street Beach access and applying for the matching funds in this program. V. Announcements/Reports Jane Vincent asked if the City can remove the sand on the sidewalk at the southeast corner of Plaza and Sailfish Drive. Susan Dunham will check into this. VI.
