COMMITTEE MEETING
The Atlantic Beach Beautification Committee met on October I1, 1989
in the Commission Chambers, City Hall at 7:30 P.M. Present were Mayor
Gulliford, Chairman Ford, Carl Walker, Dezmond Waters, John Otto, Mike
Saylor, with BHR Planning Group, Jeanette Barnette and Georgia Horn.
Mr. Saylor joined the meeting in place of Carolyn Woods who was unable
to attend. Discussion in reference to the Charette and the progress it
was taking was the opening topic and the interest point that members had
decided were the main concerns. Also, the plans that had been submitted
by Mr. William Morgan were discussed and what the committee feels they
can do to use these plans. Mike Saylor said he felt the plans would be
very useful and that after reviewing them, that they could be put into
use. The areas of the city which were broken down into priority areas
were then mentioned and Mr. Saylor said he felt that the first thing to
do was to develop a quick visual project. He explained that as members
knew, the Charette was a long process but that they did need to organize
a project to get started.
Mayor Gulliford said that he felt something needed to be accomplished
now to show the city that the committee existed and was working to get
things done in Atlantic Beach, even if it was a small project. He said
this way it would show the community that progress was moving ahead and
it would get more citizens interested in the committee rather than loose
more members from lack of interest. The Mayor also suggested Chairman
Ford contact Neptune Beach Members along with a representative from the
businesses in the area to invite them to our next meeting for discussion
on redevelopment for the surrounding areas of Atlantic and Neptune Beach.
The subject of parking in the beach access areas was talked about along
with formalizing curbing and or edging. Parking meters, which were also
mentioned at the last meeting were again brought up and where they would
be most useful. The discussion continued to follow about the Charette_&
what the members felt should be done next. Mayor Gulliford said he feels
the committee should•go ahead with getting the signs for the City and get
them installed. He said that this would be the first step to show that we
were doing something to beautify Atlantic Beach, and then we could go on
from there to larger projects.
The Parks were then talked about and the steps that the sub committee
had broken down in reference to redevelopment. The areas of Donner &
Jordan Park were agreed upon to need the most help first in the area
of cleaning up since they were such a heavy drug traffic area. Also,
jogging paths were brought up and Mayor Gulliford stated that Mrs. Rose
Blanchard was already involved on that project now in Johansen Park.
Once again the subject of William Morgan's plans were discussed and
Mayor Gulliford asked Jody Ford to contact Mr. Morgan to see if he
might draw up some plans in reference to 19th Street, to beautify this
area. Mayor Gulliford told Carl Walker to go ahead and get prices on
the signs for the city to be discussed at the next meeting, so that we
could get-them up as soon as possible.
With no further discussion, the meeting was adjourned at 9:45 P.M.
* Since the last meeting we have learned that A Keep America Beautiful
Workshop will be held November.,3, 1989 in Thomasville, Georgia. We will
have a full report on this at the next regular sceduled meeting which is
held every Second Wednesday in the Commission Chambers, at 7:30 P.M.
