Meeting of April lU, 1996
The regular meeting of the Committee was held on Wednesday,
Ap~•il 10, 1996, in the Conference_Room of City Hall. Present
were: Jack Robbins, Chairperson, Barbara Hopson, Chuck Pen-
dleton, Mimi Ames, Ran Schiebler, City Gardener, and Carl
Walker, Coordinator. Also attending were guests Gloria Vaughn
and Patricia Goelz.
The meeting was called to order by Jack Robbins at 7:35 PM.
After discussion, Cliuck Pendleton moved to approve the min-
utes of the last meeting; Mimi Ames seconded and the motion
passed.
Barbara Hopson Yiad not yet arrived at the meeting and in her
absence, Carl reported on the progress of the "Spring Bright
Spots" tour sub-committee whic}i met on April 1. He advised
that it was a very productive meeting and most of the details
of staging the event had been decided upon and delegated. The
tentative date selected is the weekend of May 18-19. Another
meeting will be held by the sub-committee in early May at
which time the pit:ns can be finalized.
Carl also gave an update on the beach access improvements.
Thus far, he has been contacted by interested groups at 3rd,
4th, and 15th Streets. Of these, the group at 3rd is the most
active-and has alread,v collected monies and devised a tenta-
tive plan. Work is to begin at that access shortly. Carl
was asked to provide a listing of the status of all street
end accesses sa the beautification map can be updated.
Jack also asked Carl to see if he can find out who has "adop-
ted" the city property at the corner of 19th St. and Seminole
Road so that a letter of appreciation can be sent.
Patricia Goelz presented information about a proposed "Com-
munity Garden", an undertaking of the Parks and Recreation
Advisory Board. It is planned near Jordan Park on Francis
Street, and Patricia gave details of the proposal including
details such as fencing, composting, watering, etc. A small
fee is to be charged the user, dependant upon the plot size.
The committee, by consensus, expressed support of the commu-
nity garden concept, as presented. Patricia also advised the
group of the forthcoming "Earth Day" celebration, also spon-
sored by the P & R Board, to be held on April 21, from 1PM -
4 PM in Howell Park (see attached flyer}.
In other discussion items, the planting of trees at the four
selected sites was brought up and Carl will follow up to see
that bids are awarded so that the plantings can be installed.
Ron reported on beautification efforts at various locations,
including the sign Locations, Atlantic Boulevard medians, and
Ahern Street. Carl distributed a copy of his memo to the
City Commission on the subject of the proposed "Greenscape"
grant for the medians of Atl. Blvd. and which outlined the
concerns expressed by ttie committee at previous meetings.
Jack is to send another letter, on behalf of the committee,
expressing disappointment that tYie Commission planned to pro-
ceed with implementation of the grant, if awarded.
Chuck commented on the maintenance of the right of way of
Mayport Road; he will pursue with Public Works, especially
with the forthcoming "growing season" approaching.
It was agreed to defer the annual election of officers for
the committee until the next regular meeting in May.
There was no further business and the meeting was adjourned
at 9:25 PM.
