06-27-89BEAUTIFICATION COMMITTEE MEETING MINUTES The Atlantic Beach Beautification Committee met on Tuesday, June 27, 1989 at 7:30 P.M. in the City Commission Chambers, Atlantic Beach, Florida. Attending were Mayor William Gulliford, City Manager Richard Fellows, Dwayne Igou from Waste Management, Joann Morrisseau form CPM, and committee members Betty Carey, Cass McKenna, Bob Wilkins, Dezmond Waters, Barbara Bonner, Chris Blanchard, Luann Wilson, Chairman Jody Ford, Secretary Georgia Horn, and a new member Mr. William Morgan, Architect. Mayor Gulliford welcomed everyone and Jody Ford opened the meeting by discussing the ad for the Part Time Coordinator the committee had advertised for. Mailed to committee members were three applications Chairman Ford thought should be reviewed at the meeting and said she felt they should all look them over and decide if they should be brought in for interviews. Members continued to discuss the applications going over different .qualities they felt were important for the coordinator to have. Mayor Gulliford said he felt that a good candidate would be a retired person due to the fact that someone who already possessed a full time job would not be able to be as flexible as a retired person. The Mayor suggested Chairman Ford appoint three members to assist in the interviewing of these applicants. She said she would rather have members volunteer then to appoint and the committee agreed that this would be fine. Jody Ford said she would like to be on the committee along with volunteers Dezmond Waters and Luann Wilson. It was also agreed that this should be moved ahead with as soon as possible, so Chairman Ford was to set a date for the interviews to start by the end of the meeting time. Robert Wilkins said that he felt that an Atlantic Beach resident would be best for the position since someone who lived in the city would have a genuine interest in Atlantic Beach. Mayor Gulliford said the ideal person should be able to initiate ideas and programs other cities have already begun. BEAUTIFICATION MINUTES PAGE 2 The salary was discussed and whether the position would be an hourly one . The main priority all decided on was time, and that was going to be a major factor on the decision. It was decided the hours should be discussed with all especially the retired applicants due to the amount of money that they would be allowed to make a year. At this time Dwayne Igou took the floor to talk about some recycling business, and Joann Morrisseau talked about the Fourth of July Kick off party. Joann also asked for volunteers to help out on some activities. Chairman Ford then said she would donate 20 flowering baskets as prizes. Discussion then switched over to the letter that was sent out by the City Manager in reference to illegal signs. Some members had questions as to why there were so many illegal signs in the City and the length of time that they were left up. Mayor Gulliford said that there definitely needed to be something done about the situation, that even he had noticed signs that had been up for months. The Charette was to be discussed and a new date set, but due to the absence of Carolyn Woods, this was postponed. They did decide however that the three things that the Beautification Committee was trying to accomplish was (1} Redraft the sign ordinance, (2) Work on the litter problem, (3) Implement Master Landscape Plan for the community. At this time a new member of the committee William Morgan, an architect brought up a problem he was having in his neighborhood in reference to lighting problems, litter on the accesses and a parking problem. He displayed a diagram of Beach & lath street to explain how vehicles which were too large, were destroying an adjacent fence which he owns. He said the parking problem was so bad in the summer months, because of the space and at the angle the cars parked, autos could barely pass through. He continued to explain the plans and Mayor Gulliford suggested Chairman Ford hold on to the plans for future discussion and use. BEAUTIFICATION MINUTES PAGE 3 Members again discussed the problem on Seminole Road in reference to the ditch, bike paths and sidewalks and what still could be done to resolve the problems. Mayor Gulliford assured them these problems were not forgotten but there were certain guidelines that must be followed. Jacksonville felt that there needed to be more studies done on the area in reference to draining for the sewer system. At this time with no further discussion, the meeting was adjourned at 9:10
